ANCHOR WINDLASSES: A DESIGN PROPOSAL TO STANDARDISE REGULATIONS

Shipbuilding is an increasingly competitive field. As the key players in this activity, shipyard managers have to make their counterparts in related industries aware of two conflicting needs. On the one hand, they must produce high quality components that are technologically advanced. On the other, they need equipment that lets them build vessels at a reasonable price. With this second aim in mind, it would be useful to standardise both design and manufacturing processes. At the same time, ship owners always impose regulations. The manufacturers of deck equipment must therefore adapt their product designs to comply with these regulations, some of which have aspects in common. However, guidelines also differ on many points. This makes it difficult to reach desirable levels of standardisation in equipment design. The situation can be summed up in a phrase: for each vessel, a specific design. This article will first provide a comparative overview of current legislation. A proposal for anchor windlass design is then presented in an attempt to make the various regulations more cohesive. The objective here is to reach an acceptable degree of standardisation and, consequently, lower costs by applying economies of scale.

The article justifies for the need to identify and to keep track, in practice, of different groups of risks inherent in educational institutions under current conditions of pandemic and post-pandemic transformation of education under the influence of modern world uncertainty. Transformation of education functions in the epoch of digital economy changes the content and types of risks concomitant to the activities carried out by schools. Schools belong to the most conservative types of organizations. However, the environment in which schools operate is constantly changing. An educational institution, as any enterprise, has to engage in the activity aimed at risk management. Manifestation of the risk is, on the one hand, fraught with threats and damage, on the other hand, with opportunities. Assessment of possible threats and risks allows timely projection of undesirable results, creation of a system for situational response to unforeseen circumstances and, in the final analysis, formulation of a strategy for development of the university which would allow achievement of modern high quality education, its fundamentality and conformity to important topical requirements of the personality, society and state. Causes of developing risks characteristic of educational institutions are disclosed. External and internal risks characteristic of educational institutions, sources generating them and the importance of managing them are analyzed. The analysis of risks made reveals multi-varied threats and opportunities in the external and internal envi-ronment of the institution and their ability to have a significant effect on educational, organizational and financial activities of the schools.

This chapter introduces the debate on classical learning, as well as some of the key players in these debates, such as Jean Le Clerc (1657–1736), Pieter Burman (1668–1741), Richard Bentley (1662–1742), and Charles Rollin (1661–1741), against the background of the culture wars of the late seventeenth and early eighteenth centuries. The opposing approaches to Latin and Greek texts are discussed. On the one hand, we find a more text-critically oriented focus that was associated by contemporaries with scholars either operating in the United Provinces or in close contact with Dutch peers. The other approach was associated with French scholars and focused on the historical and moral content of texts. This opposition is helpful in understanding the culture wars at the turn of the eighteenth century as it guards us from simplifying the Quarrel of the Ancients and the Moderns to a straightforward clash between ‘old’ and ‘new’.

This chapter demonstrates how the introduction of large screens to contemporary public spaces function to assimilate diverse arts, commercial, and public forms into a conservative regime. On the one hand, the new opportunities that accompany the large public screens are subverted by the logic of capitalist accumulation, which informs a public address designed to achieve high volumes of individual engagement, rather than high quality public engagement. On the other hand, new opportunities to enhance public engagement are subjected to bureaucratic modes of governance, which pre-emptively censor content such that it extends and satisfies conservative regimes of early broadcast regulation. The authors argue that the confluence of capitalist and bureaucratic regimes governing big screens effectively balkanise audiences, valorise nondemocratic forms of participation, and privatise public spaces.

For a quarter of a century we have been engaged in a systematic examination of high-quality photographic (optical) sky surveys in the search for new celestial bodies of various kinds. It took about 5000 hours to cover the whole northern celestial hemisphere and half of the southern one. In total, about 12000 new objects were discovered. From the very beginning of our programme we also searched for objects (or groupings of them) of rather peculiar morphology. The motivation was to detect objects revealing exceptional physical processes, on the one hand, but also to discover constructions possibly created by advanced extraterrestrial civilizations (ETCs), on the other hand. A number of very peculiar objects were indeed found (these were mostly studied in detail later), but none of these appeared likely to be the product of alien masterminds. We may conclude that at least within about 10000–20000 light-years around the Solar system no highly advanced ETCs intend to reveal themselves through such objects.

Philosophical concepts, biased toward structural design in seismic regions, are offered. Certain misconceptions in the aims, planning and execution of structural design are sketched. Apparent diverging professional interests, motivating on the one hand young academics dedicated to pursuing challenges in research, and on the other hand those of experienced practitioners, are contrasted. A plea is made to use in seismic design rationality and simplicity in application. The primary aim in the art of structural design should be to impart to the system specific properties that will make the seismic response of our buildings extremely tolerant with respect to earthquake-induced demands, which presently we can predict only with considerable crudeness. A postulated rational and deterministic, yet simple, design strategy should be implemented with equal dedication to high-quality construction. This part of the creative effort is likely to result in properties of the finished product, our buildings, which earthquakes will also recognize and respect. An appeal is made to all those committed to earthquake engineering to engage in active and generous support of technology transfer in an attempt to alleviate the overwhelming and immediate needs of societies in developing countries.

Настоящая статья посвящена исследованию проблемы перевода англоязычного заголовка на русский язык с целью выявления его особенностей и привлекаемых переводческих приемов. Авторами подчеркивается актуальность проведенного исследования ввиду растущей потребности быстрого и качественного перевода публицистических текстов и собственно заголовков как ключевого элемента публикации. В работе приводятся определения понятия «заголовок»; выделяются его функции; подчеркивается противоречивый характер заголовка: он может выступать как самостоятельная речевая единица и как равноправный элемент произведения; раскрываются особенности англоязычного заголовка, а также особенности газетно-информационного стиля современного английского языка. Авторы подробно рассматривают переводческие трансформации, привлекаемые для перевода англоязычных заголовков на русский язык, на примере заголовков периодических изданий Великобритании и США. На основе сравнительно-сопоставительного анализа текстов оригинала и перевода авторам удалось выявить лексические, грамматические и стилистические особенности, используемые в англоязычных газетных изданиях. В статье отмечается ключевая роль заголовка в произведении, а также факт особой ответственности в части перевода данного элемента произведения, поскольку именно корректно составленный и переведенный заголовок обеспечивает привлекательность и конкурентоспособность публикации в целом. The article is devoted to the problem of translation of English headlines into Russian to identify headline peculiarities and employed translation shifts. The authors stress the relevance of the conducted study due to the growing need for quick and high quality translation of social-political texts and headlines playing a key role in them. The paper provides a number of definitions for the term «headline»; points out the functions of the headline; stresses the controversial character of the headline: on the one hand, it is an independent speech unit, and on the other hand, it can be treated as an equal element of a text; identifies the peculiarities of English headlines as well as the peculiarities of the newspaper style of the modern English language. The authors look into the translation transformations employed when translating English headlines into Russian as exemplified by the British and American periodicals. Basing on the comparative analysis of the source texts and translations, the authors managed to identify some lexical, grammar, and stylistic peculiarities employed in the English newspapers. The article also notes the key role of the headline and the significance of its translation since it is a correctly composed and then translated headline which provides the attractiveness and competitiveness of a published work.

Responsibility is understood as altruistic activity based on awareness of the consequences of one's activities. The article justifies the forced need to imitate responsibility, when an employee is required to have activities contrary to his professional conscience and common sense. Contradictions related to different understandings of “good” work (honest, high-quality, socially oriented) by different subjects of labor relations, including the employee and the bearers of policy prescriptions (leadership, colleagues, members of the public etc.) are analyzed. It proposes a model of predicting possible imitations of personal and professional responsibility, based on the reflection of these contradictions. In the case of creative work (science, education, culture etc.), under strong bureaucratic pressure of various policy prescriptions, the ideas of the development of “parallel” science are proposed, when, on the one hand, it is necessary to imitate a certain activity (ostentatious “workholism”), and on the other hand, to find opportunities for real creativity.

Networked Collaborative Learning (NCL) is undeniably a double-edged sword. On the one hand it can yield high-quality learning and enhance both teachers’ and learners’ satisfaction. On the other hand, however, it requires careful planning and specific skills for the design and management of online learning activities. This is one of the main reasons for the limited adoption of NCL in a number of educational contexts. The focus of this chapter is a specific proposal aimed to foster the wide diffusion of Educational Technology (ET) and NCL in higher education (HE). In this perspective the chapter analyses the main barriers that limit the diffusion of Network-Based Educational Technology (NBET) approaches, in particular NCL, and then, in order to overcome them, presents an innovative approach to faculty training in Educational Technology Instructional Design. This approach is founded on multidimensional scaffolding, which supports teachers to integrate rules, heuristics, and best practices for design of active and collaborative online learning into their everyday activity.
