Estimating the size of the shadow economy in Poland

The shadow economy, as an interdisciplinary phenomenon, generates many controversies and difficulties for researchers. Economic entities operating within the non-observed (hidden) economy strive to escape official records, therefore a direct estimation of the extent of the phenomenon remains unobtainable. The aim of this article is to present the results of the estimation of the size of the shadow economy in Poland on the basis of the differences between GDP calculated according to the ‘production’ and the ‘expenditure’ approaches. The authors propose an original technique based on the idea of residual methods. In the course of the study, two models describing the dependencies between the growth of GDP and the growth of indicators used in the in the above-mentioned approaches to GDP calculation were established. The identified differences between the value of this measure calculated according to the production and expenditure approaches were used for the estimation of the size of the shadow economy in Poland, presented as a share in GDP. The analysis was carried out on the basis of panel data reflecting the values of selected macroeconomic indicators measured on the voivodship scale in the years 2000–2017, drawn from the Local Data Bank of Statistics Poland. The obtained results resemble to a large extent the estimates of the shadow economy by Statistics Poland and EY, and also partly that by United Nations Global Compact. The analysis presented in the paper is part of the research conducted by the Centre for Non-Observed Economy Srudies (OGN) at the Statistical Office in Kielce, whose aim is to improve the methodology currently used by official statistics in Poland.

The purpose of this study has been to identify the degree of sustainability in the development of the Province of Warmia and Mazury. The theoretical and empirical investigations were conducted between 2003-2014 based on data from the Local Data Bank. Using a comparative indicator method, 20 indicators were developed, with different directions of preference. The evaluation involves the concept of uniform preference, hence the higher the assessment indicator, the better the situation in the evaluated area unit. Our studies on the sustainable development of the Province of Warmia and Mazury suggest that the indicators measuring the environmental dimension and consequently the quality of life of the residents (in this aspect) score higher than the country's average values. It is also optimistic that some progress, however small, can be seen in this area based on the analyzed dynamics of changes.

There is an immense literature on the effects of exchange rate changes on macroeconomic indicators, specifically on the trade balance, growth, inflation, and overall productivity in open economies. One of the main attempts in the related literature is about ascertaining whether the exchange rate fluctuations alter domestic prices. This possible mechanism is called as the pass-through effect which is getting more important since the argument that exchange rate adjustment is a part of the solution for global rebalancing is empirically well-supported. Starting from this claim, this study purposes to explore whether there is an exchange rate pass-through effect in 19 high-income OECD countries over the period 1990-2015. To this end, using a panel data set of consumer price index, producer price index proxied by wholesale price index, the nominal effective exchange rates, and industrial production presented by the value-added share of industry sectors in gross domestic product, structural vector autoregressive (VAR) and autoregressive distributed lag (ARDL) models are estimated in an unbalanced panel data analysis procedure. Results reveal that exchange rate pass-through effects on the domestic prices are significant but not that strong in both the short-run and the long-run. Expectedly, the pass-through effects tend to diminish over time. The study concludes that policy-makers need to consider policy actions accompanying the exchange rate changes to ensure domestic price stability which consequently interacts with many macroeconomic indicators.

The article presents changes that occurred in the production of electricity from renewable energy sources in the EU-28 and in Poland in the years of 2010-2015. The analysis of the changes was based on the data from Eurostat and the Local Data Bank. Based on the indicator of the share of electricity generated from renewable sources in gross electricity consumption, Poland in the period under discussion, was characterized as one of the highest dynamics of change among all EU countries. In addition, the article analyzes the situation concerning the production of electricity in Poland in the regional aspect. From the taken analyzes, it is clear that in all voivodeships, apart from Małopolskie voivodeship, in 2015, more electricity was produced from renewable sources compared to 2010. In the period under discussion, the share of electricity production from renewable sources in total electricity production also increased by 99% in Poland.

The purpose of this paper is to assess the leveland spatial differentiation of selected environmental governanceparameters in the context of implementing the sustainabledevelopment concept in rural areas of the Wielkopolskievoivodeship districts in 2005 and 2015. The research procedurewas made up of three steps: review of the relevant literatureand selection of indicators to describe the environmentalgovernance topics; analyzing the changes in, and spatial differentiationof, specific environmental governance components;and ranking the districts. The basic source of data wasthe online database delivered by the Central Statistical Officein Warsaw, the Local Data Bank. As shown by the results,there is considerable spatial differentiation of specific environmentalgovernance components; however, when analyzedglobally, environmental governance proves to be a relativelynon-diversified process. In 2015, the highest sustainabilitylevels were recorded in rural areas of the following districts:Złotów, Kępno and Jarocin. In turn, the lowest levels werefound in Września, Wągrowiec and Śrem districts.

The development of regions within one country is an uneven process. States seek to reduce internal inequalities between particular regions through the implementation of appropriate economic policies, as is the case of Poland. The aim of the study is to evaluate the level of socio-economic development of regions in Poland (voivodships) in the years 2013– 2019. For this purpose, a taxonomic analysis based on Hellwig’s development measure was conducted and the Euclidean distance was applied to assess the difference between the obtained pattern and particular voivodships. On the basis of data provided by the Local Data Bank of Statistics Poland and through linear ordering, two rankings of voivodships were created: one reflecting their socio-economic development excluding environmental protection aspects and the other focusing solely on the issue of environmental protection. Low values of the coefficient of variation relating to a part of the analysed variables indicated that the development level of voivodships in the analysed period is in many respects very similar. The variables crucial for determining the differences between voivodships show that Mazowieckie Voivodship occupies high positions in both rankings (and is the leader in the ranking of socio-economic development excluding environmental protection aspects), while Warmińsko-Mazurskie Voivodship is characterised by a low level of development illustrated by both rankings.
