Survival strategies of population in a single-industry town

The article presents the results of a study of survival strategies of the population in a single-industry town using the example of Chusovoy (Perm Krai). Single-industry towns perform a special role in the economic development of regions and the country in general. The authors have identified the most common survival strategies and the adaptation of the population to the socio-economic situation in a single-industry town. The results of the study indicate that the standards of living in these settlements are relatively low. Measures are currently taken to diversify the economy of single-industry towns and to create new industries and conditions for the development of small and medium-sized businesses and to stabilize employment. It is important to understand the impact of all the mechanisms used. The authors highlight the importance of the current social strategies for adapting to life in a single- industry town. This analysis of Chusovoy showed the need to develop recommendations to speed up the development of the territory, to reduce the shortcomings in the implementation the TOSER conception (territories of advanced social and economic development), to elaborate other mechanisms for assisting single-industry towns. Taking into account the current survival strategies of the population, it is possible to improve the effectiveness of the implementation of supports mechanism for single-industry towns.

The paper discusses the problems associated with the priority social and economic development areas (PSEDAs) in Russia. The special role of high technologies in production processes in the priority social and economic development areas is noted. Attention is drawn to the goal of "advanced" development and to the functions of technological innovation and technological infrastructures in various fields of activity required for it. The methodological and technological foundations of "advanced development" are considered. The priority development in the Russian Federation is viewed through the prism of “industrialization 4.0”, the industrial revolution developing in the USA and Germany. “Industrialization 4.0” is a new model of development which marks the end of the industrial and socio-economic formations of the 20th century and the beginning of the 21st century. As a result of the study, barriers to the creation of priority social and economic development areas were identified: the lack of a systematic approach to the implementation of a new type of special areas and an advanced scientific and technical base as the foundation for development in the modern world; the existence of a serious conflict of interest between stakeholders of the priority development areas; dominant decision making on survival strategies. The authors proposed to establish goal-setting as an important component in the national innovation system of Russia and determine technological directions, levels, criteria, qualimetric indicators based on the parameters and trends of the industrial revolution 4.0. The priority social and economic development areas should be considered as an important tool for the adaptation of technological clusters of Russia to international trends, regulations, key parameters, seeking to change the catch-up paradigm with the paradigm of economic development.

The oil and gas industry of Perm Krai is one of the core industries that determines the actual status and prospects for the social and economic development of the region. This article assesses the impact of the oil and gas industry on the social and economic development of Perm Krai. The author comes to the conclusion that the industrial production, and in particular the oil and gas complex, remains the basic economy sector of Perm Krai, which plays a leading role in income generation of the territorial budget. On the basis of the oil and gas industry it is possible to develop the accompanying sectors in the economy. In other words, it can become a locomotive for developing other economy branches. Trends in the oil industry development in the Perm Krai coincide with those typical for the Russian Federation as a whole. Therefore, the sanction measures could not fail to have an impact on the economy of Perm Krai in general and the activities of the oil industry enterprises in particular. The action of economic sanctions led to a reduction in oil extraction, accompanied by a price drop; volumes of export; the limitation of supplies of specialized equipment and technologies for the developing oil deposits and oil production. To overcome this situation in the Perm Krai, the following measures can be proposed: creation of the new competitive capacities (which requires the additional investment sources) and creation of a petrochemical cluster.

This extended abstract discusses local content opportunities in economic development for the Aboriginal community. Local content requirements have become a strategic community development consideration during the past few years. This abstract links the topics of local content commitments and indigenous economic development via leveraging relationships with indigenous contractors in Australia. The creation of indigenous businesses that strive to succeed in the market and compete with non-indigenous companies is key in developing sustainable working opportunities for indigenous Australians. Many oil and gas players have publicly committed to contribute to indigenous business participation offering contractual opportunities and designing capacity-building programs and initiatives. The market for indigenous contractors services is, therefore, rapidly growing and presents considerable opportunities for existing and new players providing services to the resources industry in Australia. The specific demand is driven by corporate social responsibility policies and by the limited capacity of suppliers to deliver what is required by large new and expansion projects in the resource (both mining/oil and gas) sectors in Australia to maintain their social licence to operate. We present the results of a survey about policies and practices of some of the leading oil and gas operators in Australia, highlighting best practices in indigenous business engagement. We also analyse (from interviews with indigenous enterprises) barriers and issues encountered so far in indigenous contracting. International examples about the impact that indigenous enterprises can have on local community social and economic development complement the survey. Note: the term indigenous as used in this extended abstract refers to Aboriginal and Torres Strait Islander Australians.

The report reflects the research of two-year practice of using such an instrument of development and attracting investments as Advanced Social and Economic Development Areas (ASEDA) in mono-profile municipal entities of the Russian Federation. The study, which employed the data available from open sources, involves an analysis of 36 operating territories with ASEDA status. The territories were classified according to 1) the number of permitted activities, 2) the time period between the moment of obtaining the ASEDA status and the registration of the first resident, 3) tax preferences granted to the registered residents (regions can set rates within the established range, e.g. 0 to 5% income tax). The paper features formats and methods employed by regional and municipal management teams to attract investors. The author describes experience in preparing the necessary regulatory framework and promoting this status. The research reveals the best practices and explains why some ASED areas fail to reach the parameters declared in the applications. A quantitative and qualitative analysis of 102 registered ASED residents has been carried out. Taking into account the experience of already existing ASED in single-industry towns, the author gives a number of proposals on how to increase the efficiency of work within the framework of the ASED status, as well as on making a number of changes to the current regulatory legal acts controlling the establishment of ASED in singleindustry towns.

Relevance of the research topic. In the conditions of economic transformations the financial strategy acts as the important economic lever of influence of public administration bodies on social and economic development of the country. The assessment of the mechanism of financial regulation in Ukraine indicates the need to develop the components of the financial system in conjunction with the transformational economic processes and the development of a sound financial strategy in accordance with the goals and objectives of social development. Formulation of the problem. The importance of developing a financial strategy in the context of economic transformation is due to the need to take into account the impact of internal and external challenges in the financial and economic environment, economic fluctuations due to the spread of the coronavirus pandemic. At the same time, the choice of financial strategy tools should be made taking into account the level of economic development of the country. Analysis of recent research and publications. The issue of developing a financial strategy is quite common in research. These are the works of famous domestic and foreign scientists: J. Keynes, P. Samuelson, J. Stiglitz, W. Tanzi, S. Kucherenko, L. Lysyak, L. Levaeva, I. Lukyanenko, V. Makohon, M. Pasichny, I. Chugunov and others. Selection of unexplored parts of the general problem. The above issues are relevant in connection with the deepening of economic transformation, the adverse impact of the Crown virus pandemic on the financial sector, which requires a number of specific tasks related to the development of financial strategy. Problem statement, research goals. The objectives of the study are: to reveal the role of financial strategy in the regulation of socio-economic processes, to substantiate the peculiarities of the development of the components of the financial system. The purpose of the study is to reveal the directions of financial strategy in the context of economic transformation. Method or methodology of the study. The article uses a set of research methods: a systematic approach, statistical analysis, structuring, analysis, synthesis, etc. Presentation of the main material (results of work). The role of financial strategy in the regulation of socio-economic processes is revealed, the peculiarities of formation and implementation of financial strategy are substantiated. The directions of financial strategy in the conditions of economic transformations are substantiated. Field of application of results. The results of the study can be used in the process of formation and implementation of financial policy of Ukraine, reforming the domestic financial system and its components. Conclusions in accordance with the article. The qualitative level of formation and implementation of financial strategy is determined by the system of financial institutions, the state of their development in a particular country aimed at ensuring economic growth and welfare of citizens. The functional purpose of financial strategy is the result of the evolution of the role and importance of state functions in socio-economic development. Depending on the dynamics of socio-economic processes, the tasks of the financial strategy and the tools for its implementation should be adjusted. The financial strategy in the conditions of economic transformations should be directed on formation of long-term potential of economic growth and increase of well-being of the population taking into account demographic tendencies and indicators of the macroeconomic forecast of social and economic development of the country.
