This chapter presents a methodology for selecting transport strategy for railway passenger transport development. The strategic planning, as Political, Economic, Social, Technological, Legal, and Environmental (PESTLE) analysis and Strengths - Weaknesses – Opportunities - Threats (SWOT) analysis integrated with Multiple-criteria decision-making (MCDM) have been applied as a tool to make decision. The proposed methodology consists five stages. The first stage formulates the alternatives of the policies for railway manager. The criteria in each PESTLE group have been defined in the second step. The total number of 24 criteria has been studied. In third stage, the SIMUS method based on linear programming has been applied to rank the alternatives and assess the criteria in PESTLE groups. The fourth stage represents the ranking by application the different multi0criteria approaches as distance based, utility based and outranking methods to make decision. The combination the PESTLE analysis with SWOT analysis for strategic planning is done in the fifth stage. The integration of the PESTLE with technical, economic, technological and environmental (TETE) analysis in presented. The application of methodology has been demonstrated with an example for Bulgarian railway network. Three strategies of railway transport development have been evaluated and compared. It was found that the most important are the political (0.29), social (0.25) and technological (0.25) groups in PESTLE analysis.

AbstractThe capital of Romania is the main railway hub of the country. As such, the railway network around the capital is quite extensive, with main cities around it being directly connected by rail. Despite this, there are no regular train services for commuters, similar to other large European cities. This paper aims to analyze the current state of railway passenger transport in the region surrounding Bucharest, to highlight the weaknesses of the network and to present a guideline for the implementation of an efficient commuter service. 100 stations in and around the city were evaluated with regard to their degree of accessibility (DoA), defined as the location of the station relative to the nearest settlement. Train frequency, travel times and journey costs were determined for each line originating in Bucharest. These variables were compared to their road equivalents to highlight the differences between these two modes of transport. Low train frequency and the remoteness of many stations were determined to be the main obstacles in establishing an appropriate commuter service. Reworking future timetables to prioritize commuter trains is proposed as a short-term solution, while line improvements and better integration with existing public transport are set as priorities.

Launched in 2015, the reform of decentralization of power and governance has led to the formation of amalgamated territorial hromadas (ATHs) and establishing the new districts as relevant parts of the administrative-territorial structure of the country. Further success in the development of these socio-spatial formations of the agglomeration type will depend on their economic capacity and self-sufficiency. The solution of this important social task is largely derived from the efficiency of economic entities and their social responsibility to expand the productive employment of the economically active population, access of all its strata to the created public goods. Large agri-food holding companies should play a key role in this process. In view of this, the purpose of research is defined, which is to substantiate the fundamental role of the institutional environment in the inclusive development of agricultural holdings. In accordance with the purpose of the study, the following tasks are formulated: to determine the essence of the concept of institutional environment as a system and analyze its current state; to reveal the content of an integrated approach to the formation of an environment for inclusive development of agricultural holdings; identify the potential for inclusive development of agricultural holdings. To achieve the goal and objectives of the study, the authors used interdisciplinary methodology, namely – systemic, synergistic, institutional, political, economic, social approaches, methods of synthesis and analysis, deduction and induction, SWOT-analysis, comparison, analogies, statistical and sociological researches. The information base of the study consisted of scientific achievements of domestic and foreign scientists, data from the State statistics, materials from the Internet, the authors’ own observations. The scientific novelty of the study is to substantiate the concept of "institutional environment system" as a platform for inclusive development of agricultural holdings. The scientific provisions, conclusions and recommendations arising from the study can be used by businesses, ATHs, districts in the formation of welfare inclusion.

With the increase of the railway operating mileage, the railway network is becoming more and more complicated. We expect to build more railway lines to offer the possibility to offer more high quality service for the passengers, while the investment is often limited. Therefore, it is very important to decide the pairs of cities to add new railway lines under the condition of limited construction investment in order to optimize the railway line network to maximize the reliability of the railway network to deal with the railway passenger transport task under emergency conditions. In this paper, we firstly define the reliability of the railway networks based on probability theory by analyzing three minor cases. Then we construct a reliability optimization model for the railway network to solve the problem, expecting to enhance the railway network with the limited investment. The goal is to make an optimal decision when choosing where to add new railway lines to maximize the reliability of the whole railway network, taking the construction investment as the main constraint, which is turned to the building mileage limit. A computing case is presented based on the railway network of Shandong Province, China. The computing results prove the effectiveness of the model and the efficiency of the algorithm. The approach presented in this paper can provide a reference for the railway investors and builders to make an optimal decision.

The world is progressing towards a more advanced society where end-consumers have access to local renewable-based generation and advanced forms of information and technology. Hence, it is in a current state of transition between the traditional approach to power generation and distribution, where end-consumers of electricity have typically been inactive in their involvement with energy markets and a new approach that integrates their active participation. This new approach includes the use of distributed energy resources (DER) such as renewable-based generation and demand response (DR), which are being rapidly adopted by end-consumers where incentives are strong. This paper presents the role of the DR aggregator to effectively integrate DER technology as a new source of energy capacity into electricity networks using information communication technology and industry knowledge., Based on DR aggregators, this framework will efficiently facilitate renewable energy integration and customer engagement into the electricity market. To this aim, advantages and disadvantages of DR aggregators are discussed in this paper from political, economic, social, and technological (PEST) points of view. Based on this analysis, a strengths, weaknesses, opportunities, and threats (SWOT) analysis for a typical DR aggregator is presented.

This study presents a fuzzy Bayesian network (FBN) method to analyze the influence on the safety risk of railway passenger transport applying different risk control strategies. Based on the fuzzy probability of the basic event determined by the expert group decision method, the proposed FBN method can reasonably predict the probability of railway passenger safety risk. It is also proven that control the risk in the safety management of railway passenger transport will be the most effective way to reduce the risk probability of the railway passenger transport safety.

A cooperation between states in criminal cases is carried out in order to achieve the goals of justice and may exist at the stage of pre-trial investigation, trial, as well as after the entry into force of a court decision (sentence, ruling). Forms of international cooperation in the investigation of criminal cases are quite diverse. The main ones are: providing legal assistance, which consists in carrying out procedural actions, because during the investigation and trial of criminal cases there is often a need to gather evidence abroad by questioning defendants, victims, witnesses, experts, conducting searches, examinations, court inspections, seizure and transfer of items, delivery, and forwarding of documents, etc.; extradition of persons for criminal prosecution or for the execution of a court sentence; arrest, search and confiscation of proceeds of crime (states undertake to cooperate in the investigation of money laundering; assist in the investigation and take appropriate measures: to freeze bank accounts, seize property to prevent its concealment; confiscate proceeds of crime or property, value of which corresponds to the value of income, etc.). The normative basis for the international cooperation in the investigation of criminal cases is the European Convention on Mutual Assistance in Criminal Matters dated April 20, 1959; the Criminal procedural code of Ukraine; Methodical recommendations of the General Prosecutor’s Office of Ukraine; Order No. 223 “On the organization of the work of the Prosecutor’s Office of Ukraine in the field of international legal cooperation” dated September 18, 2015. The legal basis for international cooperation in criminal matters is the current bilateral and multilateral international treaties of Ukraine, the binding nature of which has been approved by the Verkhovna Rada of Ukraine. Among the multilateral international agreements, there should be noted the European conventions on criminal justice: the European Convention on the Extradition with two additional protocols to it, the European Convention on Mutual Assistance in Criminal Matters with an additional protocol to it, the European Convention on the Transfer of Proceedings in Criminal Matters, The Convention on the Transfer of Sentenced Persons with an additional protocol, The European Convention on the Supervision of Conditionally Sentenced or Conditionally Released Offenders, the Convention on Laundering, Search, Seizure, and Confiscation of the Proceeds from Crime and the European Convention on the International Validity of Criminal Judgements. In addition, the Commonwealth of Independent States has the 1993 Convention on Legal Assistance and Legal Relations in Civil, Family and Criminal Matters and its 1997 Protocol; within the framework of the United Nations, there is the Convention on Transnational Crime of 2000, together with two Protocols thereto. These multilateral international agreements establish a uniform sphere of cooperation between law enforcement and judicial authorities in relation to all European countries. Today, the most effective is the method of “SWOT-analysis”, which is currently recognized in the scientific community as one of the most popular tools in strategic planning of social processes, including in the investigation of criminal cases. Although the type of analysis is still considered by most scientists as Bohomolova Ye., (2004) a method of marketing research of enterprises in the market in the context of business practice, the object of “SWOT-analysis” can be as legislation, the practice of its application and prospects of their improvement, and materials of criminal cases. Methodology. Achieving the purpose of this publication is ensured by the use of cognitive philosophical, general scientific and special methods, among which the main are analysis and synthesis, comparative law method, which allow to identify prospects for the use in criminal cases of the method of “SWOT-analysis”, which is currently recognized in the scientific community as one of the most popular tools in strategic planning of social processes. Methods of grammatical review and interpretation of legal norms have helped to identify gaps in the legislation governing the investigation of criminal cases, in particular in the field of economics, and to develop proposals for its improvement. Practical importance. International cooperation in criminal proceedings is an organizationally complex process, which requires the use of effective and efficient methods to perform the tasks of criminal proceedings, respect for the rights and freedoms of all participants in the process, including not violating a reasonable time in the investigation. To date, science has developed many methods of analyzing the law, the practice of their application, and identifying ways to improve legislation, taking into account the results of forecasting the prospects for society and the state. To ensure a high level of quality of criminal investigations in the framework of international cooperation, it is necessary to choose the one that will give the most effective results and allow to formulate the most optimal proposals in a particular criminal case and the practice of their application. An attempt to solve this problem is presented in this study.

This research focuses on the process of strategic planning completion of the Ma'had Aly Pondok Quran establishment in Bandung Regency. This research uses Kurt Lewin model of action research method which consists of planning, acting and fact finding on the result of the action. The results of this study indicate that there are several efforts to meet the conditions that have been determined by the Minister of Religious Regulation 71/2015 on the establishment of Ma'had Aly Pondok Quran. The contributing factors of the succesful strategic planning are the results of the present and expected future conditions analysis, the results of Ma'had Aly SWOT analysis, the Master Plan Development Document (RIP)of Ma'had Aly Pondok Quran, Strategic Plan Cycles and Strategic Plan Matrix of the Ma'had Aly performance. These constitute as the guidelines for the realization of the ideal establishment of Ma'had Aly which is in accordance with the Guide of Establishment of Ma'had Aly as stated on the operational guidelines of the Ministry of Religious Affairs.
