Children's age is a golden age, so it is very important to pay attention to their development. Especially if there is a suspicion that his growth and development is different from children his age. The purpose of this research is to develop an instrument for early detection of growth and development of children with special need. The research design was Research and Development carried out in 2 stages. The first stage was identifying the DDTK instrument from the SDIDTK and Denver II manuals and then conducting FGDs with 70 participants. The second stage is test results development of 30 parents and their children with special needs to get recommendations on the results of instrument development. Methods to identify children with special needs by means of observation, interviews, documentation, orders and a combination of 3 methods. Data analysis using descriptive analysis, validity test and using product moment and reliability using Alfa Chronicle. There are eight questionnaires to detect blind, deaf, mentally retarded, disabled, disabled, autistic, ADHD and special intelligent. The development of this instrument has the addition of aspects of behavior and physical appearance that exist in children. The development of instruments for early detection of development of children with special needs consists of 8 questionnaires. The results of the instrument trial showed good results and the opinion of special school teachers and ABK therapists was very positive with the development of this instrument so it is recommended to be disseminated to posyandu cadres, the community and health workers.

Every child had the rights to survive, grow, and well develop to perfect adulthood.However, many children with special needs were factually ignored by their families even theywere often considered as family’s disgrace. The government, through midwives, could play arole in minimising the risks experienced by children with special needs by doing stimulation,early detection and intervention to child’s growth disruption.This research usedsocio‐legal approach with the analytical‐descriptive specification. Primarydata were obtained from interviews with Head of Health Centers (Puskesmas) of Mergangsan,Jetis and Tegalrejo beside with midwives, integrated service post (posyandu) cadres, and fiveparents of children with special needs. Secondary data were obtained from books and legalmaterials related to the research. The data were then qualitatively analysed.The results showed that the three Health Centers (Puskesmas), namelyMergangsan, Jetis andTegalrejo, had implemented the Health Minister’s Regulation Nr. 66 of 2014. The HealthCenters had programs having relations with child’s growth that was SDIDTK (stimulation, earlydetection and intervention of growth disruption). Midwives had performed their roles instimulation, early detection and intervention of growth disruption thorough examination thatwas monthly conducted together with posyandu’s activities at the Health Centers.Supporting factors of the monitoring implementation of a child’s growth, development anddevelopment disruption included health care facilities, adequate human resources (healthworkers), affordable posyandu’s costs and cross‐sectorial cooperation. The inhibiting factorswere low‐income family’s supports, unfavourable social and economic conditions and mother'sknowledge that remained poor.

The first important level for early detection is the early childhood education level. Early childhood teachers become agents who play a major role of early detection. Problems that occur due to late diagnosis of children with special needs often lead to learning and behavioural problems. If not handled properly, these disturbances will continue to the next level of further education. Knowledge of various types of disorders and early intervention in children with special needs must be the responsibility of early childhood education teachers to reduce the negative effects of any disruption that may occur. In order to assist teachers in early detection, this paper presents a study related to various developmental disorders that occur in children with special needs and the skills, techniques and steps that are needed for early detection. </span></p></div></div></div>

Abstrak:   Modalawal pola penanganan untuk anak berkebutuhan khusus karena memerlukan persiapan yang berbeda dengan anak normal pada umumnya. Melalui deteksi dini dan intervensi dini bahasa bicara anak-anak keberadaan tentang pola perkembangan yang berbeda dan mengarah pada kebutuhan khusus dapat diketahui serta diberikan intervensi dini (earlyintervention) bahasa bicara. Untuk itu perlu di berikan pelatihan bagi guru-guru SLB Muhammadiyah Pauh IX Padang tentang teknik mengidentifikasi dan cara memberikan layanan yang akomodatif terhadapanak berkebutuhan khusus yang menggalami gangguan bahasa bicara.     Abstract:   The initial capital of the handling pattern for children with special needs because it requires different preparation from normal children in general.Through early detection and early intervention, children's speech language, the existence of different developmental patterns leading to special needs, can be identified and given early intervention in speech language.For that we need to provide training for teachers SLB Muhammadiyah IX Padang Pauh on identifying techniques and how to provide services that accommodate the special needs of children who have speech language disorders.

ABSTRAK Penelitian ini dilatarbelakangi oleh adanya pendidikan yang diperuntukkan bagi semua anak, termasuk anak berkebutuhan khusus. Anak berkebutuhan khusus memiliki karakter yang berbeda-beda, khususnya slow learner dalam pembelajaran mengalami keterlambatan dalam memahami materi. Oleh karena itulah diperlukan peran orangtua dan guru pembimbing khusus untuk membantu memberikan pendidikan yang lebih baik sesuai dengan karakternya. Rumusan masalah penelitian ini yaitu bagaimana peran orangtua dan guru pembimbing khusus kepada slow learner di SD Negeri 5 Arcawinangun. Tujuan penelitian ini yaitu untuk mengetahui peran orangtua dan guru pembimbing khusus kepada slow learner di SD Negeri 5 Arcawinangun. Jenis penelitian ini yaitu penelitian kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dokumentasi dan triangulasi sumber. Hasil penelitian ini menunjukan bahwa terdapat beberapa peran orangtua yaitu meliputi: orangtua sebagai pendamping utama, orangtua sebagai advokat, orangtua sebagai guru, orangtua sebagai diagnostian. Serta peran guru pembimbing khusus yang meliputi: merancang dan melaksanakan program kekhususan, melakukan identifikasi, asesmen dan menyususn program pembelajaran individual, memodifikasi bahan ajar, melakukan evaluasi, dan membuat laporan program dan perkembangan anak berkebutuhan khusus. Dengan peran peran tersebut, maka sebagian besar anak berkebutuhan khusus di SD Negeri 5 Arcawinangun dapat memberikan layanan dengan baik. Saran untuk penelitian ini orangtua senantiasa mendorong anaknya untuk belajar bersungguh-sungguh di rumah dan di skolah, serta menyediakan fasilitas belajar yang mendukung perkembangan pendidikan bagi anaknya. Kata Kunci: peran guru pembimbing khusus, peran orangtua, slow learner   ABSTRACT Background of the study was the existence of education aimed at all children, including children with special needs. Children with special needs have different characters, thus affecting their learning achievement. Therefore, the role of parents and special tutors were needed to help them improve learning achievement. The research question of this research was how the role of parents and special guidance teachers towards learning achievement of children with special needs in SD Negeri 5 Arcawinangun. The focus of this research was the role of parents and special guidance teachers on learning achievement of children with special needs in grades 1, 2 and 3 of SD Negeri 5 Arcawinangun. The purpose of this study was to determine the role of parents and special guidance teachers on the learning achievement of children with special needs in Arcawinangun 5 Public Elementary School. This type of research was qualitative research with a case study approach. Technique of data collection was observation, interviews, documentation and source triangulation. The results of this research indicated that there were several roles of parents, namely: parents as the main companion, parents as advocates, parents as teachers, parents as diagnostics. As well as the role of a special mentor teacher which includes: designing and implementing specific programs, identifying, assessing and arranging individual learning programs, modifying teaching materials, evaluating, and making program reports and development of children with special needs.With this role, most of the children with special needs in SD Negeri 5 Arcawinangun can improve their learning achievement well.Suggestions of this research were parents always encourage their children to study seriously at home and at school, and provide learning facilities that support the development of education for their children.
