The objective of the paper was to present current theoretical findings in the area of strategic management of small and medium-sized enterprises (SMEs) in the Visegrad Four (V4) countries. Within the stated objective, the weight of individual strategic management factors was quantified and trends in the Czech Republic were compared with other V4 countries. Empirical research was conducted between October 2019 and March 2020 in V4 countries by means of an online questionnaire. The overall number of accepted questionnaires was as follows: Czech Republic (CR): 454, Slovak Republic (SR): 368, Poland (PL): 364, and Hungary (HU): 399. Questionnaires were completed by company owners and top managers. The empirical research provided several interesting findings. On the one hand, SMEs confirmed that strategic management is an important part of corporate management; on the other hand, strategic management is not implemented in the everyday life of SMEs and is not implemented through action plans and programmes. The level of agreement with the statement that quality strategic management improves the competitiveness of enterprises and their stability in domestic and foreign markets was not very high. Not surprisingly, SMEs have significant weaknesses in monitoring and personal risk management. The research results point to the need for increasing the level of strategic risk management in the segment of SMEs, which is an important factor in improving their competitiveness in a globalizing economic environment.

The major findings of the study reveal that majority of the firms in both the countries use strategic management as an integral part of corporate governance and believe that strategic management usage improves the competitiveness of the firms and its stability in domestic and foreign markets. Another interesting finding reveals that the business sector is not a statistically significant factor in evaluating the sources of strategic risk, found from the firms of both countries. The paper adds to the existing literature of SMEs, investigated the use of strategic management tools for their sustainability and competitiveness. As the key aspects of strategic management are much used in large size organization but less explored in the smaller segment. The outcome of the study can help to understand the SMEs’ attitude towards strategic management usage. It is very useful for long term survival, stability, and expansion, as both countries’ economy is heavily depending on the SMEs.

Although risk is an essential element of the business landscape and one of the more widely researched topics in business, there is noticeably less scholarship on strategic risk. Business risk literature tends to only delineate characteristics of risk that are operational rather than strategic in nature. The current operational risk paradigm focuses primarily on only two dimensions of risk: the probability of its occurrence and the severity of its outcomes. In contrast, literature in the natural and social sciences exhibits greater dimensionality in the risk lexicon, including temporal risk dimensions absent from academic business discussions. Additionally, descriptions of operational risk included minimal linkage to strategic outcomes that could constrain or enable resources, markets, or competition. When working with a multidimensional model of risk, one can adjustment the process of environmental scanning and risk assessment in ways that were potentially more measurable. Given the temporal dimensions of risk, risk management cannot always function proactively. In risk environments with short risk horizons, rapid risk acceleration, or limited risk reaction time, firms must utilize dynamic capabilities. The literature proposes multiple approaches to managing risk that are often focused on single challenges or solutions. By combining a strategic management focus with a multidimensional model of strategic risk, one can match risk management protocols to specific strategic challenges. Lastly, one of more powerful dimensions of risky events is their ability to differentially affect competitors, changing the basis of competition. Risk need not solely be viewed as defending against potential losses; many risky occurrences may represent new strategic opportunities.

Abstract The article analyses the problems of strategic governance and strategic management of the Czechoslovak Government, as well as the Government of the Czech Republic in the years 1989-2016. It seeks the causes and factors that have caused the low levels of strategic governance and strategic management at the level of the ministries of the Czech Republic. It examines the problem from genetic and historical perspective, and from the organizational and human capacity to exercise strategic governance. The study is based on two pieces of empirical research within the ministries of the Czech Republic. It identifies the main cause of failure of strategic governance and strategic management at the level of the central government of the Czech Republic. These include, in particular, the persistent distrust of the ideas of strategic governance and strategic management held by the right-wing governments and the generally low capacity of governments of the Czech Republic to engage in strategic governance. The organizational structure of the central state administration lacks the strategic units that generate ideas for supporting strategic governance. The empirical research of the ministries of the Czech Republic also revealed that policy workers in Czech ministries dedicate a large proportion of their work time to operational and administrative activities at the expense of analytical and strategic activities. The changes require implementation of reforms within the public administration, which (among other things) will eliminate the existing causes and inhibiting factors regarding the lack of strategic governance in the Czech Republic.

Despite the increasingly strong paradigm of management, which is especially visible in the corporate management sector, there have been changes in the perception of strategic management and decision-making. An important indicator of this process is the level or the application of managerial competencies in practice. Extensive research, which was started by the Department of Management of the Institute of Technology and Business in České Budějovice in 2016, and is still going on, has shown the lack of literacy of managers in this field, especially in the case of older managers. From the perspective of objective scientific knowledge, it can be stated that in scientific and research terms, there is a significant deficit in the corporate sector; the transfer of new knowledge in practice is stagnant or non-existent. This makes the situation all the more urgent, as managers who possess knowledge of this issue consider their knowledge to be obsolete and only partly applicable in terms of their needs for business management. The basic prerequisite to remedy this unfavourable situation consists in knowing the actual situation of individual companies of various sizes and the sectors of the national economy. The submitted contribution presents partial results in terms of the knowledge and application of internal and external strategic analyses by companies operating in the Czech Republic. The research included a set of 456 companies from the entire Czech Republic (109 micro-companies, 140 small companies, 124 medium-sized companies, and 83 large companies). The results revealed a critical state in terms of managerial competencies and skills in companies in the Czech Republic concerning the knowledge and application of strategic situation analysis methods. More than 50% of managers appeared to have only minimum knowledge of this issue.
