Portal is one of the most important element of project “Potentials – new form of social capital in town community Przasnysz”. Its function is to present the implementation specific objectives of project and make communication between the participators easier. Everyone can use tools at Portal but those users who log into its website obtain many more possibilities. They can create own communicates, information and so one and may contribute to further development of tools to make the Portal even more effective.

During the early years of the American republic, Connecticut's elite helped to develop a new form of social order, based on voluntary association, replacing the authoritarian, theological hierarchy of the old regime. Social relations, which were once thought fixed in nature by divine sanction, became amenable to the initiatives of the populace. By the antebellum era, Americans had also discovered that social capital could be created through the ordinary activities of people engaged in civil society.

The Council held a post-assembly session June 21 to 29, 1951 in which air navigation problems figured most prominently. The Council established universal radio telephony procedures recommended by the Airworthiness and the Communications Divisions during their fourth sessions and incorporated them into Amendment 4 to Annex 10 (Aeronautical Telecommunications) of Standards and Recommended Practices for implementation November 1, 1951. The Air Navigation Commission was authorized to establish a small standing committee, proposed by the Airworthiness and Operations Divisions, to make tentative amendment to Annexes 6 and 8 (Operation of Aircraft, Airworthiness of Aircraft). The Council also approved the implementation January 1, 1952 of the Revised Supplementary Regional Procedures in Meteorology. On the advice of the Air Navigation Commission, the Council approved the proposal by the United States and France to include the New York-Paris circuit in the Aeronautical Fixed Telecommunications Network of the European and the Mediterranean Region, subject to review by the European and Mediterranean Regional Air Navigation Meeting in February. Amendments 23 to 28 to Annex 4 (Aeronautical Charts) were adopted; and unless disapproved by a majority of contracting states they would become effective November 1, 1951 and implemented January 1, 1952. The Council endorsed the establishment of regional training centers and directed the Secretary-General to encourage such development and particularly to urge the governments of India, Pakistan, and Egypt to consider further development of centers of Allahabad, Nawabshar or Karachi, and Cairo, not only for the benefit of their own nations, but also for that of neighboring states. Noting the development of prohibited, restricted, and danger areas along international air routes, the Council asked all contracting states to issue communications prior to boundary changes. Mohammed El Hakeem (Egypt) and A. C. Carter (United Kingdom) were appointed to the Air Navigation Commission. In conclusion, the third report of the Organization's technical assistance program was approved with its estimated $900,000 budget for 1952 for transferral to the United Nations. The retirement of the Secretary-General, Albert Roper, was deferred until December 31, 1951.

The aim of the research was to identify and group conditions affecting the development of entrepreneurship among agricultural producers. The article presents opinions of a purposefully selected group of farmers taking part in the work of a team appointed by the voivode for the preparation of a diagnosis of the socio-economic situation of agriculture in the Warmian-Masurian Voivodeship. Using the technique of a focus group interview, among others, opinions on the forms and areas of entrepreneurship of agricultural producers and conditions for its further development in the Warmian-Masurian Voivodship were obtained. Barriers have been defined, including the poor innovative nature of commenced undertakings, low interest in cooperation with other economic entities and low social capital, especially in interaction with the socio-cultural and economic environment. The obtained assessment by means of the FGI method allowed to classify factors influencing the development of entrepreneurship of farmers into five groups including the conditioning, stimulating and maintaining character of determinants having an impact on farmer entrepreneurship as well as those with an indirect and local impact on entrepreneurship development. In the case of factors conditioning the development of farmer entrepreneurship, the following proved important: individual predispositions of entrepreneurs (including creativity, optimism, commitment), competition on the market (market niches, mobilization for operation, healthy competition), the state of equipment of farms with machines, devices, buildings and structures and the possibility of obtaining financial resources (EU funds, loans, own resources).

Abstract Biomass plantations are starting to become an option for developing renewable energy sources. Socio-economic problems related to management regulations, trust, and networks in the biomass energy plantations-developing process need to be resolved. This study aims to determine the capacity of community social capital in supporting the development of biomass plantations. The location of the study was at Purwakarta Forest Management Unit (FMU). Data collection was carried out by observation, household surveys using questionnaires, and Focus Group Discussion. Data were analyzed using a descriptive qualitative method. The results show that, in general, the community has strong social capital in building biomass plant partnerships, especially in the aspect of trust. Farmer’s trust in those who assist in the management of biomass plants is relatively high, namely Perhutani, the farmer group leader, and the community leaders. The farmers will be motivated to develop biomass crops if successful examples exist. The social norms and sanctions for farmers in the biomass plant management at Purwakarta FMU are very low, but the community is still obedient to the social norms. The networking ability of farmers is relatively low, so intensive assistance in developing biomass farming must be improved, either in technical assistance or intensive extension.

Research background: The article explicates the approach of assessing the factors of innovation cooperation of Ukraine and Scandinavian countries in the face of the new industrial revolution.Purpose of the article: The paper aims to assess the current state of cooperation between Ukraine and Scandinavian countries and define the most critical factors for its further development in the new industrial revolution.Methods: The article presents the research scheme of cooperation between Ukraine and Scandinavian countries based on qualitative and economic-statistical analysis, comparative advantages analysis, correlation-regression analysis.Findings & value added: As a result of the research, it was revealed that the main directions of innovation cooperation between Ukraine and Scandinavian countries are investment projects, technical assistance initiatives, experience and technologies transfer. The cooperation is mainly implemented in energy, information technologies, education, science and high-tech trade. Based on the eco-nomic-diplomatic component analysis, a forecast and the dynamics of trade turnover of Ukraine and Scandinavian countries are presented, including the critical for Ukrainian economy time-frame of 2013-2014. It has been revealed that economic diplomacy plays a vital role in establishing and expanding trade relations. To deepen the innovation cooperation between Ukraine and Scandinavian countries, the authors see the need for: (1) expanding spheres of cooperation through joint projects in infrastructure, energy, aerospace and pharmaceutical industries, and the production of components for automobiles; (2) conducting joint research on biotechnology and nanotechnology; (3) signing of agreements in order to establish partnerships between the universities of Scandinavian countries and Ukraine; (4) the introduction of state support for the aerospace industry, the creation of scientific and production clusters in this field; (5) further development and diversification of the Ukrainian IT services market and interaction with Scandinavian countries in this field.

The article consists of two parts. In the first part, the author returns to the classic text by C.P. Snow entitled Two Cultures 1959, and justifies its obsolescence by claiming that in recent decades, the natural sciences have become closer to the traditional humanities and have undergone a kind of 'philosophizing', while knowledge accumulated in the humanities and social sciences is increasingly organized by seeking answers to questions of a practical nature. The author's comment boils down to a statement that this is a very unfortunate course of events because, among other things, before we start answering questions about how to achieve these or other goals, it is good to know that it is worthwhile to achieve them. In short, it is not out of the question that the gradual elimination of classical questions about meanings and values from the humanities and social sciences contributes to highly ambivalent assessments of 'modernity'. In the second part, the author does not ask about the rationale behind the objection to various discriminatory practices, but he does ask how - within the framework of the "Potentials..." project - these mechanisms were tried to be dealt with, using the key elements of the so-called "behavioral economics", and he describes the experiences connected with it.

The aim of this article is to present the importance, circumstances, and barriers of social capital progression in the process of combating poverty at a local level. Article refers to project “Capacity – new form of social capital in town community Przasnysz”, which aim is to develop a new model of combating poverty at a local level. The main thesis says the social capital index in Poland is low, and its role is one of the most important defense mechanism against poverty.

Abstract In this paper, the results of the study of the comprehensive village renewal programme in Burgenland are considered in the light of the concept of social capital. Changes to the social structures and demographic changes have a strong impact on the formation of social capital in the villages and are therefore a central challenge facing the policies of the municipalities. An objective in the further development of the programme for comprehensive village renewal is to strengthen the local and regional social capital. The implementation of participative village renewal processes has the potential for increasing social capital in the villages, but certain conditions need to be in place for this. The paper analyses and discusses how the programme has contributed to date to the formation of social capital, what opportunities the municipalities have and what instruments they will need in future to build up the social capital that is crucial to sustainable village development.
