Company Management’s and Auditor’s Reporting on Going Concern: Discussion of the Current International Regulatory Framework

In this study, we discuss if the current (international) regulatory framework regarding accounting and auditing provides an adequate basis for both company management and the auditor to report (accurately and informatively) on going concern.Overall findings indicate that from a theoretical perspective the changes made in the design of the framework since the last global economic crisis contribute to more accurate and informative reporting on going concern. This starts with an increased focus on substantiated reporting on long-term value creation and continuity in the U.K. and Dutch corporate governance codes. Furthermore, the current Dutch and U.S. accounting standards increasingly pay attention to reporting on going concern. Also several changes in the Dutch, international and (partly) U.S. auditing standards could have a positive impact, such as the requirement to state the responsibilities of both company management and the auditor in each auditor’s report, and the introduction of key audit matters offering the possibility to report on going concern risks and the audit procedures performed.There is, however, still room for improvement. It seems that various standard setters have determined their own route and pace, which may have kept them from implementing more progressive proposals such as a conclusion and a statement on going concern in each auditor’s report. As a result, the exception-based reporting model is still largely retained. Further progress can be made by implementing a so-called holistic approach to ensure that the responsibilities of company management and the auditor are aligned, and by striving for more international convergence.

This document considers the necessary elements for fundamentally transforming SOLAS to adapt safety to innovation, technology sophistication and operational efficiency of shipping by means of a long-term comprehensive review of the existing regulatory framework. This should be undertaken with a view to ensuring that the Convention fulfils its mission and meets the future challenges, taking into account the ever-increasing pace of change and technological advancements made since 1974. This paper considers that a Goal-Based-Safety Level approach will provide the key to success and discusses the possibility to take a holistic approach to build a far reaching Convention that will help the stakeholders who deal with these regulations to be more effective.

Abstract Corporate stewardship holds great promise for the improvement of shareholder engagement and the encouragement of more responsible and long-term oriented value creation. This is particularly true since the outbreak of the global COVID-19 pandemic. Many countries have long adopted a best practice code for the stewardship role of institutional investors and asset managers, but Germany has so far refused to follow that trend. This paper explores the reasons for this reluctance, as well as whether the adoption of a Stewardship Code would still make sense in the regulatory framework of Germany today. Despite the increased presence of shareholder engagement (and even activism), several reasons may be put forward for why lawmakers have refused to adopt a stewardship code. This paper argues that the main political reason for this reluctance lies in the limited geographical reach of such a code, which would primarily be restricted to the (limited) domestic fund industry and would thus be unable to prescribe any meaningful principles to foreign-based asset managers. Still, I argue that the adoption of a code in the German context may make sense, for example to define expectations and to clarify the obligations of investee companies. Most importantly, it would benefit domestic investors that are typically ‘home biased’ and thereby frequently disproportionately invested in domestic funds.

Obesity is a preventable chronic condition that, in 2016, affected more than 1.9 billion people globally. Several factors have been identified that have a positive impact on long-term weight loss programs such as personalized recommendations, adherence strategies, weight and diet follow-up or physical activity tracking. Recently, various applications have been developed which help patients to self-manage their condition. These apps implement either one or some of these identified factors; however, there is not a single application that combines all of them following a holistic approach. In this context, we developed the OBINTER platform, which assists patients during the weight loss process by targeting user engagement during the longer term. The solution includes a mobile application which allows users to fill out dietetic questionnaires, receive dietetic and nutraceutical plans, track the evolution of their weight and adherence to the diet, as well as track their physical activity via a wearable device. Furthermore, an adherence strategy has been developed as a tool to foster the app usage during the whole weight loss process. In this paper, we present how the OBINTER approach gathers all of these features as well as the positive results of a usability testing study performed to assess the performance and usability of the OBINTER platform.

On the basis of long-term researches of soils in the territory of Russia and Mongolia soil and ecological division into districts of the Baikal region is carried out. At division into districts the whole set of an environment of soil formation was considered. On the map of soil and ecological division into districts 13 mountain, mid-mountain, low-mountain taiga, foothill, hollow-valley, forest-steppe and steppe provinces reflecting surface device originality as the ratio of balance of heat and moisture forming a basis to zoning is shown against the background of difficult orography are allocated. In total 42 districts on lithologic-geomorphological features are allocated. In formation of distinctions of a soil cover of these provinces the leading role is played by bioclimatic factors and inside them the lithologic-geomorphological ones. In the view of structural approach of the district they are considered as territories with a certain natural change of several types of the soil cover structure caused by features of a relief and the parent rock. The map is made in the MapInfo program. It is revealed that on ill-defined width zoning of soils the vertical one which has a greater influence on soils of this region is imposed. Soils of the Baikal region are not similar to the soils located at the same latitude of the flat European territory of Russia. Zone soils of this territory are specific and original.

The optimal planning of grid-connected microgrids (MGs) has been extensively studied in recent years. While most of the previous studies have used fixed or time-of-use (TOU) prices for the optimal sizing of MGs, this work introduces real-time pricing (RTP) for implementing a demand response (DR) program according to the national grid prices of Iran. In addition to the long-term planning of MG, the day-ahead operation of MG is also analyzed to get a better understanding of the DR program for daily electricity dispatch. For this purpose, four different days corresponding to the four seasons are selected for further analysis. In addition, various impacts of the proposed DR program on the MG planning results, including sizing and best configuration, net present cost (NPC) and cost of energy (COE), and emission generation by the utility grid, are investigated. The optimization results show that the implementation of the DR program has a positive impact on the technical, economic, and environmental aspects of MG. The NPC and COE are reduced by about USD 3700 and USD 0.0025/kWh, respectively. The component size is also reduced, resulting in a reduction in the initial cost. Carbon emissions are also reduced by 185 kg/year.

Thailand has been affected by COVID-19, like other countries in the Asian region at an early stage, and the first case was reported as early as mid-January 2020. Thailand’s response to the COVID-19 pandemic has been guided by the “Integrated Plan for Multilateral Cooperation for Safety and Mitigation of COVID-19”. This paper analyses the health resources in the country and focuses on the response through community-level public health system and legislative measures. The paper draws some lessons on future preparedness, especially with respect to the four priorities of Sendai Framework for Disaster Risk Reduction. At the end, the paper puts some key learning for future preparedness. While Thailand’s response to COVID-19 has been effective in limiting the spread of the disease, it falls short at being able to address the multiple dimensions of the crisis such as the economic and social impacts. The socioeconomic sectors have been hardest hit, with significant impact on tourism sectors. Sociopolitical system also plays an important role in governance and decision-making for pandemic responses. The analysis suggests that one opportunity for enhancing resilience in Thailand is to strive for more multilevel governance that engages with various stakeholders and to support grassroots and community-level networks. The COVID-19 pandemic recovery is a chance to recover better while leaving no one behind. An inclusive long-term recovery plan for the various impacted countries needs to take a holistic approach to address existing gaps and work towards a sustainable society. Furthering the Health Emergency Disaster Risk Management (HEDRM) Framework may support a coordinated response across various linked sectors rather than straining one particular sector.

Cellulose nanofibre (CNF), a material composed of ultrafine fibres of wood cellulose fibrillated to nano-order level, is expected to be widely used because of its excellent properties. However, in the field of geotechnical engineering, almost no progress has been made in the development of techniques for using CNFs. The authors have focused on the use of CNF as an additive in cement treatment for soft ground, where cement is added to solidify the ground, because CNF can reduce the problems associated with cement-treated soil. This paper presents the results of a study on the method of mixing CNF, the strength and its variation obtained by adding CNF, and the change in permeability. CNF had the effect of mixing the cement evenly and reducing the variation in the strength of the treated soil. The CNF mixture increased the strength at the initial age but reduced the strength development in the long term. The addition of CNF also increased the flexural strength, although it hardly changed the permeability.
