With the rapid development of internet technology, various online learning platforms have emerged. The combination of the internet and education is an inevitable trend, and smart online learning platforms based on neural network become popular. This paper introduces how to design online English learning platforms through a neural network. It proposes the construction of a universally designed online English learning platform and the design of an online English learning platform server development architecture. Then, the implementation of online English learning platforms is discussed. Evaluation of the platforms is also very important, which is conducted through two questionnaire surveys. The first survey is general and the second one is more specific. Results of both surveys show that the learners’ demand for online English learning platforms is still growing, especially among the young learners. In addition, this paper reports the results of the feasibility analysis and performance test of online English learning platforms: (1) The well-designed online English learning platform has relatively complete functions and meets the needs of both students and teachers. It includes a series of functional modules such as students’ registration, analysis of students’ profile, courseware and learning resources management, test management, test score analysis, interactive discussion, online monitor and feedback. (2) There are no major defects in the implementation of the online English learning platform in this experiment. (3) The reliability and security of the online English learning platform are relatively high.

Compared to traditional university network learning, MOOC teach-ing emphasized "student-centered", "knowledge modularity" and "interaction and communication". In order to construct a perfect college English network teaching environment, based on the in-depth analysis of the characteristics of the MOOC teaching model, a multimedia and multi-resources college English learning environ-ment was established. In this environment, students could make in-dividualized learning on their own pace. The system integrated learning platforms such as online learning, interactive communica-tion, online operation, curriculum publishing and news bulletin, which were in line with MOOC teaching ideas. The results showed that, based on the idea of MOOC teaching, the system effectively promoted students' learning desire to transform knowledge into ac-tive learning behavior under the support of learning environment and advanced learning tools. To sum up, the system effectively im-proves the effect of college English teaching on the Internet.

Recent years have seen a shift to individual states as the battlegrounds for ensuring the educational rights of the rapidly growing populations of immigrant and English-learning students enrolled at all stages in the educational pipeline. It is, therefore, essential that state policy makers understand how the educational trajectories of immigrant and English learner students can be dramatically influenced by decisions that are made by state legislatures. In this article, we highlight how state and district longitudinal administrative data sets could be leveraged to provide valuable insight in this policy arena. We make use of descriptive portraits of the data systems in Florida, Texas, and New York City, noting both the strengths of each and how all could stand to benefit by incorporating elements of the others. We conclude by offering recommendations for both researchers and policy makers in the use of state data systems to help inform policy affecting the future of immigrant and English-learning students.

Based on the interviews and observations, the participant was reported using both direct and indirect strategies in learning English. The dominant direct learning strategies were memory strategies and compensation strategies. The participant developed habits to summarize learning materials and use gestures to assist the speaking practice. Also, in the frame of indirect strategies, the participant applied social strategies more frequently than other indirect learning strategies. The social strategies were obviously noticeable in the consistency to practice English by interacting with foreign teachers.
