Strategic planning (SP) is undoubtedly an important tool for the management of municipalities, mainly due to the consequential regulations established by the Fiscal Responsibility Law, and also the City Statute, which exercise constant pressure on local governments. This study proposes to examine the importance of Municipal Strategic Planning (MSP) for regional development, and specifically as a means of correlating strategy and the results that shall be achieved. Therefore, we selected the city of Blumenau, SC, which adopted a growth strategy through capitalizing on touristic events based on its German tradition: Oktoberfest, held in the spring and Sommerfest in the summer. The field research adopted the procedure to explore, qualitatively, the case in question through interviews with those directly involved in the decision-making process, within the government and the authorities involved. The results indicate the success of the municipal government and Blumenau’s community in improving its touristic activities concerning the aforementioned events by incorporating an ample SP. In recent years, this collaboration has made an influential contribution to local development.

Protection of women and children is a mandate contained in the laws of the Republic of Indonesia to the government to protect women and children from acts of violence or discrimination. The mandate is carried out by the government through several efforts to handle and prevent it through government programs that are made every year. However, until now the municipal government of Pekanbaru through the women's empowerment and child protection office does not yet have data on mapping the protection of women and children disaggregated by sex, age, type of case, and location of cases so that many child protection programs are not properly targeted according to the level of violence and types of violence in areas exposed to cases of violence. The application of the mapping application is a solution to this problem because, with computerized data on the protection of women and children, the government will make it easier to design management and prevention programs. This application displays complete indicators including data on violence mapped in the geographic form of the city of Pekanbaru which is divided into the scope of the sub-district and given a color as an indicator of high or low cases of violence in the area, violence data is displayed disaggregated according to gender, age, types of cases and locations of incidents and in addition, this application applies a case-control design to provide recommendations to the government regarding handling and prevention programs in areas exposed to cases of violence against women and children. This application will make it easier for the government to design programs to protect women and children and to reduce the number of violence against women and children which always increases every year.

Secara nasional, Indonesia telah mengantisipasi epidemi HIV/AIDS, tetapi jumlah kasus HIV/AIDS di Provinsi Bali dari tahun ke tahun memperlihatkan peningkatan yang semakin mengkhawatirkan. Penelitian ini bertujuan untuk mengetahui perkembangan jumlah kasus dan kebijakan penanggulangan HIV/AIDS di Denpasar. Penelitian ini menggunakan metode kualitatif yang dilakukan di Denpasar pada tanggal 11-17 September 2011. Sampel penelitian ini menggunakan informan terpilih yaitu kepala bappeda, pejabat Dinas Kesehatan Kabupaten Denpasar, direktur rumah sakit, puskesmas, ketua komisi penanggulangan AIDS di kabupaten/kota dan pemerhati HIV/AIDS termasuk ODHA. Penelitian menemukan jumlah kasus HIV/AIDS di Kota Denpasar yang tertinggi dan penularan terbesarnya melalui hubungan seks. Namun, dukungan pemerintah daerah dalam upaya pencegahan dan penanggulangan HIV/AIDS terlihat belum maksimal. Padahal kebijakan penanggulangan HIV/AIDS sangat ditentukan oleh cara pandang pemerintah terhadap penyakit HIV/AIDS. Untuk itu, perlu peningkatan pemahaman tentang HIV/AIDS serta pencegahan dan penanganan semua pihak terkait sehingga penanggulangan HIV/AIDS dapat lebih efektif, efisien, dan tepat sasaran.Nationally, Indonesia anticipated HIV/AIDS epidemic, but the number of cases of HIV/AIDS in Bali province from year to year showed an increase in the increasingly alarming. This study aimed to determine the number of cases and the development of policies on HIV / AIDS in Denpasar. This research was conducted using qualitative methods in Denpasar on 11-17 September 2011. The study sample was selected using the informant is head of planning, Denpasar District health officers, the director of the hospital, health center, chairman of the commission on AIDS in the district/city and observer of HIV / AIDS, including people living with HIV. The study found the number of cases of HIV / AIDS in the city of Denpasar is the highest and greatest transmission through sexual intercourse. However, the support of local governments in efforts to prevent and control HIV/AIDS looks not maximized. In fact the policy of HIV/AIDS is largely determined by the government perspective on HIV / AIDS. To that end, should be an increased understanding of HIV/AIDS as well as prevention and treatment of all parties concerned. So that HIV/ AIDS can be more effective, efficient, and targeted.

The BOT (Build Operate Transfer) Agreement between Bogor Municipal Government and PT Pancakarya Grahatama Indonesia is an agreement to optimize Baranangsiang terminal assets as stated in the agreement Number: 601 / Perj.418-BPKAD / 2012 / Number: 005 / PGI / DIR / VI / 2012 . Until now, the agreement of both parties has not been able to be considered because of the change of authority of the terminal which formerly the authority of the City Government of Bogor to switch to the Central Government, resulting problems Whether the Government / Mayor Bogor can cancel the unilateral agreement BOT in the construction of Terminal Baranangsiang viewed from the point Civil Code? The research method used is normative legal research method supported by interview and field data. Based on the analysis that the BOT agreement between Bogor City Government and PT Pancakarya Grahatama is a valid and binding agreement between both parties and can not be canceled unilaterally by Bogor City Government, although there are new regulations that change the authority of terminal A Baranangsiang become the authority of Central Government . The Agreement may be canceled if it violates Article 1320 of the Criminal Code or violates the subjective and objective terms of the validity of the agreement. When the agreement is mutually agreed upon by both parties, the agreement must continue and act as a binding law as regulated in Article 1338 of the Criminal Code. Bogor City Government should immediately provide certainty to the PT Pancakarya Grahatama Indonesia for Baranangsiang terminal revitalization project can be immediately realized and need a revision (adedendum) agreement between the Government of Bogor City with PT Pancakarya Grahatama Indonesia related to changes in authority of terminal A Baranangsiang between PT. PGI with the Central Government.

City branding supplies the principles for the city developing policy to sustain the local development. In other words, city branding means being powerful to face the increasing wild competition for resources, investment and tourism facilities, both for addressing crucial social issues and cultural variation. The main objective of this study is to highlight the role of local governments and to emphasize the various destinations “bodies” used in the branding process in different administration systems. Although there are many different destination branding strategies over the world, the city branding success cannot be performed without the strong participation of the local governments.

The purpose of the book is, on one hand, to try to trace a method and some working perspectives for post-growth planning, and on the other hand, to testify, through a concrete experience, the old and new questions and the interpretative and visionary effort that the territory poses to planning today. In a region like Apulia, which has followed an innovative path in the government of the territory and the landscape, the experience of knowledge and project for the city of Ugento is an opportunity to reflect on how today the construction of the plan can accompany the government of the territory in its development, rather than claiming to direct it, penetrate its policies and interact with its various instruments in a dynamic and even experimental way. In this way the construction of the plan can provide for a system of values to refer to in order to navigate the change and the design vision to be placed at the base of urban policies, tactics, individual interventions, thus coming to be a tool at the service of local development.

RESUMOOs desastres relacionados às águas, ocorridos no Brasil, aprofundaram e ampliaram as pesquisas sobre tais fenômenos. Este artigo analisa os conflitos decorrentes da resposta do governo da cidade de Campos dos Goytacazes/RJ às consequências dos desastres: o programa de habitação popular “Morar Feliz”. Realizaram-se levantamentos bibliográficos, coleta de dados em órgãos públicos e entrevistas com moradores reassentados. Os resultados indicam a existência de conflito de interesses que opõem os moradores que reivindicam ficar no bairro em que residem, ou próximo a ele, e o governo municipal, que promove a expansão urbana em áreas com insuficiência de infraestrutura urbana.Palavras-Chave: desastres ambientais, habitação popular, risco.RESUMENLos desastres relacionados con el agua que ocurrieron en Brasil profundizaron y ampliaron las investigaciones sobre estos fenómenos. Apartheid left South African city regions with two major challenges: social integration at a city level and spatial integration at a regional level. The task to finds solutions to these problems was left to municipalities, the lowest level of the three trier government system introduced after 1994. This article critically evaluates the success of the post-apartheid municipal government of Pretoria-Tshwane to address the said challenges in the reorganization of the city region over a 25-year period. The paper starts with a reconstruction of the apartheid city to display its socio-spatial contrasts and to define the challenge of integration and compaction. The investigation is based on literature, census information and observation. The main finding is that the progress made with the integration of the city at both scales is being neutralized by demographic trends, choice of association, urban sprawl, uncertain management, the scale of aspirations, unrealistic expectations and, most of all, municipal incapacity. The failure of the local government of Pretoria-Tshwane to achieve the said goals points to the inefficiency of the current approach that obligates municipalities with the complete task to rectify the dichotomies of the apartheid city system within their regions.  It is advocated that additional governmental entities be implemented to support local governments with the planning and re-development of post-apartheid city-regions.

Natuna regency is a rich area of natural resource products, but still includes underdeveloped areas in Riau Islands Province. Local governments have to make fundamental changes in building the infrastructure aspects, economic, and human resources to eliminate underdevelopment and reduce dependency on central government. The aims of this research are: (1). to evaluate the effectiveness and stakeholders’ perception of the CD program, in terms of participation and partnership; and (2) to formulate a strategy for synergizing the CD Program of Star Energy with the local government’s development program. The analytical methods that are used in this research are descriptive analysis and SWOT analysis. This research was undertaken in Palmatak Sub District and Siantan Sub District of Natuna District of Kepulauan Riau Province, from June until October, 2008. The results indicated that the government stakeholders perceived that the participation of the CD program’s beneficiaries was adequate, and that the partnership between Star Energy and the local government was inadequate. The result of SWOT analysis suggested that Star Energy needs to focus its CD program on sustainable activities, such as economic development and education programs. The strategy for increasing synergy with the local development programs is to intensify communication between the company and the local government through the formation of community development partnership forum.Keywords: Community Development (CD), Effectiveness, Policy Strategy

The purpose of this research was to evaluate the policy of the nine-year learning compulsory of basic education from the objectives context. The research method used evaluation research approach through descriptive qualitative method. The data collection methods used interviews, observations, and documents. The data analysis technique used three stages, namely data reduction, data presentation, discussion, and drawing conclusions. The findings conclude that the objective of the nine-year compulsory education is in accordance with the government rule from the central and local governments. The methods used by the Serang government in achieving the goal of the nine-year compulsory education are the use of both natural and human resources, the participation of all parties in a comprehensive manner to carry out educational activities, and an interactive system of coordination between all parties. The implication of this research is seen in the implementation of education and management of education policies in the city of Serang.
