This study aims to describe and analyze and interpret 1) the role of DPMPTSP in realizing innovative licensing and non-licensing services in Depok City; 2) The role of planning, leadership, human resources apparatus, and organizational culture; and 3) DPMPTSP's strategy for licensing and non- licensing service innovation in Depok City, West Java Province. As for the theory used to uncover the problems in this study, the theory of public service innovation developed by Rachel Asworth and friends as stated in the framework of thought (Ashworth, 2010). Through a qualitative method with a descriptive approach with a spiral analysis model by John W. Creswell, it was found that 1) the organizational environment, both internal and external DPMPTSP plays a role in the innovation of public services in Depok City; 2) The role of planning, leadership, apparatus human resources, and organizational culture that is built on DPMPTSP is a force to realize Public Service Innovation in Depok City; and 3) Strategy through an internal and external collaboration of local government and organizational learning is the trigger for realizing public service innovation in Depok City, West Java Province.

This article intends to provide an overview of the role of local elites in public service innovation. Through a qualitative descriptive approach, this research discusses the dilemmas and success factors of the role of local elites in public service innovation. The objective of this research is the role of Rosyid Ma'ruf and Suhadi as initiators in innovating public services. This problem is interesting to study because there is a role played, where formal actors are able to manipulate community participation due to the formal carrying capacity of the environment while non-formal actors are only limited to practical awareness of the problems that arise at the time and also follow what the actors want. The results showed that public service innovation can be influenced by critical awareness as well as practical awareness of the role of local elites. The tendency of critical awareness arises from the consequences of the actor's understanding of the authority, problems, and existing solutions. That is, actors have the ability to mobilize and direct solutions that are comprehensive. Furthermore, the tendency of practical awareness arises from the consequences of the actor's understanding of the existing problem and solution. That is, the actor has the ability to move and direct the solution that is moving to the solution desired by the actor. The recommendation of this research is the importance of the ability of local elites to understand authority, problems, and solutions so that they can understand how the solution is done to achieve goals that are comprehensive, not only in accordance with what is desired by the elite.

Analisis Leverage Strategy dengan Model 5E untuk Assistant Manager Sekretariat dalam mendukung tugas Manajer. Tujuan penelitian: (1)  Implementasi leverage strategy model 5E  di PT PLN (Persero) UID Jawa Barat; (2) Penerapan leverage strategy model 5E pada  jabatan Assistant Manager Sekretariat; (3) Peran Assistant Manager Sekretariat dalam mendukung tugas Manajer ADFAS PT PLN (Persero) UID Jawa Barat. Penelitian menggunakan metode kualitatif dengan pendekatan deskriptif. Hasilnya menunjukkan bahwa penerapan Leverage Strategy model 5E telah diterapkan oleh PT PLN (Persero) UID Jawa Barat, namun belum mencapai hasil maksimal yang diharapkan. Model 5E tersebut di antaranya Enabler, Enthusiasm, Eduknowledge, Exposure, dan Equity. Penerapan strategi ini dapat mendukung peran Assistant Manager Sekretariat dalam menjalankan wewenang dan perannya sebagai tangan kanan Manajer. This study is entitled Analysis of  Leverage Strategy using Model 5E for Assistant Manager in the Secretariat in supporting Manager's work. Research objectives: (1) Implementation of the 5E model strategy leverage at PT PLN UID West Java (Persero); (2) Implementation of the 5E model strategy leverage in the position of Assistant Manager of the Secretariat, (3) The role of the Assistant Manager in supporting the duties of the ADFAS Manager of PT PLN (Persero) UID Jawa Barat. This research uses a qualitative method with a descriptive approach. The results show that the implementation of the Leverage Strategy model 5E has been implemented by PT PLN (Persero) UID Jawa Barat, but has not reached the maximum results that expected. The 5E models include Enabler, Enthusiasm, Eduknowledge, Exposure, and Equity. The implementation of this strategy supports the role of Assistant Manager in the Secretariat in exercising his authority and role as the Manajer's right hand.

This study aims to determine the role of Indonesian HR in increasing MSMEs facing the 4.0 industrial revolution. The research method used is a qualitative method with an analytical and explorative descriptive approach. From the results of the research conducted, it was found that the quality of human resources in the Dzul Collection bag industry was less supportive for developing the industry due to the low level of education and lack of innovation to produce quality products. To improve the quality of human resources, effective and efficient steps are needed through sharing knowledge and exchanging knowledge among fellow employees and training. Through these activities, it is expected that the development of this industrial business can be realized, especially in the face of free markets and global economic competition.

Abstract: Semarang Regency Land Office implemented community empowerment after asset legalization activities in 2009 in Sumogawe Village, namely by providing access to reforms aimed at increasing the potential of community businesses in Sumogawe Village to improve welfare. The purpose of this research is to find out the form of participation of the Semarang Regency Land Office, and the level of welfare after community empowerment in Sumogawe Village. This research uses a qualitative method with a descriptive approach, that is by describing as clearly as possible the implementation of community empowerment as an effort to improve the welfare of post-adjudication activities. Data is collected through observation, study of document, and interviews with people of the community. The results of this research are 1) the form of community empowerment in Sumogawe Village after the adjudication activity by providing access to capital to develop the dairy cattle dairy business, 2) the role of Semarang Regency Land Office, by mass land treaties, assisting access to business capital from banks, counseling and mentoring of dairy cattle businesses, and marketing of dairy cow products, 3) The enhancement welfare of Sumogawe Village community is marked by the increase of people's income from the business sector of dairy cow milk.Keyword: community welfare, community empowerment, agrarian reform, access reform. Intisari: Kantor Pertanahan Kabupaten Semarang melaksanakan pemberdayaan masyarakat pasca kegiatan legalisasi aset tahun 2009 di Desa Sumogawe yaitu dengan memberikan akses reform yang bertujuan untuk meningkatkan potensi usaha masyarakat yang ada di Desa Sumogawe sehingga dapat meningkatkan kesejahteraan. Tujuan penelitian ini adalah untuk mengetahui bentuk peran serta Kantor Pertanahan Kabupaten Semarang, serta tingkat kesejahteraan masyarakat pasca kegiatan dalam pemberdayaan masyarakat di Desa Sumogawe. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif, yaitu dengan menggambarkan sejelas-jelasnya pelaksanaan pemberdayaan masyarakat sebagai upaya peningkatan kesejahteraan pasca kegiatan ajudikasi. Data dikumpulkan melalui observasi, studi dokumen, dan wawancara dengan narasumber. Hasil dari penelitian yaitu 1) bentuk pemberdayaan masyarakat yang ada di Desa Sumogawe pasca kegiatan ajudikasi yaitu dengan memberikan akses modal untuk mengembangkan usaha ternak susu sapi perah, 2) peran Kantor Pertanahan Kabupaten Semarang yaitu dengan pensertipikatan tanah massal, membantu akses modal usaha dari perbankan, penyuluhan dan pendampingan usaha ternak susu sapi perah, dan pemasaran produk olahan susu sapi perah, 3) meningkatnya kesejahteraan masyarakat Desa Sumogawe yang ditandai dengan meningkatnya pendapatan masyarakat dari sektor usaha susu sapi perah.Kata Kunci: kesejahteraan masyarakat, pemberdayaan masyarakat, reforma agraria, akses reform.

The role of corruption is a very significant focus in a country based on law, even a measure of the success of a government. One very important element of law enforcement in a country is the war on corruption, because corruption is a cancer that is immune, widespread, permanent and damages all aspects of life as a nation and state including the economy and spatial planning. This research uses a qualitative method with a descriptive approach. The results of this study are the discovery of several cases that were successfully handled by the KPK and this is the result of a good representation of the tasks and functions carried out by the agency..

The significant number of publications describing unsuccessful cases in the introduction of health information systems makes it advisable to analyze the factors that may be contributing to such failures. However, the very notion of success is not equally assumed in all publications. Based in a literature review, the authors argue that the introduction of systems must be based in an eclectic combination of knowledge fields, adopting methodologies that strengthen the role of organizational culture and human resources in this project, as a whole. On the other hand, the authors argue that the introduction of systems should be oriented by a previously defined matrix of factors, against which the success can be measured.

<p>Topeng Sinok dance is the characteristic art of Brebes regency. This dance tells about the typical women in Brebes who are hard-working. Beauty, flexibility, and elegance do not reduce their love for nature and farming. This dance is a combination of Cirebon, Banyumas, and Surakarta style. The dance is basically aiming at showing that women from the border areas of Central and West Java are not spoiled, whiny, and lazy. Topeng Sinok dance is performed beautifully, elegant, and swift. This paper purposes to uncover the meaning behind Topeng Sinok dance movement. This study implements qualitative method that uses qualitative descriptive approach. The data collection process was conducted by using observation, documentation, and interview techniques. Further, the data were analysed by using dance data analysis by following the steps of (1) identifying and describing components; (2) understanding; (3) interpreting; and (4) evaluating. The data were then validated by using triangulation.</p>

The purpose of this research is to explain the role of the Web Series in discussing and delivering messages to audiences about the "value" of the product, where the web series published on digital media such as Youtube that becomes the attractive promotional strategies for the consumers. This research used a qualitative method with a descriptive approach that explains the promotion strategy and brand engagement through the web series that became a new content marketing campaign. The results of this study are the increased proximity between customers and brand as well as the increased understanding brand which leads to brand awareness because attractive promotional strategies can attract the attention of consumers. The use of web series to build engagement with customers also has its own added value, where the web series can also be used as a product campaign such as Ax Indonesia, which released a Web Series Axelerate the series: Kostan AX/3 that is in conjunction with the launch of their new product, Pomade, and Facial Wash. This study concludes that the approach to consumers must be adjusted to the characteristics of consumers themselves so that messages can be conveyed more effectively and on target.

Organizational culture within sport has an important influence on the performance and well-being of the group and individuals. Often, cultural descriptions are based on teams' results (e.g., winning teams have strong cultures and losing teams have poor cultures). However, these after-the-fact cultural labels ignore the myriad underlying factors that contribute to the group's culture. The preponderance of organizational culture research in sport has tended to either focus on culture at the macro level (e.g., cultures of national governing bodies or athletic departments) or focus on culture change (essentially the mechanisms and processes through which poorly performing cultures changed their fortunes). However, there has been limited research looking at the cultures of programs who have sustained high-level performance for long periods of time. Moreover, there is even less research looking into the core values of such programs, one of the three levels of Schein's (Schein, 1990; Schein and Schein, 2017) culture analysis model. Therefore, this phenomenological study aimed to understand the perceptions and experiences of head coaches in leading and developing their sustained elite-performing cultures; specifically, this study targeted the role of core values within these cultures' development, an area lacking sufficient research (Wagstaff and Burton-Wylie, 2018). Analysis of experienced championship coaches' responses (n=5) revealed that core values focused on growth and development within sport and beyond, as well as the ways in which group members treat each other. Coaches also revealed that bringing these values off the page required consistent, daily, intentional effort, with values serving as touchstones when actions deviated from them.
