Due to the increasing shift in political decision-making from national parliaments to international organisations, the rise of international government is often assumed to be accompanied by the decline of national parliaments. As a reaction, several international organisations have established transnational parliamentary assemblies to increase parliamentarians’ participation in international negotiations. But their dual mandate reveals some contradictions: Why would national parliamentarians take on an additional time-consuming subsidiary job despite its low public and media attention and without any financial compensation? This study focuses on the motivation and parliamentary behaviour of national representatives from the 47 member states in the Parliamentary Assembly of the Council of Europe by evaluating three original data collections: interviews, an online survey and an analysis of plenary protocols.

The field of political science is experiencing a new proliferation of experimental work, thanks to a growth in online experiments. Administering traditional experimental methods over the Internet allows for larger and more accessible samples, quick response times, and new methods for treating subjects and measuring outcomes. As we show in this chapter, a rapidly growing proportion of published experiments in political science take advantage of an array of sophisticated online tools. Indeed, during a relatively short period of time, political scientists have already made huge gains in the sophistication of what can be done with just a simple online survey experiment, particularly in realms of inquiry that have traditionally been logistically difficult to study. One such area is the important topic of social interaction. Whereas experimentalists once relied on resource- and labor-intensive face-to-face designs for manipulating social settings, creative online efforts and accessible platforms are making it increasingly easy for political scientists to study the influence of social settings and social interactions on political decision-making. In this chapter, we review the onset of online tools for carrying out experiments and we turn our focus toward cost-effective and user-friendly strategies that online experiments offer to scholars who wish to not only understand political decision-making in isolated settings but also in the company of others. We review existing work and provide guidance on how scholars with even limited resources and technical skills can exploit online settings to better understand how social factors change the way individuals think about politicians, politics, and policies.

Citizenship is the status of being a legal member of a state, having been recognized by the law and custom of such state, whereby citizens owe allegiance to the state (coun-try) and in turn been protected by the state. Nevertheless, for citizens to owe allegiance to their states implies that such citizens is patriotic and also ready to take up their constitutional rolls or duties to the betterment of the state, and in return enjoys the fundamental human rights, citizen’s liberty and protection from their states (country). However, for citizens to know their rights, duties and obligations, and for them to be able to participate actively in their countries political decision making (supporting and criticizing government policies) that will leads to a robust public and foreign policy of their country, then, such citizens need to be politically educated through citizenship education, because Citizenship education breeds active democratic citizen-ry. This article titled citizenship and citizenship education: A determinant of good governance examined the importance of citizenship education and how it can breed active democratic citizenry that can enhance good governance in the state. This article employs the interview as a tool for data collection, and also applied the secondary source of Data collections by retrieving valuable information’s from ready-made works of scholars to buttress the argument of this work. The paper finds out that there is a positive correlation between citizenship education and active democratic citizen-ry. This article finally recommends that extensive citizenship education will serve as a veritable tool for good governance and National development. However, the paper recommends that citizenship education is a must and a child of necessity, a policy to be adopted by all government.

The internationalisation of political authority elongates the chain of delegation between the citizen and elected representatives. It increases executive dominance while weakening parliamentary control. International Parliamentary Institutions (IPIs), parliamentary assemblies affiliated with international organisations, could potentially mitigate the ‘parliamentary deficit’ of global governance but are commonly criticised for their weak authority. This paper revisits this critical perspective and argues that IPIs provide access to information circumventing the privileged access of governments. Thereby, IPIs strengthen national parliaments’ capability to control the executive. This benefit explains the motivation of national MPs to attend IPIs. The study is based on novel data on the attendance of parliamentarians to the sessions of the Parliamentary Assembly of the Council of Europe and the Organization for Security and Co-operation in Europe Parliamentary Assembly from 2007 to 2015. The results speak in favour of intertwined parliamentary arenas, as attributes of national parliaments drive attendance. For one, parliaments with higher scrutiny capacity participate more in delegations to IPIs. Moreover, the composition of delegations is related to control incentives, causing a difference in attendance patterns of government and opposition parties.

The belief that increased numbers of women holding decision-making positions is a sign of empowerment is reflected in the United Nations Gender Empowerment Measure (GEM), which tracks the percentages of women in national parliaments, in other legislatures, and as senior officials and managers among professional and technical workers. There is a growing demand for an increasing presence of women in political decision-making. It is argued that women need to be ‘empowered’ in the realm of political decision-making so as to facilitate their ‘real’ empowerment.

Met dit boek levert Frank Seberechts een nagenoeg volledige studie af van een van de minder fraai kanten van de Belgische samenleving in 1940: de administratieve arrestatie en de wegvoering naar Frankrijk van enkele duizenden personen (de ‘verdachten’), Belgen of in België verblijvende vreemdelingen. De extreem-rechtse en pro-Duitse arrestanten hebben na hun vrijlating dit feit politiek in hun voordeel uitgebaat, waardoor volledig in de schaduw kwam te staan dat de overgrote meerderheid van de weggevoerden joodse mensen waren die in de jaren voor de oorlog naar België waren gevlucht. Dat het beeld van de wegvoeringen niet volledig is, is grotendeels te wijten aan het feit dat de meeste archieven die hierop betrekking hebben tijdens de meidagen van 1940 vernietigd werden. Met name de politieke besluitvorming over de wegvoeringen vertoont nog steeds schemerzones, zodat het vastleggen van verantwoordelijkheden ook vandaag nog een gewaagde onderneming is.________Deportations and the deported during the Maydays in 1940 By means of this book Frank Seberechts provides an almost complete study of one of the less admirable sides of Belgian society in 1940: the administrative arrest and the deportation to France of some thousands of people (‘the suspects’), Belgians or foreigners residing in Belgium. The extreme-right and pro-German detainees politically exploited this fact after they had been freed, but this completely overshadowed the point that the large majority of the deported people were Jews who had fled to Belgium during the years preceding the war. This incomplete portrayal of the deportations is mainly due to the fact that most of the archives relating to the events had been destroyed during the Maydays of 1940. The history of the political decision-making about the deportations in particular still shows many grey areas and it is therefore still a risky business even today to determine which people should be held accountable.

This chapter analyzes the role Israeli economists have played as purveyors of pro-market economic ideas and political entrepreneurs of economic liberalization in Israel. Israeli economists were strongly committed to economic liberalism already in the 1950s, but they were lacking decisive political influence. Two mechanisms increased their power over policy. First, long-term institutional changes gradually eroded “political” decision-making mechanism and opened the way to greater involvement of professional economists. This long-term trend was joined and reinforced by economists’ institutional entrepreneurship at the height of the 1980s economic crisis, when they initiated changes of macroeconomic governance. These changes enhanced the political power of the Ministry of Finance and the Bank of Israel and supported the institutionalization of neoliberalism in Israel.

AbstractPublic participation has become increasingly necessary to connect a wide range of knowledge and various values to agenda setting, decision-making and policymaking. In this context, deliberative democratic concepts, especially “mini-publics,” are gaining attention. Generally, mini-publics are conducted with randomly selected lay citizens who provide sufficient information to deliberate on issues and form final recommendations. Evaluations are conducted by practitioner researchers and independent researchers, but the results are not standardized. In this study, a systematic review of existing research regarding practices and outcomes of mini-publics was conducted. To analyze 29 papers, the evaluation methodologies were divided into 4 categories of a matrix between the evaluator and evaluated data. The evaluated cases mainly focused on the following two points: (1) how to maintain deliberation quality, and (2) the feasibility of mini-publics. To create a new path to the political decision-making process through mini-publics, it must be demonstrated that mini-publics can contribute to the decision-making process and good-quality deliberations are of concern to policy-makers and experts. Mini-publics are feasible if they can contribute to the political decision-making process and practitioners can evaluate and understand the advantages of mini-publics for each case. For future research, it is important to combine practical case studies and academic research, because few studies have been evaluated by independent researchers.
