A person with disability in strategies for solving social problems – analysis of records in perspective of Urie Bronfenbrenner’s theory

The article consists of four parts. The first contains the characteristics of communal Strategies for solving social problems. It includes a discussion of the fundamental assumptions and functions of the types of strategies which play a part in social policy – with particular emphasis on the needs and situation of people with disabilities. The second part of study introduces the most important assumptions of the bioecological theory of Urie Bronfenbrenner’s systems. Through the prism of this theory, research material has been collected and ordered. The merits of the study are captured in the part three. In its scope, it includes tabular systems ordered in accordance with the assumptions of the bio-ecological system theory, containing records and the resulting activities implemented by communes for the social inclusion of people with disabilities. The whole text ends with the conclusions presented in the fourth part. The purpose of the study is a qualitative analysis of the Strategy for solving social problems of communes that are part of the Żywiec and Cieszyn counties. It will make it possible to recognize records and the resulting inclusion activities for people with disabilities. The purpose is also to consider these entries based on the bioecological theory of Urie Bronfenbrenner’s systems and recognition what levels distinguished in the theory mentioned above are present in strategies and what actions result from them. This will also allow for partial verification of the role taken by municipalities – the smallest local government units in creating a culture of inclusion and a friendly space for people with disabilities.

DOI: https://doi.org/10.14746/ikps.2019.27.02The issue of strategies of activities aimed at people with disabilities living in the relevant communes is a topic rarely undertaken in discourse of special pedagogy. These issues are found among the other activities that local government entities are contemporary obligated to implement, and span solutions and activities in the area of inclusion for people with disabilities. It is hence important to know and overcome problems and barriers that hinder or block the right functioning of people with disabilities. Some of solutions and activities are contained in the two types of communal strategic documents, these are: Commune Development Strategies and Strategies for solving social problems. The article consists of three parts. The first covers the characteristics of communal strategies and social policy towards people with disabilities. The second part presents the assumptions and results of research based on a qualitative analysis of strategic documents of 27 communes (about 3900 pages of documents) in terms of categories and activities regarding the inclusion of people with disabilities. The whole is summarised in the final conclusions. The aim of the study is preliminary recognition of exemplary activities found in the strategies of communes from the counties of Żywiec and Cieszyn. Text notes the “good practices” and noteworthy solutions for inclusion applied by local government entities with respect to people with disabilities.

The situation of labour inclusion of people with disabilities in Spain is still too negative, in spite of the different efforts carried out by public and private sector. Previous research points to social discrimination as one of the main causes of the situation. Ilunion Hotels is one of the most important hotel companies in Spain focused on labour inclusion of people with disabilities. The objective of this paper is to explore the social inclusion case of Ilunion Hotels of the Costa del Sol, the actions that they have developed to improve the labour integration of this collective, based on a behavioral economics theoretical model (with a high relevance of the influence of social stigma, stress theories and coping to stress responses). We look into the specific situation of two of the three hotels developed as Special Employment Centres (sheltered employment contexts defined by Spanish legislation) and the possible impact of their Support Units for Professional Activity. Case study methodology is considered the most appropriate, according to the research objective, supported by semi-structured interviews with the hotel managers. The results show that, although Special Employment Centres are effective in improving labour integration in the short term and could contribute to change the long-term social perspectives about workers with disabilities, they could be also reinforcing the social stigma existing in the ordinary market.

OBJECTIVE: to analyze the socio-familial and community inclusion and social participation of people with disabilities, as well as their inclusion in occupations in daily life. METHOD: qualitative study with data collected through open interviews concerning the participants' life histories and systematic observation. The sample was composed of ten individuals with acquired or congenital disabilities living in the region covered by a Family Health Center. The social conception of disability was the theoretical framework used. Data were analyzed according to an interpretative reconstructive approach based on Habermas' Theory of Communicative Action. RESULTS: the results show that the socio-familial and community inclusion of the study participants is conditioned to the social determinants of health and present high levels of social inequality expressed by difficult access to PHC and rehabilitation services, work and income, education, culture, transportation and social participation. CONCLUSION: there is a need to develop community-centered care programs in cooperation with PHC services aiming to cope with poverty and improve social inclusion.

This chapter assesses transmigration. Within the fields of migration studies and superdiversity, transmigration and its impact on social policy are still underexplored. Yet, the rising number of transmigrants within Europe — from outside the EU as well as intra-EU-mobility — does not only challenge ideas of belonging and integration, but also existing concepts of governance and social policy. By foregrounding the cases of Brazilian, Ghanaian, and Moroccan transmigrants residing in Belgium in 2014–15, the chapter contributes to a scientific debate regarding these topics. It presents the results of a research project in the two main superdiverse Belgian cities (Brussels and Antwerp), focusing on the social problems and vulnerabilities that relate to transmigration and its inherent temporality and the way that these are experienced and addressed by social workers in superdiverse urban areas within policy frameworks that often do not (yet) recognise the changing context.

The article describes the structure and powers of the provincial government in the implementation of the main directions of state social policy. It was noted that on theterritoryofBelarusthey played a major role in solving the social problems of the population due to the lack of zemstvos. The outdated legal framework and the lack of a clear division of functions hampered their effectiveness.In the mid 1880s regulatory committees were established in the structure of the provincial institutions. On the territory of the Belarusian provinces they played an important role in the implementation of social policy, as they controlled the financing of the rural­medical part and partly public charity. However, the experience of the activities of the regulatory committees was unsatisfactory. In this regard, at the end of the XIX century the Interior Ministry proposed to eliminate them, as well as to abolish the provincial food commissions and departments of public charity. It was planned to transfer their functions to the zemstvos. This proposal was implemented partially, as a result of the introduction of the institutions of local economy in theVitebsk,MinskandMogilevprovinces in 1903.At the end of the XIX century in the structure of the provincial administration ofBelaruswere created the offices which were entrusted with the functions of monitoring compliance with the workers’ legislation, and then the insurance of workers. They were formed under the influence of new social demands. These offices corresponded to new social and economic conditions, in contrast to the provincial institutions, which managed public charity, national food and health care.

The equal opportunities approach of the second half of the 20th century emphasizes the social inclusion of disadvantaged groups, including persons with disabilities. Education and employment play a key role in achieving integration. Nevertheless, other fields such as leisure time and sporting activities also contribute positively to the social involvement of persons with disabilities. At present nearly 7,000 persons with disabilities are registered in Hungary who pursue sports competitively, of whom approximately 5,000 persons with intellectual disabilities (Regényi et.al, 2017). The study discloses the partial results of a research aimed at revealing the awareness of the Hungarian population regarding the sport of people with disabilities. As such research has never been carried out in Hungary before, it can fill in a niche. The results of our exploratory research may be the starting point for further investigations. The importance of the topic is given by the fact that thanks to the sport the focus is on the outstanding performance of the social group concerned rather than on their limitations and deficiencies, which therefore reinforces the positive and accepting attitude of citizens. Previous research findings have highlighted that the nature of disability-related knowledge influences the way the members of society think about persons with disabilities, i.e. when it is possible to provide information and gain experience focusing on the existing abilities and strengths of the above -mentioned group, attitudes become more positive as well.  The findings of the research reveal that respondents consider it important to pursue sport within an integrated framework, at the same time they feel it is justified to do segregated sports with a view to persons with disabilities. Based on the results we can state that the media coverage of achievements in sports competitions of persons with disabilities is perceived as low level, but apparently it is not considered to be a key area in the lives of persons with disabilities.

People with visual impairment have greater difficulty in accessing physical activity and sport, and a lack of social interaction is also associated with a risk of exclusion. Work is currently being done to include people with visual impairment through physical activity and sport. However, there is a lack of studies examining the status and overall effectiveness of interventions in the pre- and post-COVID stage. This study aimed to provide solid evidence on the characteristics and effectiveness of interventions for the inclusion of people with visual impairment through physical activity and sport in order to address the need for dissemination on this topic. The bibliographic search was carried out with the words “Physical activity”, “Physical exercise”, “Sport”, “Physical training”, “visual disability”, “visual impairment” and “inclusion” in the databases PubMed, Scopus, Web of Science and Google Scholar from 2018 to 2021.The article selection process was according to the PRISMA protocol with a final selection of nine articles. The main results highlighted that the programmes improve the perception of people with disabilities, increase social skills and health and increase the social importance of people with disabilities in the social environment. Among the most generalised conclusions were the need for specialised training, the need for social inclusion and participation of people with visual impairment in their environments and increased physical activity.

As societies have become religiously diverse in ways and extents not familiar in the recent histories of most, the issues of how to include this diversity and how to manage it, that is, questions about how to be a religiously diverse society have come to the fore. As a result religion has become part of the social policy conversation in new ways. It has also occasioned new thinking about religions, their forms and the complexity of ways they are negotiated by adherents and the ways they are related to society, the state and each other. This issue of <em>Social Inclusion</em> explores these issues of social inclusion in both particular settings and in cross-national comparative studies by presenting research and critical thought on this critical issue facing every society today.

Background and objectives. In Ukraine, until the mid-2000s, social policy with regard to people with disabilities was primarily compensatory in nature. Now the situation is gradually changing, the objectives of social policy are recognized to ensure equal rights and opportunities for people with and without disabilities. With the signing (2008) and ratification (2012) of the UN Convention on the Rights of Persons with Disabilities, our country has assumed the obligation to ensure the full social participation of people with disabilities in society. One of the resources that increase the chances of people with disabilities to master various spheres of life can be higher professional education, especially in an inclusive format.Methods. The study used: biographical method and interview method – to collect and summarize the information obtained; statistical method – to process the results of the survey, predictive method – to summarize various aspects of the use of inclusive education format in the system of higher professional education. Findings. The potential of the institute of higher professional education as a channel of social inclusion is proposed to use both at the macro level through the use of the model of socio-entrepreneurial approach of forming a system of higher professional inclusive education, and at the micro level through the identification and description of practices of forming an inclusive format of education in a particular university and tracing the life trajectories of people who received higher professional education in an inclusive format.Conclusion. The analysis of the successes and difficulties of higher professional education for people with disabilities shows that there is an objective need to consolidate the efforts of the higher education community with regional public organizations, executive authorities, regional and city institutions of health, education and social protection to support young people with disabilities.
