The advancement of science and technology has improved system of learning and instruction; this has moved learning instruction to e-learning. Vocational and Technical Education as instrument for national development must join suit in this dynamic and evolving of instructional delivery, in order to achieve its purpose in the life of the people and the nation. The study examined the concept of VTE, emergence of e-learning, e-learning facilities, benefits of e-learning in Vocational and Technical education, challenges of e-learning application in VTE, strategies for improving e-learning application in VTE. In conclusion it was discovered that in spite of the relevance of e-learning in teaching and learning of VTE, teachers are not utilizing it, this is mainly due to the unavailability of facilities for e-learning and the inadequacy of the facilities where available, this is in addition to the fact that stakeholders are not providing enabling environment for it to thrive. It was recommended that government and stakeholders in education should provide facilities in e-learning, put policies in place to encourage the enforcement of e-learning in institutions, make internet connectivity priority in Universities, make adequate budgeting allocation for procurement and maintenance of facilities for e-learning among others.

Delivery of Postsecondary Career and Technical Education (CTE) classes by distance learning has increased dramatically in the last decade as students and workers strive to juggle busy work schedules, school, and family obligations. The trend to offer CTE classes by distance education, especially by e-learning (delivered through electronic means) is rapidly increasing requiring instructors in the faceto- face classroom to make a quick transition to e-learning. Instruction by e-learning requires different practices, theories of teaching, design models, and methods of delivery. The key aspects of teaching and learning in the e-learning environment are discussed with scenarios for application.

<span lang="EN-US">The use of social media is one of the predominant features in the average daily life of students and lecturers across tertiary institutions in Nigeria. It was against this backdrop that this study was carried out to determine the role of social media in reshaping the future of academic activities among lecturers of Vocational and Technical education in Nigeria. The study adopted descriptive survey research design. A structured questionnaire consisting of 40- items was developed by the researcher for data collection. The reliability of the instrument was determined using Kuder Richardson (KR20) formula which yielded 0.85. The population of the study comprised lecturers from the two Colleges of Education in Niger State.  Four research questions guided the study. The findings revealed among others that social media is a technological tool that can reshape the future of teaching Vocational and Technical education as it brings with it new opportunities which is capable of promoting collaborative teaching and learning as well as the potential to promote and reshape the future of higher education in institutions of learning. Furthermore, the trend according to the findings of this study revealed that the overwhelming patronage is in terms of making new friends (online), playing games, exchange of affectionate/love messages, online chatting, sharing selfies, spreading false information, hate speeches, and even quarrelling with virtual friends. On the basis of these findings, some recommendations were made which among others include the need for the college management to mount capacity building programmes to retrain the lecturers to understand the concept of social learning and to keep them abreast with innovative teaching and learning platform such as social media.</span>

A balanced human capital from physical and spiritual aspects are the most important asset in the development of a country. Formerly the People with Disabilities (OKU) were considered as those who are unable to contribute to the development of country and merely expected help from others. But now, the view is no longer relevant, even people with disabilities cannot miss in developing countries even they experienced physical and sensory disabilities. Their disability cannot be likened to a typical human being capable of contributing to national development through physical and intellectual skills. Hence, this paper focuses on the aspect that Muslims OKU can achieved to be a human capital in the development of the country. The main aspect that needs to be developed to produce human capital is the spiritual aspects through Islamic Education. The goal of Islamic Education is not only to cultivate faith in God, but also to develop moral character, attitudes and values for the Muslims OKU. The goal is very important so that they are able to meet the challenges of world development in the future. Through spiritual development, they will always enthusiastic and seek to develop themselves despite of diversity in disabilities. As a measure and strategy to develop human capital of the Muslim OKU, it is supposed governance of Islamic Education for those groups need to be empowered. The curriculum adjustment, the production of skilled instructors, accessibility and research and development activities need to be enhanced to ensure the teaching and learning objectives of Islamic Education for Muslim OKUs are achieved. Abstrak Modal insan yang seimbang dari aspek fizikal dan spritual merupakan aset terpenting dalam pembangunan sesebuah negara.Dahulunya golongan Orang Kurang Upaya (OKU) dianggap sebagai golongan yang tidak mampu menyumbang kepada pembangunan negara dan cuma mengharap belas ihsan semata-mata. Namun kini, pandangan  tersebut  tidak  lagi  relevan, bahkan golongan OKU  tidak  boleh  ketinggalan  dalam membangunkan negara walaupun  mereka  mengalami  ketidakupayaan dari sudut fizikal dan pancaindera. Ketidakupayaan  mereka  tidak  boleh  disamakan  seperti  insantipikal  yang  mampumenyumbang  kepada pembangunan negara melalui kemahiran fizikal dan intelektual. Justeru, kertas kerja inimemfokuskanaspek yang  mampu  dicapaioleh  OKU  Muslim untuk  menjadi  modal  insan  dalam  pembangunan negara. Aspek utama yang perlu dibangunkan bagi menghasilkan modal insan OKU Muslim adalah aspek spiritual melalui Pendidikan  Islam. Matlamat  Pendidikan  Islam  bukan  sahaja memupuk  keimanan  kepada  Tuhan,  bahkan membentuk akhlak, sikap serta nilai-nilai murni bagi OKU Muslim. Matlamat tersebut amat penting supaya mereka mampu mengharungi  cabaran  perkembangan  dunia  pada  masa  hadapan.Melalui  pembangunan spiritual  dan  rohani,mereka akan bersemangat  dan  berusaha  memajukan  diri  walaupun mengalami kepelbagaian  ketidakupayaan.Sebagai  langkah  dan  strategi  untuk  membangunkan  modal  insan  OKU Muslim, seharusnya urus tadbir Pendidikan  Islam bagi golongan tersebut perlu diperkasakan. Penyesuaian kurikulum, penghasilan tenaga pengajar mahir, kebolehaksesan serta aktiviti penyelidikan dan pembangunan perlu dipertingkatkanbagi memastikan matlamat pengajaran dan pembelajaran Pendidikan Islam bagi OKU Muslim tercapai.

Vocational and Technical Education is the form of education that comprises of the training in skills necessary for gainful employment as well as acquisition of basic educational foundation in both sciences, applied sciences and humanity, all aimed at developing individuals with the right attitude to work and the competency necessary to compete favorably in a global society. This paper discussed the significance of Vocational and Technical Education in national development and productivity, highlighting its problems in Nigeria which among others include poor implementation of the TVE programmed which affect national growth and development. Suggestions raised include re-branding the Technical and Vocational Education programmed from the basic education level.

Vocational Technical Education (VTE) systems play a crucial role in the social and economic development of a nation. Vocational and technical education a multifaceted, multi-disciplinary and pragmatic field of study, is aimed at equipping the individuals with requisite vocational and technical education literacy skills, which will enhance their relevance and functionality in the society. As a result, it plays a vital and indispensable role in the development of society. This paper, therefore, examines the concept of the development of vocational and technical education in Nigeria, its significance and role with regards to the Economic and Technology development in Nigeria, the concept of Vocational-Technical Education and Training (VTET), VTE and National Development. Other issues discussed are VTET for self-reliance and National Development, the administration of VTE in Nigeria, the challenges ahead as well as possible and suggestions for moving VTE forward with enhanced effectiveness for the benefit of the nation and incoming generations.

Internet Resources and Technologies have become an integral part o f education globally. Computer education and computer in education are two aspects o f technology that enhanced Teaching and Learning o f Vocational and Technical subjects. In addition, it stressed the importance o f teaching and learning o f Vocational and Technical Education (VTED) in technology fantasy environment using simulation, interactive, explorative, and subject specific software. It highlighted the impact o f using internet and technologies in the unification o f some modern teaching strategies, the barriers faced by developing nations, and urges schools to expand their libraries to include ICT unit for universal access. Some recommendations were forwarded which includes: Internet facilities and computers should be provided in all vocational and technical institutions o f learning, and powerful broadband servers should be provided that will stand the test o f time.

In the Namibian educational environment during COVID-19 many schools were affected as a result of COVID-19 such as primary school, secondary school, as well as tertiary institutions experiencing challenges of eLearning platform usage as a means of facilitating teaching and learning among learners and students as most of them have to adapt to the new environment of the online platform. However, despite some schools had adopted and implemented eLearning the study discovered that many schools including universities do not fully utilize the platform implemented in their schools and as such many schools have been struggling to adapt to the new environment of online learning. The usage of eLearning across the globe has made work easier for both Lecturers, students, Teachers and Learners to access the system wherever there is internet connectivity. The study discovered that the adoption and implementation of e-learning have been a challenge in Namibian educational institutions due to the of lack ICT knowledge to utilize the e-learning platform, hence it takes time for staffs to acquaint themselves with the new technology adopted or implemented.
