From many sources, we develop an ocean hazard classification scheme (OHCS) based on the collection of historical and projected ocean hazards data at 302 locations along Hawaii’s state coastal highways. The OHCS identifies ocean hazards impacting coastal built infrastructure, i.e. roadways. In the OHCS, we first rank the vulnerability of: sea level rise; waves; shoreline change; tsunami; and storm surge. Next, using our developed OHCS, provide the vulnerability ranking for all five variables combined. We find the highest OHCS to be on Molokai, the island that has the highest OHCS numbers for most of the island. For the majority of state highway locations in Hawaii, we find the highest vulnerability is from storm surge, with tsunami threat being the second largest contributor. Sea level rise should also be considered a contributor since higher sea levels contribute to more extreme storm surge and tsunami inundation. Although the OHCS is applied towards roads in our study, our method can be applied towards any coastal island-based built infrastructure vulnerability scheme. This is an important tool in planning for future construction projects or identifying which hazards to focus on in more detailed assessments, such a probabilistic risk assessment in a more localized location.

The national study analyzes sea level rise (SLR) impacts based on 36 different SLR and storm surge scenarios across 5.7 million geographic locations and 3 time periods. Taking an approach based on engineering design guidelines and current cost estimates, the study details projected cost impacts for states, counties, and cities. These impacts are presented from multiple perspectives including total cost, cost per-capita, and cost per-square mile. The purpose of the study is to identify specific locations where infrastructure is vulnerable to rising sea levels. The study finds that Sea Level Rise (SLR) and minimal storm surge is a $400 billion threat to the United States by 2040 that includes a need for at least 50,000 miles of protective barriers. The research is limited in its scope to protecting coastal infrastructure with sea walls. Additional methods exist and may be appropriate in individual situations. The study is original in that it is a national effort to identify infrastructure that is vulnerable as well as the cost associated with protecting this infrastructure.

AbstractIn 2012, Hurricane Sandy hit the East Coast of the United States, creating widespread coastal flooding and over $60 billion in reported economic damage. The potential influence of climate change on the storm itself has been debated, but sea level rise driven by anthropogenic climate change more clearly contributed to damages. To quantify this effect, here we simulate water levels and damage both as they occurred and as they would have occurred across a range of lower sea levels corresponding to different estimates of attributable sea level rise. We find that approximately $8.1B ($4.7B–$14.0B, 5th–95th percentiles) of Sandy’s damages are attributable to climate-mediated anthropogenic sea level rise, as is extension of the flood area to affect 71 (40–131) thousand additional people. The same general approach demonstrated here may be applied to impact assessments for other past and future coastal storms.

Abstract The increase in sea levels, as a result of climate change in territorial aspect will have a potential impact on two major issues – maritime zones and land territory. The latter goes into the heart of the theory of the state in international law as it requires us to confront the problem of complete and permanent disappearance of a State territory. When studying these processes, one should take into account the fundamental lack of appropriate precedents and analogies in international law, especially in the context of the extinction of the state, which could be used for guidance in this respect. The article analyses sea level rise impact on baselines and agreed maritime boundaries (in particular taking into account fundamental change of circumstances rule). Furthermore, the issue of submergence of the entire territory of a State is discussed taking into account the presumption of statehood, past examples of extinction of states and the importance of recognition in this respect.

Abstract. In the Lesser Antilles, coastal inundations from hurricane-induced storm surges pose a great threat to lives, properties and ecosystems. Assessing current and future storm surge hazards with sufficient spatial resolution is of primary interest to help coastal planners and decision makers develop mitigation and adaptation measures. Here, we use wave–current numerical models and statistical methods to investigate worst case scenarios and 100-year surge levels for the case study of Martinique under present climate or considering a potential sea level rise. Results confirm that the wave setup plays a major role in the Lesser Antilles, where the narrow island shelf impedes the piling-up of large amounts of wind-driven water on the shoreline during extreme events. The radiation stress gradients thus contribute significantly to the total surge – up to 100 % in some cases. The nonlinear interactions of sea level rise (SLR) with bathymetry and topography are generally found to be relatively small in Martinique but can reach several tens of centimeters in low-lying areas where the inundation extent is strongly enhanced compared to present conditions. These findings further emphasize the importance of waves for developing operational storm surge warning systems in the Lesser Antilles and encourage caution when using static methods to assess the impact of sea level rise on storm surge hazard.

Long-term (>decades) coastal recession due to sea-level rise (SLR) has been estimated using the Bruun Rule for nearly six decades. Equilibrium-based shoreline models have been shown to skillfully predict short-term wave-driven shoreline change on time scales of hours to decades. Both the Bruun Rule and equilibrium shoreline models rely on the equilibrium beach theory, which states that the beach profile shape equilibrates with its local wave and sea-level conditions. Integrating these two models into a unified framework can improve our understanding and predictive skill of future shoreline behavior. However, given that both models account for wave action, but over different time scales, a critical re-examination of the SLR-driven recession process is needed. We present a novel physical interpretation of the beach response to sea-level rise, identifying two main contributing processes: passive flooding and increased wave-driven erosion efficiency. Using this new concept, we analyze the integration of SLR-driven recession into equilibrium shoreline models and, with an idealized test case, show that the physical mechanisms underpinning the Bruun Rule are explicitly described within our integrated model. Finally, we discuss the possible advantages of integrating SLR-driven recession models within equilibrium-based models with dynamic feedbacks and the broader implications for coupling with hybrid shoreline models.
