Bekasi regency as one of the mainstays of agriculture of West Java province is one area that can not escape from the problems of human resource development of agriculture that should get attention by local governments, the private sector and local communities. Many factors that cause deterioration of agriculture in Bekasi Regency, among others; not optimal function of the institution / organization of Agricultural Extension, operational techniques ranging from counseling; extension of distribution, identification of potential areas of extension, aspects of planning and implementation. The purpose of this study was to evaluate the implementation of agricultural extension in Bekasi based aspects of the functions of institutions / organizations and operational technical extension further identify potential areas of agricultural extension.The method used in this study is a qualitative method, ie by observation, interviews and observations documents.The results showed that: (1) Institutions / organizations that form the Executive Agency of Agricultural Extension as an institution is still limited motion in terms of both quantity and quality of personnel, bergaining institutions still sometimes overlaps with the Department of Agriculture. (2) There are still required the addition and improvement of facilities / infrastructure of agricultural extension services so as to improve the quantity and quality of the target areas. (3) Implementation of outreach are still many obstacles execution as their major influence on the political Pilkades, information outreach activities that still have not been absorbed by the farmer that still few farmers who take part in counseling, technology transfer and transfer of regeneration as a target of the main actors, and the synergy between the authorities village extension workers are not optimal.

In its silo-building campaign the Department of Agriculture and Commerce and the Agricultural Extension Service fieldmen have often been asked to make recommendations about the relative benefits of the roof in tower silos and the use of cover in trench silos. The problem arose when a local firm began constructing roofless silos, and the cost of covering the material in big trench silos began to be considered, as well as the removal of that cover when the silage was to be used. An experiment was conducted to determine whether it was necessary to cover the trench silos, and whether the roof was necessary in tower silos, judging from the extent of top spoilage and the general quality of the edible portion. The findings apply, of course, under Puerto Rican conditions. Covering is necessary for trench silos. So much surface is exposed that the resulting top spoilage is very large if the contents are not protected. According to the results obtained in this experiment a roof is not necessary for tower silos; no better quality silage and no less top spoilage were obtained by its use. If unloading equipment is to be used, though, a roof will protect such equipment. Another fact to be considered is the following: It was found in the work reported here that the absence of a roof permitted filling the silo up to the edges, and also a more thorough trampling of the material. The same results can be obtained with domed roofs. Flat roofs will not permit a thorough trampling of the material up to the edges because men cannot work inside the silo at that level.

<p>Agribusiness development in Banyuwangi growing supported by the agricultural extension. The role of agricultural extension is needed by communities and farmers. Therefore, strategies are needed to improve its performance, especially with the implementation of the difference between the central government and local governments (regional autonomy). Research related to strategies for improving the performance of agricultural extension workers, especially in Banyuwangi has been done by first analyzing the factors that affect the performance of the extension, which is then analyzed more in depth with the IE method, SWOT and QSPM and eventually obtained agricultural extension strategies for improving performance. The results showed that the strength factor is the suitability of a high enough salary, weakness factor is the lack of monitoring of the performance of agricultural extension, chances are the interest factor be enough agricultural extension, the threat factor is the lack of agricultural extension PNS. Strategic priorities for performance improvement of agricultural extension is the need to evaluate the performance of agricultural extension monitoring periodically, the second priority is additional quota admission counselor civil servants, the third priority the strengthening of IT, the fourth priority intensification of agricultural extension training programs to improve the performance of the performance competencies of agricultural extension, the fifth priority the improvement of cooperation among government agencies to integrate all of the work program for the right target, and the sixth priority poktan role to participate in the establishment of monitoring the performance of agricultural extension. While the managerial implications in the development of agribusiness, there are three themes, namely human resource development extension agent, performance evaluation, and monitoring the performance of agricultural extension.</p><p>Keywords: The performance of the agricultural instructor, Banyuwangi agribusiness development, strategic priorities,managerial, implication</p>

Algae and bacteria blooms in eutrophication in summer have made the quality of landscape water degradation. Treatment efficiency of potassium monopersulfate compound, a new kind of oxidation reagent, on killing algae and bacteria has been valued and the effect of influence factors, such as dosage, contact time and temperature are also discussed. The results indicated that potassium monopersulfate is appropriate for killing algae and bacteria in landscape water, dosage and contact time are the major influence factors. The contact time should be longer than 20min and the algicidal rate is higher when the temperature is above 20°C.

Ensuring the economic security of municipalities is one of the key conditions for stable socio-economic de-velopment of the region. Recently, intraregional differentiation of territories has been growing, which increases the risk of the formation of negative factors that reduce the quality of life of the population. In order to neutralize and prevent acute social and economic problems, constant monitoring of the current state of the municipal econ-omy is necessary. As such a management tool, a rating assessment of the economic security of municipalities in the region can be used. The ranking of territories allows you to visualize the relative advantages and disadvantages of the development of territories. In addition, a systematic comparative analysis of controlled socio-economic pa-rameters will allow regional authorities to evaluate the results of the activities of local governments and improve the effectiveness of regional socio-economic policy. The article proposes a methodology for rating the economic security of municipalities, during which it is possible to visually assess the depth of the threats studied at the level of each territory. To this end, the proposed methodology is based on a system of indicators that identify the main problem areas of the socio-economic condition of the territories. To form the rating, the studied indicators are normalized and integral indices characterizing the level of economic security of municipalities are calculated. The methodology proposes criteria for assessing the level of municipal economic security (high; above average; aver-age; crisis; critical). According to the results of the study, a rating of municipal districts of the Khabarovsk Terri-tory was compiled. The study showed that the territories of the region are characterized by an unstable socio-economic condition. The leading positions in the rating are occupied by areas with an average level of economic security. Most municipal districts of the region have a crisis level of economic security, which provides for the de-velopment of a set of measures aimed at eliminating existing problems.

The problem with the low quality of financial reports in local governments is the reason this research was conducted. This research was conducted with the aim of analyzing the use of information technology on the quality of financial reports by considering the internal control system (SPI) factor. The location of this research is in the Karisidenan Surakarta area which includes 6 districts and 1 city. The population of this research is all state civil servants (ASN) in local governments who work in accounting. The sampling technique was using purposive sampling method. The results showed that the use of information technology had a positive effect on the quality of financial reporting in local governments, while the internal control system moderated the effect of the use of information technology on the quality of financial reporting in local governments.

The impact of Globalization creates a competitive horizon with new markets, new products, new mindsets, new competencies, and new ways of thinking about business. As an outcome of this, the market places become more complex, uncertain, competitive, and transformational. In this era, the major challenge faced by any organization is to maintain a peaceful as well positive culture and climate inside the organization. The human resource development climate of an organization plays a significant role in ensuring the competency, motivation, and development of its employees. Here the term climate denotes the quality of the internal environment. It influences morale and the attitudes of the individual toward his work and his environment. Culture refers to the deep structure of organizations, which is rooted in the values, beliefs, and assumptions held by organizational members. The study was aimed to analyze the Human Resource Development culture and climate of chemical-based public sector enterprises in Kerala. The results indicated that the Human Resource Development climate in an organization is average and the perception of employees regarding Human Resource Development culture and climate does not differs significantly based on age, job approval status, and qualification. But it differs significantly based on gender and experiences.

PurposeThe purpose of this study is to explore the availability of information on law enforcement websites in the state of Wisconsin.Design/methodology/approachThe study conducted a content analysis of all 179 county and municipal local law enforcement agency websites within Wisconsin. The authors then implemented a comparative analysis that explored whether the quantity and quality of information available on law enforcement websites are similar to those of local governments and school districts. The authors then estimated models to test whether there is a relationship between the population size served and gender distribution of law enforcement departments to the availability of information on law enforcement websites.FindingsLaw enforcement websites contain a noticeable lack of information. The finding is even more apparent when comparing law enforcement websites to the websites of local governments and school districts. Finally, the authors show a positive link between information sharing on law enforcement websites and the proportion of the civilian staff at an agency that are women.Originality/valuePast studies that reviewed the make-up of law enforcement websites analyzed large law enforcement departments rather than local law enforcement departments, which notably represent the majority of most law enforcement departments. The authors also explicitly demonstrate that the commitment to information sharing is lagging within law enforcement websites compared to local-level governments. Future scholarship and law enforcement departments may benefit from exploring the employment of female civilians.

The Quality of Life of Suburbanities: A Case Study of the Gdańsk Agglomeration The article explains the meaning of the concept of ‘quality of life’, placing emphasis on its subjective dimension. As the concept is more and more discussed in the literature, the author intends to examine the satisfaction within public spaces for which local government is responsible. According to research made in Canada it is worth measuring not only satisfaction as such but also the importance of its constituent dynamics. Therefore, a survey made in the suburbs of the Gdańsk agglomeration asked respondents about their satisfaction with public transport, roads, environment, etc., including questions about the relative importance of such issues. The combination of satisfaction and importance provide the overall quality of life. At the end of the paper the author considers if there is a chance to improve the quality of life through a brief analysis of local governments expenditure.
