The years 2007 and 2008 are of special reckoned in the history of Zimbabwe as the economy plunged into a meltdown and professionalism suddenly became an irrelevant status. Institutions in the public sector struggled for relevance as they frantically sought to retain skilled and qualified medical personnel. The maternity service delivery system in local authorities could not escape from the crisis hence the study sought to explore the degree of staff attrition in the sector, major causes, effects and measures of reducing staff attrition. The study involved the collection and analysis of data from 12 council clinics providing maternity services for the period 2007 – 2008. The authors argue that, the state of the economy has got a strong bearing on the level of staff attrition in organisations. Since medical staff are skilled professionals they can easily leave for greener “pastures” hence the need for Councils to improve working conditions.

The article examines the attitude of various segments of the population of Saratov to prostitution at the turn of the XIX–XX centuries. Despite the heterogeneity of the Russian society, the stereotype of prostitution as a shameful occupation and social evil, which had been established for centuries, was maintained in the public consciousness. Within the framework of the methodological concept of social history and the history of everyday life, the attitude of various categories of citizens and local authorities to this social deviation is considered. The article is based on archival materials that are being introduced into scientific circulation for the first time.

Accountability in the public sector has been widely scrutinised due to the increasing demand from various stakeholders including the public. Disclosure practices could substantially improve the accountability of the public sector through the usage of technology, i.e., websites. This paper examined the extent of the disclosure of accountability practices (DACP) on the websites of the entire Malaysian city councils. A content analysis was carried out to analyse the content of official websites of 14 city council. A Modified Accountability Disclosure Index (MOADI) comprised of 100 disclosure items was adopted to measure the extent of the DACP of Malaysian city councils. There was an average of 59% of the extent of DACP found on the website of city councils. The findings further indicated that the highest and the least frequent information disclosed by the city councils were classified under delivery and other information, respectively. This paper contributes a significant finding which highlights the importance of the website as a medium for discharging accountability to enhance the overall administrative system in local authorities’. The findings provide valuable insights and implications about accountability practices to several groups of stakeholders including the local authorities, regulators, and the community.

Harare City Council has both “processes” and “outputs” crises. The processes crisis includes waste, red tape, delay, mismanagement and corruption within the local authority. The outputs crisis involves failure to deliver what it should. Quality of service delivery is poor. E-governance contributes to poverty reduction through making communication easier and more affordable by enabling speedy and secure economic transactions. Participation is central to good governance and an important factor for sustainable development. Local authorities are closest to residents and thus in a better post to effectively drive participation. E-governance therefore means e-participation hence connecting residents of different social, academic, political and cultural backgrounds. The research explores the questions: how does e-governance improve service delivery and good governance such as responsiveness, transparency, accountability, effectiveness governance, improved participation, effectiveness and efficiency. The research findings indicate that the relationship between e-governance and participation is positive and strong. The findings are based on Harare City Council activities, analysis of key documents, views of key informant and content analysis. Recommendations proffered include the coming up with a shared e-governance strategy for Harare City Council by the Ministry of Local Government, Urban and Rural Development and Harare City Council. This must result in website creation. Residents’ awareness must be conducted through workshops, seminars and conferences in order to explain the benefits of e-governance. Human development designed to empower residents with basic ICT skills must be embarked upon.

During the last decade more than 100 governmental units (primarily cities) have implemented living wage ordinances. These regulations require private sector employers who receive public funds through subsidies and contracts to pay their workforces a wage based on “need” rather than “skill.” Such ordinances feature a minimum wage floor that is higher—often much higher—than the traditional minimum wages set by state and federal legislation. This paper provides a history of the living wage movement and presents its benefits and challenges to assist local authorities in decision-making regarding this controversial and politicized issue.

State of Indonesia as a unitary state of Indonesia adheres to a combination of elementsof recognition for local authorities to independently manage fi nances combined with the element oftransferring fi scal authority and supervision of the fi scal policy area.General Allocation Fund an area allocated on the basis of the fi scal gap and basic allocation whilethe fi scal gap is reduced by the fi scal needs of local fi scal capacity. Fiscal capacity of local sources offunding that comes from the area of   regional revenue and Tax Sharing Funds outside the ReforestationFund.The results showed that the strengthening of local fi scal capacity is in line with regional autonomy.

The Tower Mill, Brisbane's oldest extant building, was excavated by the University of Queensland to determine for the Brisbane City Council the heritage potential of surrounding subsurface deposits.  Following the employment of GPR, excavation revealed interesting stratifications, features and artefacts.  Analysis permits an explanation for these deposits which augment an already fascinating history of the site's use over the past 170 years or so.

The profound changes within the Albanian society, including Albania, Kosovo and Macedonia, before and after they proclaimed independence (in exception of Albania), with the establishment of the parliamentary system resulted in mass spread social negative consequences such as crime, drugs, prostitution, child beggars on the street etc. As a result of these occurred circumstances emerged a substantial need for changes within the legal system in order to meet and achieve the European standards or behaviors and the need for adoption of many laws imported from abroad, but without actually reading the factual situation of the psycho-economic position of the citizens and the consequences of the peoples’ occupations without proper compensation, as a remedy for the victims of war or peace in these countries. The sad truth is that the perpetrators not only weren’t sanctioned, but these regions remained an untouched haven for further development of criminal activities, be it from the public state officials through property privatization or in the private field. The organized crime groups, almost in all cases, are perceived by the human mind as “Mafia” and it is a fact that this cannot be denied easily. The widely spread term “Mafia” is mostly known around the world to define criminal organizations.The Balkan Peninsula is highly involved in these illegal groups of organized crime whose practice of criminal activities is largely extended through the Balkan countries such as Kosovo, Albania, Macedonia, Serbia, Bosnia, Croatia, Montenegro, etc. Many factors contributed to these strategic countries to be part of these types of activities. In general, some of the countries have been affected more specifically, but in all of the abovementioned countries organized crime has affected all areas of life, leaving a black mark in the history of these states.

The Civil War is one of the largest tragedies in the history of our country. One of its dramatic episodes is the rebel movement led by A.S. Antonov which took place in the Tambov gubenia in 1920–1921 and was brutally suppressed by the Bolsheviks. Its scope is evidenced by the fact that it went beyond the borders of the Tambov gubernia. Separate detachments of Antonovites from the autumn of 1920 to the summer of 1921 raided the territory of the Balashov uyezd of the neighboring Saratov gubernia. The paper attempts to consider the way the uyezd authorities fought the rebels and the way civilians treated them. On the basis of an analysis of the local archival material most of which has not yet been put into scientific circulation, periodicals and the local history literature the author comes to the following conclusion: every time the invasions of Antonov’s detachments into the territory of the Balashov uyezd were so rapid that the local authorities did not manage to organize a proper rebuff, and the peasants, for the most part, supported the rebels since they saw spokesmen and defenders of their interests in them. Only frequent requisitions of peasants’ property by Antonovites as well as the replacement of the surplus appropriation system (Prodrazvyorstka) by the tax in kind (Prodnalog) led to the fact that since the spring of 1921 the support of the rebels by the local population ceased.

The history of the forests in canton Geneva, having led to these being disconnected from productive functions, provides a symptomatic demonstration that the services provided by the forest eco-system are common goods. Having no hope of financial returns in the near future and faced with increasing social demands, the state has invested in the purchase of forest land, financed projects for forest regeneration and improvement of biological diversity and developed infrastructures for visitors. In doing this the state as a public body takes on the provision of services in the public interest. But the further funding for this and for expenses for the private forests, which must be taken into account, are not secured for the future.
