The phenomenon of globalization affects all sectors including higher education in Indonesia. This research aimed to determine strategic planning, research activities, and curriculum of internationalization policy. The research used qualitative approach in State Islamic University of Yogyakarta and State Islamic University of Malang. The results showed that strategic planning of internationalization is coordinated in all levels. The international curriculum is through foreign language and multicultural skills. The development of international scientific journal cited internationally and the development of lecturers for scientific publications cited internationally cited. State islamic universities performed internationalization with competency perspective.

AbstractThe current publication of scientific journals is transitioning from a print format format to an electronic format, which has a different management model than before. Publication of scientific journals is an important thing in the existence of universities. In the dissemination of science results of an education, research, and community service generated by college civitas (Students & Lecturers) can be done with the publication of scientific journals. The purpose of this study is to determine the strategy of management publication of scientific journals that publish many articles of students at higher education. The type of this research is qualitative descriptive research. The research data were collected by indepth interview the Director of Graduate, Head of journal publishing unit, and staff of journal publishing unit. This research was conducted at the Journal Publishing Unit of Postgraduate of Brawijaya University. The managers of scientific journal publications should be continue to improve scientific publishing services and the quality of published articles, so that the management of scientific publications can compete with other electronic journals. The development of electronic journals in Indonesia has grown rapidly, within three years of electronic journal publication in Indonesia has increased sharply, from 1500 journals in 2012 to 16280 journals in 2016. This is a challenge for managers of scientific publications in Brawijaya University. The strategy in developing the management of scientific journal publications of students is to hold training activities of scientific journal writing for students to be able to provide the availability of quality articles. Benchmarking activities and management training for journal editing teams to maintain quality management and scientific journal publications. In addition, it is necessary to improve the reputation of scientific journals by paying attention to the Impact Factor; Index Journal, Ranking Journal, h-index, Number of Cites, & Percentage of Rejection Rates in managed journals.

Abstract Strategic planning becomes, nowadays, an integral part of higher education institutions management. It aims at supporting universities and colleges to anticipate changes, mobilize institutional energies and potentials around a shared vision and face new challenges. In spite of the well-acknowledged added value of strategic planning in higher education institutions worldwide, it still has not received enough attention within Algerian research institutions where traditional long-run planning is still prevailing. The present article aims at exploring the practice of research planning among Algerian research institutions focusing on its main elements, namely planning model, setting research priorities, alignment of objectives, research project planning, criteria of validating research projects, researchers' motivations and research projects monitoring. The article also highlights the potential value that strategic planning can deliver to help Algerian research institutions improve their performance and achieve their goals.

The article presents the analysis of the development of the ideas of L.S. Vygotsky’s school using the example of the publications in the international scientific journal “Cultural-Historical Psychology” (for the period 2005 through 2016). Over the period from 2005 to the end of 2016, 595 articles of 524 authors from 32 countries have been published in the journal “Cultural-Historical Psychology.” The study of the subjects of the articles published in the journal was held within the framework of the following criteria: scientometric publication indicators; group of authors; themes of the publications; relevance of the articles for their readers. The research uses the following sources: Russian Science Citation Index (RSCI); repository data of the psychological editions of PsyJournals.ru; report data on the activities of the journal “Cultural-Historical Psychology.” The citation frequency of the journal’s publications peaks in 2007, 2009 and 2006. Empirical findings comprise major part of the publications. The most developed areas are the studies of speech and thinking, personality, and communication.

The article deals with the problem of forming a linguistic personality of foreign medical students. It appeared within the context of rapid changes in the world and national educational systems. The necessities of pedagogically motivated changes and rational introduction of various information and communication technologies into higher education have been emphasized. The problem of choosing more effective ways and innovative approaches capable of competing with the traditional methods of presenting educational information, supplementing and expanding their register has been outlined. The leading goal of such transformations is to prepare future competitive specialists in various industries, including medical. In the course of the research the necessity and the value of systematic use of innovative didactic methods and techniques, as well as modern forms of work, educational resources that will provide qualitative training of future medical specialists have been substantiated. Тhe authors of the proposed article paid their attention to the podcasting technology. They have interpreted the term “podcast”. Also, the peculiarities of podcasts serving foreign students studying the subject «Ukrainian as a Foreign Language» have been described in detail. It was proved that the motivated introduction of information and communication technologies in the courses «Ukrainian as a Foreign Language» is a way to improve the quality of non-professional preparation of foreign students. The transcript of the training podcast has been presented. This podcast can be used in practical classes in the discipline «Ukrainian as a Foreign Language» (3rd year, specialty «Medicine»). The topic of practical training is «In а Cardiology Department». In addition to this, the authors of this article have proposed the system of specifically designed assignments. They also have outlined main priority areas of the computerization of the national higher education system, defined research activities and future prospects in this field.

Development of higher education requires academics to search for new forms and approaches to teaching. Research-based teaching and learning is a sound approach that meets the requirements of the state for attraction of your people to scientific and research activities. Research-based learning is a process of knowledge acquisition with the help of analysing, experimenting and interpretation of data with the help scientific methods of analysis. A serious of lessons designed with the help of research-based learning principles have been integrated into the discipline Foreign language. As a result, 18 research papers have been written by students, 15 of them have been published. A survey has been conducted to reveal the students’ attitude to and interest in research work.

The article describes and analyzes the methodology of rating institutions of higher education according to the Times Higher Education. The most significant indicators are the total citation of scientific publications, scientific reputation of the university in certain areas and academic reputation of each higher educational institution, including research activities and the quality of education. Analyzed are programs of educational crediting of leading Russian banks. The main problems of education in Russia: insufficient equipment of educational institutions, the need for restructuring and the creation of an independent quality control, alignment of business conditions for state and non-state institutions. The possible solutions to these problems are suggested. They are attributed the development of specific criteria for equipment institutions, differentiated by the type of educational organizations and their activities. As part of financing of equipment organizations is making the cost of equipping of educational institutions according to normative per capita funding. Considered are positive and negative effects of restructuring of educational institutions. In particular, globalization different levels of education institutions. Identified are obligatory components of independent quality control systems of education. The criteria by which subsequently will be monitored the quality of education should be developed centrally, go through public debate and be adopted by an open vote among teachers, that is, direct executors. Analyzed and summarized the results of public opinions about the quality of education in Russia. Revealed is dissatisfaction with the education system in Russia by a large percentage of the respondents. The options of the implementation of network forms of education with the creation of specialized classes in the third stage of secondary school are stressed: in-depth study of certain basic general subjects, or an introduction to the core curriculum subjects of specific areas of training for bachelors.

Research and development are central to national and civilizational achievements. Research and development in any country is measured by the results of research, such as scientific publications. Scientific publications become the main criterion for evaluating teachers, as well as research and teaching staff of higher education institutions and research institutions. Knowledge is the most important resource in universities. Useful knowledge can improve the performance of employees in the organization. The exchange of knowledge or information exchange between employees is important for scientists and practitioners. Acquisition of knowledge, exchange of knowledge and use of knowledge are three types of knowledge management. Higher education in Ukraine seeks to strengthen research as a key component of the development of the nation and its universities. In recent years, higher education in Ukraine has initiated many projects to improve research on the productivity of research and teaching staff in Ukrainian universities. Ukrainian higher education seeks to automate all research activities to increase the effectiveness of research. This article discusses the impact of knowledge use. Joint use to improve the scientific publications of scientists and teachers of Ukrainian universities. In addition, this study identifies factors that lead to an increase in the level of knowledge exchange in Ukrainian universities. The author conducted an online interview with 350 representatives of the scientific and pedagogical staff of the Taras Shevchenko National University of Kyiv, studied scientific articles and websites of academic institutions to determine important indicators for measuring the productivity of scientific research. The results show that computer- mediated communication and the nature of knowledge are the main factors that positively affect the exchange of knowledge in Ukrainian universities. The author also concluded that scientific publications are a key indicator for measuring research performance. In addition, the exchange of academic knowledge and indirect communication significantly increases the productivity of research in Ukrainian universities.
