Today country success in economic, social, political, cultural tendencies etc. … is approved to be the hostages and pawns of coherent and dynamic didactic system. The education and didactic programs for qualification improvement and dynamism need to quantitatively and qualitatively evaluation and scrutiny. Current study started with the goal of presenting faculty competency evaluation for the reason of qualitative improvement of Islamic Azad University. Research in terms of to the way of collecting and compiling the details descriptive- survey and in terms of the goal and target type is so practical that by conducting general scrutiny in literature and subject history and past, we drawn the theoretical frame and conceptual model in this study. Nominee educational members’ opinions faculty members (self-assessment), supervisors (superiors), students of (clients) Fars province different Islamic Azad Universities are as the research society. In this research, with researcher evaluation in 24 active units in Fars province, approximately 125000 persons were examined. That sample volume was selected equal to 380 persons by using the clustered random sampling method (Krejcie and Morgan formulas). For collecting data, we used a researcher-made questionnaire whose validity was confirmed by the specialists and its stability was calculated by using the Cronbach’s alpha method equal to 0.84. Researcher-made questionnaire includes effective component in competency in five general axes for collecting the data. Then, with using 360-degree evaluation method, it was executed. For the data analysis, we used the descriptive statistic method and elicitation statistic (fact oral analysis, Wilcoxon and Friedman) and the results of the study are as follows: 1. drawing the model of competency evaluation of faculty (main dimension of evaluation indexes of faculty competencies), and 2. In the field of evaluation of the current situation from the dimensions and competence skill parameters, the ethical values, role, personal, and favorable statuses are evaluated. But in the performance and functional dimensions, and its subcomponents unfavorable status and lower than average level evaluated and the results of ranking of evaluation of dimensions of competencies of faculty in order to select the most priority is related to skill dimension, and the least priority is related to the functional and performance dimensions.

According to the characteristics of human resources managers’ competency and the research of relevant literatures at home and abroad, a competency evaluation method of human resources managers based on multi-granularity linguistic variables and VIKOR method is proposed. Firstly, the evaluation indicator system based on the competency of human resources managers is constructed. Then, by converting the evaluation information of different experts in different granularity to the same granularity by two-semantics, the comprehensive evaluation values can be obtained by integrating information of different experts. Further, the objective weights of the evaluation indexes were determined by the entropy method and an evaluation method were proposed based on the VIKOR method. Finally, an application example is given to illustrate the evaluation procedures of the developed approach and to demonstrate their practicality and effectiveness.

Recommendation algorithm is the most core and key point in recommender systems, and plays a decisive role in type and performance evaluation. At present collaborative filtering recommendation not only is the most widely useful and successful recommend technology, but also is a promotion for the study of the whole recommender systems. The research on the recommender systems is coming into a focus and critical problem at home and abroad. Firstly, the latest development and research in the collaborative filtering recommendation algorithm are introduced. Secondly, the primary idea and difficulties faced with the algorithm are explained in detail. Some classical solutions are used to deal with the problems such as data sparseness, cold start and augmentability. Thirdly, the particular evaluation method of the algorithm is put forward and the developments of collaborative filtering algorithm are prospected.

Research on reliability of distribution network has very important meaning and function to ensure the quality of power supply. This paper introduces some basic concepts of reliability in distribution network, including distribution network reliability definition, task and index. The classical reliability evaluation method was reviewed, and focused on specific distribution network, an example analysis was given, and specific reliability evaluation indexes were calculated. Finally, the future development of distribution network reliability evaluation was made a simple prospect.

Managing sustainability practices holistically within firms is challenging and requires a sound and effective management framework that integrates all associated practices and performance dimensions to act for excellence. Corporate management is keen to adopt roadmap or a framework that can be useful in the identification, management and measurement of the drivers and can lead to desired outcomes relating to sustainable performance. This paper develops and presents a six-steps implementation framework for corporate sustainability performance and related practices keeping in account multifaceted managerial dimensions. These six steps include; identifying stakeholder’s requirements, establishing enterprise vision and sustainability goals, adopting strategies, systems and standardization, aligning technologies, core capabilities and culture, excelling sustainability performance, and progressing sustainable improvement with review and feedback. It also projects the perspective, theme and action items with regard to its effective.

<p>With the number of bridges increases, the bridge health monitoring (BHM) technique is developing from single bridge monitoring to collaborative supervision of bridge group. Therefore, there are many technical problems need to be solved especially the performance evaluation index for bridge group network. This paper analyses the performance evaluation index of the bridges and bridge group network, establishes the performance evaluation index for bridge group based on rating factor (RF) and technical condition evaluation index. Based on bridge field testing and monitoring data, bridge technical condition evaluation index and performance evaluation method for bridge group are proposed. A case study demonstrates that the research results provide support for bridge group networking monitoring and collaborative supervision.</p>

Reliability analysis is the premise for reinforcement and maintenance of an existing highway tunnel. In order to understand the structure reliability of an existing highway tunnel, a fuzzy mat-ter-element evaluation method was put forward based on entropy weight according to the fuzzy matter-element analysis method. Firstly, levels of inspection results were regarded as objects of matter-element and composite fuzzy matter-elements were constructed considering such factors and their evaluation indexes as cracks of concrete lining, lining thickness, concrete strength, cavities behind the lining and water leakage conditions. Secondly, reliability evaluation results of the existing tunnel structure were obtained by calculating the relevancy. Lastly, fuzzy matter-element evaluation model was effectively used to evaluate reliability of one highway tunnel structure.

<p class="apa">The purpose of this study is to determine the dimensions of smart schools in the Fars education system and provide a suitable model. The research method is descriptive survey. The study population consisted of all school principals Fars Province in the academic 2014-2015 and number of them was 1364. The sample volume using Cochran method was 302 people, which was chosen by cluster. In order to achieve the objectives of the study, beginning with a review of literature and research in Iran and world history questionnaire has 4 dimensions (infrastructure, human resources, process of teaching-learning, management) and 12 elements (hardware, software, physical, administrators, teachers, students, parents, curriculum, teaching methods, content, support, evaluation) and consists of 83 items based on LIKERT scale was adjusted. The validity of based on (judicial authorities, supervisors and advisors) and reliability through Cronbach’s alpha was calculated 0.98.</p><p class="apa">After the distribution and questionnaires, data using statistical indicators and the percentage distribution, confirmatory factor analysis and structural equation modeling at 95% with SPSS 21 software and LISREL 8.8 were analyzed. Findings showed that all aspects have been confirmed and significantly (P&lt;0.05) are above average. In all cases, the load factor smart component of education indicators are approved. In dimensions of infrastructure, human resources, process of teaching-learning and management factor loadings are 0.88, 0.43, 0.85 and 0.83, respectively. Selected references valid and dimensions of these smart to have a good education with a view to confirming the standard model coefficients derived by fitting indicators to measure structural equation modeling.</p>

It’s important to control telecom equipment maintenance outsourcers’ performance in outsourcing decision-making process by selecting the proper evaluation indexes. This paper sets up a new comprehensive evaluation method based on statistics distance with weight to assess outsourcer’s performance. Ten indexes are choosed to determine which are good service providers from the ability and effort degree of their work, including failure rate, failure loss, service level, maintenance price, management fee, arrive time, repair time, customer relationship, maintenance engineer and tool machine. Each index has its own expert’s weight. We classify different service grades and calculate the real distance of every maintenance outsourcer by Euclidean distance. Then the performance of each equipment maintenance outsourcer can be inspected from the calculation result. Through the application in telecom company we testify its advantages compared with other evaluation methods.

Competency is one of the essential elements in teaching. It also determines the effectiveness of teachers during the teaching and learning process and performance of students. The study therefore investigated the competency needs of business educators in Osun State with a view to know those competencies that are needed but not possessed. Descriptive research design of survey type was adopted for the study. The population was 613 business educators out of which 300 was sampled using simple and stratified random sampling techniques. A self-design 20-item questionnaire titled “Teachers’ Competency Assessment Questionnaire (TCAQ)” was used to collect data for the study. The instrument was constructed on 4-point scale. The instrument was validated by two experts. The reliability of the instrument was established using Cronbach alpha and this yielded reliability co-efficient of 0.78. The research questions raised were answered using the means scores. Any item with a mean score greater than or equal to 2.50 suggests moderate possession, item with mean score ranging from 1.50 to 2.49 suggests fairly possession while item with mean score of 1.49 or below suggests not possession. Findings of the study revealed that out four competencies assessed, two were moderately possessed (planning of instruction and classroom instruction skills) one was fairly possessed (practical demonstration skills) while the remaining one was not possessed (ICT skills). It was recommended among others that government and relevant agencies need to organize series of training for business educators to acquire the needed skills.
