Agricultural extension system plays a crucial role in increasing agricultural productivity and farm income, strengthening food security, improving rural livelihoods, and promoting agriculture as an engine of rural economic growth. In India, a Central Department of Agriculture was established after the Orissa famine during 1866. Department of Agriculture in Bihar was established in 1912 after separation of Bihar from Bengal. After independence, several programmes like IADP, IAAP, HYVP etc were implemented in Bihar, which fetched good results. Later on, Training and Visit approach of extension was also implemented which was subsequently replaced by NATP. Currently, pluralistic extension services in Bihar is prevailing which includes central and state Government agencies, ICAR, KVKs, SAUs, NGOs and private sector organizations. Despite all the efforts, transfer of technology programmes are yet to achieve desired success. Duplication of extension services is being observed as many agencies work in same set of selected villages. Recently, using Agriculture Road Map of Bihar, Government has launched several agricultural development programmes for transfer of modern agricultural technology, which may likely to improve access of farmers to modern agricultural technology. To make extension more pragmatic, some of the activities including supply of quality inputs and market linkage of the produce should be the part of core extension programme.

The unemployment rate in Nigeria and other Sub Saharan African countries keep surging year after year despite the need for human resources in several sectors. Nigeria records a large number of young graduates from tertiary institutions most of whom find it difficult to get white collar jobs. Despite this ongoing, human resource which is needed for economic development remains under exploited. Young people have a sense of responsibility which makes it easy for them to take up opportunities that will lead to individual and societal development. Unemployed youths who have interest in agriculture and the extension system can be recruited into this sector to achieve sustainable agricultural and rural development in these areas. Capacity development is essential in this scenario to absorb these group of people into the agricultural sector, thus, reducing employment rate. Unqualified young persons can carry out the functions or duties of agricultural extension advisory services if their technical and knowledge skills in line with the subject matter is developed.

Bekasi regency as one of the mainstays of agriculture of West Java province is one area that can not escape from the problems of human resource development of agriculture that should get attention by local governments, the private sector and local communities. Many factors that cause deterioration of agriculture in Bekasi Regency, among others; not optimal function of the institution / organization of Agricultural Extension, operational techniques ranging from counseling; extension of distribution, identification of potential areas of extension, aspects of planning and implementation. The purpose of this study was to evaluate the implementation of agricultural extension in Bekasi based aspects of the functions of institutions / organizations and operational technical extension further identify potential areas of agricultural extension.The method used in this study is a qualitative method, ie by observation, interviews and observations documents.The results showed that: (1) Institutions / organizations that form the Executive Agency of Agricultural Extension as an institution is still limited motion in terms of both quantity and quality of personnel, bergaining institutions still sometimes overlaps with the Department of Agriculture. (2) There are still required the addition and improvement of facilities / infrastructure of agricultural extension services so as to improve the quantity and quality of the target areas. (3) Implementation of outreach are still many obstacles execution as their major influence on the political Pilkades, information outreach activities that still have not been absorbed by the farmer that still few farmers who take part in counseling, technology transfer and transfer of regeneration as a target of the main actors, and the synergy between the authorities village extension workers are not optimal.

<p><strong>English</strong><br />Involvement of farmers as actors to support extension activities have been underway for a long time with various approaches. In Indonesia, it started from the involvement of Kontak Tani (Advanced Farmers) in Supra Insus era, then farmer to farmer extension at P4S, as well as Penyuluh Swakarsa (Independent Extension Workers)” (in 2004), and the latest is Penyuluh Swadaya (Self-Help Agricultural Extension Workers) since 2008. The existence of self-help farmer extension workers are recognized since the enactment of Law No. 16/2006 on Extension System of Agricultural, Forestry and Fisheries. However, even though it runs nearly 10 years, the development of the role of self-help farmer extension workers is not optimal. This paper is a review of various posts including the recent research on self-help farmer extension workers and it aims to study the potential and problems of self-help farmer extension workers. It shows that the self-help farmer extension workers have a self-help capabilities and distinctive social position and they have to get right role. Appropriate support should be given to self-help farmer extension workers as the agricultural extension worker in the future and it must be distinguished between the government and private extension workers. </p><p> </p><p><strong>Indonesian</strong><br />Pelibatan petani sebagai pendukung dan pelaku langsung dalam kegiatan penyuluhan telah berlangsung cukup lama dengan berbagai pendekatan. Di Indonesia, hal ini dimulai dari pelibatan kontak tani pada era Bimas sampai Supra Insus, lalu pendekatan “penyuluhan dari petani ke petani” (farmer to farmer extension) di P4S, serta pengangkatan penyuluh swakarsa (tahun 2004), dan terakhir penyuluh swadaya (sejak tahun 2008). Keberadaan penyuluh swadaya diakui secara resmi semenjak diundangkannya UU No. 16 tahun 2006 tentang Sistem Penyuluhan Pertanian, Kehutanan dan Perikanan. Namun, meskipun sudah berjalan hampir 10 tahun, perkembangan peran penyuluh swadaya belum optimal. Tulisan ini merupakan review dari berbagai tulisan termasuk penelitian tentang penyuluh swadaya terakhir, untuk mempelajari potensi dan permasalahan penyuluh pertanian swadaya saat ini. Ditemukan bahwa penyuluh swadaya memiliki kapabilitas dan posisi sosial yang khas, sehingga batasan perannya mestilah diberikan secara tepat. Dukungan yang tepat harus diberikan kepada penyuluh swadaya sebagai sosok penyuluh pertanian yang strategis di masa mendatang, yang mesti dibedakan dengan penyuluh pemerintah dan penyuluh swasta.</p>

Over two-thirds of the world's poorest people are located in rural areas and engaged primarily in agriculture and agricultural-related activities for their livelihood. Therefore, the future of most underdeveloped and developing nations depends on agriculture. Most African Countries have agricultural dependent economies that are hinged to rain-fed agriculture and based on smallholdings. These countries are referred to as countries with emerging economies and characterized as having low to middle per capita income and represent 20% of the world's economies. This chapter discusses; concepts of agricultural extension methodologies assessed from past to present, appropriating extension methodologies to encourage agricultural development, identifying roles of agricultural extension activities in agricultural development and factors influencing the choice of appropriate extension methodologies in emerging economies. It concludes with the constraints to sustainable agricultural development and extension methodologies which if removed will have the potential for progression towards economy development. Developing countries should fashion a sustainable extension system that will be socially acceptable and culturally compatible, economically viable and environmentally friendly.

The Indian Agriculture has been an area with varied challenges. This sector is responsible for the growth rate and generating a per capita income. This sector generates a whopping 28% of the total GDP of India and over 15% of the total exports. The usage of Internet and phone technology can fill these gaps to a large extent. A continuous two way interaction among the farmers and agricultural scientists will ensure agricultural extension. A landmark step was taken on January 21, 2004 when the Department of Agriculture & Cooperation, launched Kisan Call Centers (KCC) with the help of the extensive telecom industry to deliver extension services to the farming community. The main purpose of these call centers is to answer the queries raised by the farmers in their local language, on continuous basis. At present the Kisan Call Centers are running from 14 locations all over India. In this chapter, we are trying to analyze how this strategy to help the farming community was introduced and how it is being implemented.
