Although most of the first-time voters and young citizens of the European Union (EU) share a positive attitude towards the EU, less than 30 percent cast their votes in the European elections of 2014. Against this backdrop, this year’s European election campaigns particularly focused on young people aged 15 to 24. In that sense, the youth participation project #EngagEU aimed at motivating young people to vote in the European elections 2019 and at empowering them to formulate concrete political demands. Summarised in the manifesto “Young Ideas for the Future of Europe”, their ideas were presented to the public as well as to Federal President Frank-Walter Steinmeier on 30 April 2019 at the #1stYoung Ci⁠tizens’Convention organised by the Institut für Europäische Politik and discussed with young can­di­da⁠tes for the European elections. Technology-based solutions to combat climate change and an independent monitoring capacity for EU values and democratic principles are concrete demands that political decision-makers might take up in the aftermath of the European elections.

Studies expressing concern over the continued underparticipation of women in politics rest on the assumption that increasing the number of female representatives in democracies leads to greater substantive representation of women's policy interests. This article advances the discussion by conducting a comparative analysis of men's and women's attitudes across 27 countries in the European Union. Using the European Election and Candidate Studies 2009, I find that differences between the policy preferences of men and women in the EU do exist and that these differences are replicated between male and female candidates in European elections. The findings provide empirical support for the argument in favor of a greater gender balance in European policy-making institutions.

European politics is increasingly being contested along two dimensions: the economic left-right dimension and a relatively new dimension focused on European integration and immigration. We test this framework at the party and individual-levels in the European Union. First, we use the Chapel Hill Expert Survey to demonstrate that there is no simple relationship between these dimensions at the party level in many European Union countries, and in fact the two dimensions are increasingly orthogonal. We then use the 2019 European Elections Study to show that the transnational-nationalist dimension significantly improves vote choice models relative to models that ignore this dimension. Even more striking, the transnational-nationalist dimension is not just significant, but actually improves vote choice models as much or more than the economic left-right dimension.

The European report "Bulgaria - Health Profile for the Country 2017" reflects statistics on the obesity and immobilization of young people in the country. Although adult obesity levels are below the EU average, they have increased by 25% since 2008, with statistics showing that among young people they have risen by two-thirds in the 2005-2006 and 2013- 2014 and have reached 20%. Also, more than half of Bulgarian pupils in 1-12 grades (51%) are extremely immobilized, one of the reasons being rare visits to physical education classes and lack of interest in additional sport outside compulsory schooling. Separately, every third grader in Bulgaria has a problem with extra pounds, although in most cases it is the parents who refuse to accept that their child needs change and help, not to mention a strict diet and encouragement to exercise sports. More than 50% of the children who crossed the classrooms for the first time this year in Bulgaria are already having vertebral distortion. Only 3% of Bulgarian teenagers say they sometimes go to the gym because they want to look good and build up muscle mass.However, a positive aspect is that a higher percentage of girls and boys at 15 years of age in Bulgaria report regular physical activity than in other EU countries, although less than 25% report moderate exercise intensive physical activity on a daily basis.This study aims to analyze, on the basis of an authoritative survey, the opinions and the vision of active training parents as to whether their children should be attending fitness training. The survey was conducted within 2 months through an online survey of 21 questions, with a total of 187 active sporting parents. Questions concern both the sporting aspects, the healthy diet and the overall condition of the child, through the eyes of his/her parents.

Background: Use of snus and snus-like nicotine products is increasing, in particular among young people, in several Nordic countries and Estonia, while snus is legally on the market only in Sweden and Norway. Snus is available in a great variety of tastes and packaging particularly catering for young users. Recently, strong snus-resembling nicotine pouches have emerged on the market. This research investigates the regulatory means to counteract this development. Methods: European Union (EU) and national tobacco control legislation, case law of the European Court of Justice (CJEU) and relevant public health studies are analysed. Results: The research finds that the judgement of the CJEU relating to the sale of snus on Finnish ferries has not been enforced. Permitted large traveller imports for personal use have contributed to wide availability of snus in Finland. Even if the legislation in Sweden is in conformity with the exemption it obtained in the Accession Treaty, the public health impact of snus use for young people in its neighbouring countries has become considerable. Nicotine pouches, -which are not regarded as medical products in terms of medicine legislation, lack harmonised EU-wide regulation. Controlling smuggling across open borders is challenging. Conclusions: The legislation at the EU and national levels should be able to protect young people from new tobacco and nicotine products. It is urgent to harmonise regulation relating to new tobacco and nicotine products taking as a base a high level of protection of health as required in the Treaty on the Functioning of the EU.

THE SINGLE EUROPEAN ACT AND THE MAASTRICHT TREATY attempted to balance two principles of representation in their redesign of the institutional structures of the European Union: the one, based on the indirect representation of publics through nationally elected governments in the European Council and Council of Ministers; the other, based on the direct representation of publics through a more powerful European Parliament. There is much to be said for this balance, for neither of the two principles can, on its own, be an adequate solution at this stage in the development of the EU. The Council suffers from a non-transparent style of decision-making and is, in the view of many, closer to oligarchic than to democratic politics. On the other hand, the claims of the European Parliament to represent public sentiments on European integration are limited by low voter participation, the second-order nature of European elections and the still Protean nature of what we might call a transnational European demos. The EU lacks a single public arena of political debate, communications and shared meanings; of partisan aggregation and political entrepreneurship; and of high and even acceptance, across issues and member states, that it is European and not national majority views which should count in collective rule-making.

Abstract In 2000, the global policy against the phenomenon of “corruption“ was launched by the United Nations, and in 2003 the United Nations Convention against Corruption (UNCAC) was adopted, which Bulgaria ratified three years later. Two months after the adoption of this international convention, Bulgaria became part of the European Union. The accession was accompanied by the creation of “specific accompanying measures” aimed at correcting identified deficiencies in various areas, including measures against corruption. As a result of the annual reports of the European Commission on Bulgaria’s progress on the Co-operation and Verification Mechanism, anti-corruption law-making has begun to develop and improve. Serious progress in this direction is the creation of legislation in the area of “conflict of interest”, which is not exactly corruption but creates prerequisites for its development, especially in the public sphere. The paper presents the result of the analysis of the created anti-corruption legislation after the accession of the Republic of Bulgaria to the EU. Particular attention is paid to the law adopted in 2018 regulating anti-corruption measures, as well as the terms and procedure for the seizure of illegally acquired property for the benefit of the state.

It is rather clear that it is mandatory to understand the potentials of growth for any economy to grow. With globalization taking place, countries in general, have intensified their political, economic and social integration. Kosovo, as the youngest state in Europe, is about to transform from a devastated economy into a developing one. It has not yet been able to tap on its natural resources and neither of its potentials for a faster economic growth. Its backbone economic sectors such as agriculture, textile, mining and metal sectors are still on their initial stages of revitalization, while the privatization of the public companies has not met its expectations.Whereas, Kosovo is doing a better job on, as its international presence and subjectivity of its political status (Independence) is strengthened. More and more countries are recognizing it as a sovereign country, while the recent initiation of the Stabilization and Association Agreement with the European Union, Kosovo is undergoing through its structural reforms and alliance with the EU standards and regulations.The future of Kosovo, like of any country, will depend on the way that its human, financial and natural resources are utilized. On this regard, this paper is an attempt to explore the potentials of the economic growth on different political contexts that Kosovo has and is expected to undergo.

Voters who participate in elections to the European Parliament (EP) apparently use these elections to punish their domestic governing parties. Many students of the EU therefore claim that the party—political composition of the Parliament should systematically differ from that of the EU Council. This study shows that opposed majorities between council and parliament may have other than simply electoral causes. The logic of domestic government formation works against the representation of more extreme and EU-skeptic parties in the Council, whereas voters in EP elections vote more often for these parties. The different locations of Council and Parliament are therefore caused by two effects: a mechanical effect—relevant for the composition of the Council—when national votes are translated into office and an electoral effect in European elections. The article discusses the implications of this finding for our understanding of the political system of the EU and of its democratic legitimacy.

EC—Seal Products raises an important issue in World Trade Organization (WTO) law: How can WTO trea-ties be interpreted to accommodate divergent legitimate purposes of a domestic regulation? The European Union (EU) measure at issue is a ban on the placing of seal products on the EU market, coupled with excep-tions3 for seal products produced by Inuit and other indigenous communities (IC exception), and for seal products obtained from seals hunted for the purpose of marine resource management and sold on a nonprofit basis (MRM exception). The seal ban was imposed out of the public concern over the cruel manner in which seals are hunted and killed, whereas the IC exception was made to protect the traditional lifestyle of indigenous peoples and the MRM exception accommodated theneed for sustainable management of marine resources. The EU regulation, therefore, was designed to achieve divergent policy objectives. The exceptions derogate from the ban because they permit hunting and killing of seals which can cause the very pain andsuffering for seals that concerns the EU public.
