A large number of different strategies at the central, regional and local level have been done in the last decade in Serbia. Studies on their quality show that quite a number of strategic documents meet the standards in their form, but in terms of the content, they do not have a clear strategy and strategic projects, they overlap and are poorly intercoordinated. The paper identifies and discusses the stages and steps in the strategic planning process, that are crucial for formulating long-term sustainable development solutions for a specific territory and the improvement of its citizens' lives. Its main thesis is that the local strategies lack strategic thinking, i. e. that the solutions are not based on its products. Attitudes about the causes of the lack of the strategic in the strategies are illustrated with a specific example: the planning process and the content of the Development strategy of the City of Pančevo.

The aim of this article is to look at strategic management of a large city from the two different perspectives: theoretical and empirical. In the first part the author focused on theoretical fundaments of management, particularly of the public strategic management. The second part presented the characteristics of the process of strategic management based on empirical data: two strategic documents adopted in Katowice over the last number of years were analysed. One of these documents is a currently binding one and the other is of an archival character. Referring to both the systematics and the means of preparation of these documents, as well as to their content, the author showed their common elements and the transformation which have occurred over the last number of years concerning the manner and approach to strategic management in the city. Based on documents analysis, the author answered the question asked in the introduction, which is whether in relation to the long-term policy of Katowice can one talk about change or continuation.

The concept of sustainable development in comparison with other paradigms was the most acceptable, from the point of view of determining the development strategy of society, in the medium and long term. Due to that, such important trends in science and practice as the restructuring and modernization of the economy, energy efficiency, environmental security, "green economy", etc. have been developed. One of the most important areas of research, important both for science and practice, is the measurement sustainability of development using the system of indicators. The quantitative measurement of sustainability makes it possible to shape strategies for the development of countries and regions, taking into account the ecological, social factors that previously could not even compete with economic factors. For Russia, this is important from different perspectives. Among the main reasons there is a significant differentiation of regions in terms of development level and the predominance of "raw materials" in the structure of the economy of many regions. Rational use of natural resources is a necessary condition for the sustainable development of any state or region.

The article reveals the conceptual aspects of the implementation of sustainable development at the local territorial level through the application of strategic environmental assessment procedures in Ukraine in the context of decentralization of management. Emphasis is placed on the importance of local territorial development through strategic environmental assessment and implementation of the principles of sustainable development, which our country needs today on the path to European integration. The scientific and practical relevance of the proposed study is due to the need to develop and improve effective regulatory economic mechanisms that can ensure sustainable development at the local level through the effective conduct of strategic environmental assessment of state planning documents. The article is devoted to applied issues of implementation and realization of sustainable development at the local level. The theoretical essence and content of strategic environmental assessment are studied. Sustainable development is considered as a necessary and integral element of local development as a basis for harmonious ecological and economic development of the territory on the basis of the most efficient use of resources and preservation of potential for future generations. The subjects of SEA at the local level and their functions are generalized. SEA has been shown to provide a focus on a comprehensive analysis of the potential environmental impact of planned activities and to use the results of this analysis to prevent or mitigate environmental impacts in the strategic planning process. Examples of ensuring the principles of sustainable development in the conduct of SEA of state planning documents are proposed. The relationship between the basic principles of sustainable development and SEA is revealed. The expediency of integration of strategic ecological assessment into sustainable development of the territory is substantiated. Prospects for the elimination of negative environmental consequences from the implementation of the proposed strategic actions with the conduct of SEA are outlined. The main tasks of SEA in the implementation of sustainable development at the local level are identified.

The success of the 2030 Agenda hinges on mobilization at the local level. The localization of sustainable development goals (SDGs) and their targets involves adapting them to local contexts. This case study of Quebec City, Canada, illustrates how the use of a systemic sustainability analysis tool can help integrate SDGs in the building of a sustainable development strategy at the local level. Our approach focuses on the use of an SDG target prioritization grid (SDGT-PG) and begins with the mobilization and training of a group of officers representing various city services. We first used an original text-mining framework to evaluate SDG integration within existing strategic documents published by the city. The result provides a portrait of existing contributions to SDG targets and identifies potential synergies and trade-offs between services and existing policies. A citywide prioritization workshop was held to assess the relative importance of SDG targets for the city. Priorities were then identified by combining the importance of the targets as viewed by stakeholders, the current level of achievement of SDG targets as determined by the analysis of existing documents, and the jurisdiction and responsibilities given to Quebec City in regard to federal and provincial legislation. We identified the main focus areas and related SDG targets. Furthermore, we observed whether actions needed to be consolidated or new actions needed to be implemented. The identification of synergies and trade-offs within the city service actions provides information on the links to be made between the different municipal services and calls for partnerships with other organizations. The use of the SDGT-PG allows the vertical and horizontal integration of the SDG targets and demonstrates how participation and inclusion facilitate stakeholders’ appropriation of the applied sustainable development strategy.

Purpose The purpose of this paper is to explore how non-host cities strategically plan to leverage pre-Games training for the 2018 Gold Coast Commonwealth Games to maximize benefits to the city. Design/methodology/approach Eight semi-structured interviews were conducted with key tourism and government stakeholders involved in developing leveraging strategies for pre-Games training in a non-host city. Interviews were conducted a little over 18 months before the 2018 Gold Coast Commonwealth Games. Findings A model of the strategic planning of leveraging pre-Games training is presented. Pre-Games training was positioned as a leverageable resource. The non-host city was well positioned to host pre-Games training given its existing sport focus and facilities and its proximity to the host city and its similar climate. Opportunities, objectives, means, and considerations were constantly developed. The city strategically targeted teams to maximize the use of the training facilities and make the most of the value of well-known athletes, while being cautious of overcrowding. The teams had to be secured before strategies were devised to achieve other opportunities and objectives. Short-term benefits included generating tourism through visiting teams and entourages and integrating visiting teams into the local community through education and sport programming. Long-term benefits included building the destination’s capacity and reputation as a place for elite training camps and tourism. Practical implications Understanding how to develop strategies to leverage pre-Games training can inform those responsible for developing and implementing pre-Games training strategies and lead to maximizing the benefits to a city or region. Originality/value Limited research has examined the strategic planning process used to develop tactics to leverage mega-events. This study provides insight into the strategic planning process of non-host cities to increase short- and long-term benefits by leveraging pre-Games training.

Abstract Reforming cultural policy in Serbia comes into a focus after year 2000. With delegating jurisdiction on the local cultural systems, because one of the ideas is that local government and experts can recognize needs, potential and capacities for local development more clearly and comprehensively. This work deals with the challenges of cultural policy as initiators of sustainable development, where the City of Pancevo has been selected as an example of a good practice. The first part of the text deals with challenges of cultural policy on national level. When it comes to cultural policy development on the Republic level, one can say that participants in culture in Serbia contribute to improving culture every year. However, for more successful cultural policy it is necessary to approach cultural policy challenges in service of sustainable development. Ranking all challenges leads to a conclusion that it is necessary to solve problems such as financing of the institutions, lack of a strategic thinking and insufficient inter-sector, inter -department and international cooperation. The second part of the text is dedicated to the City of Pancevo, as an example of a good practice in cultural policy and sustainable development domain. During 2013. with the support of the IPA fund cross-border cooperation program, the City of Pancevo accomplished Poles of Culture project. Within that project the Center for Study in Cultural Development conducted a research of cultural needs and habits of citizens of Pancevo, cultural institutions and citizen associations within culture. The third part of the text deals with the research results of cultural needs and habits of Pancevo citizens. They represent guidelines for improving the city cultural policy. The fourth part of the text is dedicated to the cultural policy on the local level and recommendations for cultural policy improvement has been given based on the example of the City of Pancevo.

The article seeks to specify the extent to which municipal development strategies form the basis for municipality development and what determines these strategies and development processes at the local level. It discusses the following issues: the nature and objectives of local development strategies, characteristics of the development strategy in the Stara Błotnica Municipality in the Mazowieckie Voivodship, and the determinants of the municipality’s local development strategy. The considerations herein suggest that the foundation for actions and the use of its resources is provided, on the one hand, by its multifunctional development and, on the other, by sustainable development, relying chiefly on its resources and support from various aid funds, in particular the European Union funds. The municipal development path is set in line with the socio- -economic policy implemented by higher levels, namely the EU, Poland, the Mazowieckie Voivodship and the Białobrzeski District. Task performance requires financial outlays that exceed the municipality’s budget, which proved to be a barrier to full implementation of the strategy. The article was prepared on the basis of related literature as well as documents and materials concerning the Stara Błotnica Municipality in the Mazowieckie Voivodship.

The article analyzes the structural guidelines for the modernization of the domestic agricultural machinery industry, which are formed in the aspect of a new development model; some types of machine-building products that are innovative in nature. Separate tasks of digitalization for the development of production of unmanned vehicles are considered. It is concluded that in order to seriously promote the structural modernization of agricultural machinery enterprises, it is necessary to give priority to the development strategy of enterprises, which should be based on clear development guidelines for the long-term period.

The strategies for sustainable development have been included in the medium and long term plan of 2010 for national economic and social development. Protecting the environment is the most important prerequisite and safeguards for the sustainable development strategy. In the study, we described the history of the environmental problems in the world, the proposal and implications of sustainable development, and outlined the dialectical relationship of development with the environment. The environmental protection measures for sustainable development were proposed here, according to the environmental situation severely affecting its biophysical environment.

Рассмотрены подходы к оценке потенциала устойчивого развития посредством рейтингов устойчивого развития, в разрезе отдельных направлений оценки. Показано, что именно интегрированные формы предприятий обладают повышенным потенциалам устойчивого развития в разрезе экономической, экологической и социальной его составляющих. Проиллюстрирована важность направленности стратегии развития на устойчивое развитие в условиях современной неопределенности. The paper examines the problems of sustainable development of integrated forms of industrial enterprises through the prism of the triune concept. We consider approaches to assessing the potential of sustainable development through sustainable development ratings, in the context of specific areas of assessment. We show that it the integrated forms of enterprises have an increased potential for sustainable development in the context of its economic, environmental and social components. We illustrate the importance of focusing the development strategy on sustainable development under modern uncertainty.
