Industry cluster is frequently mentioned in the literature of the regional economic development, but there are a few studies about identifying competitive clusters in the region. For this reason, the paper approaches cluster analysis for identifying competitive clusters in Central Vietnam. From location quotient and shift-share analysis, the result reveals that tourism cluster is a competitive cluster for the regional economic development. Then, the study develops the tourism cluster in central Vietnam that includes tourism cluster profile, tourism production network, and tourism value chain. Moreover, the study result provides a basic framework for industry cluster analysis that help policy makers and economic developers to understand economic activities, characteristics of competitive cluster and supranational characters in the regional economy, then deliver strategy and policies for tourism cluster development of Central Vietnam.

In current business environment we need to search new tools of state industrial policy. World and domestic experience, as well as theoretical studies confirm that the use of cluster approach to promoting the development of integrated economic systems contributes to improving the competitiveness of industries, regions and country as a whole. The aim of this study is to analyze the conceptual foundations of cluster creation in the forest sector of economy of Sverdlovsk region taking into account of the essential features of economic and technological reality, and the current state of the state of cluster policy. The analysis of the legal framework helped to identify the forms of state support for cluster formations and their requirements and their specialized institutions to obtain official status. The study identified six currently existing regional forestry clusters. Formed clusters will contribute to the development of the industry, but their number is insufficient to improve the competitiveness and innovative development of forest sector economy as a whole. Timber industry complex of Sverdlovsk region has significant potential to increase its contribution to economic development of the region. Development opportunities of the forestry sector are explained by the presence of established infrastructure, logging and timber processing, and significant resource base of the industry. There are enterprises of forestry, pulp and paper, wood processing, wood chemical industry in the region. Sverdlovsk region has a number of problems that would be mitigated and partially solved through the establishment of timber industry cluster. In this work, the structure of the regional wood industry cluster is suggested, the assumptions and risks of its creation are analyzed, the composition of the participants of the "core" of the cluster is substantiated. The most appropriate mechanisms of state support and quantitative performance indicators of the cluster are offered to ensure the efficient operation and further development of the cluster.

The purpose of the study is to show the economic transformation impact on solving the problems of modernization of the socio-economic sphere of the mineral resource industry cluster operating in the mining region. The object of the research is the mineral resource industry cluster as a center of interaction between state, science, education and business for the implementation of innovative scientific, technical and socio-economic projects. The subject of the article is socio-economic relations concerning nature, focused in the mineral resource industry cluster of the mining region. The problems of sustainable development and modernization of the mineral resource industry cluster of the mining region are considered in terms of the socio-ecological-economic approach methodology, taking into account the economic transformation in the cluster, which ensures the scientific novelty of the study. The scientific merit of the study is the determination of the impact of the change in the types of economy on solving the problems of modernization of the socio- economic sphere of the cluster, based on the parity of nature and the economy in the mining region. It has been shown that clustering involving the potential of a world-class regional scientific and educational center is an effective mechanism for such modernization. The practical relevance of the study lies in the fact that its results can be used to clarify, taking into account the proposed approach, the state strategy of support and development of clusters, as well as regional cluster policy.

The lack of normative regulation for the procedures of creating cluster partnerships in Ukraine, their organizational and legal forms as well as the government support instruments triggers a critical need to explore successful international experience, of the EU countries in particular. The purpose of this article is to provide insights into the best European practices in developing initiatives, programmes and platforms to support cluster partnership schemes. The study employs general scientific research methods, in particular, the method of logical generalization and statistical analysis to investigate the neighbouring countries of Ukraine that were awarded with the ECEI Label by the European Secretariat for Cluster Analysis (ESCA). It is emphasized that most European countries have developed and continue to develop and improve their cluster policies and programmes to support their national economy competitiveness and create new jobs. At the level of the European Union, methodology and tools for national innovation development were introduced in the early 1980s. Cluster policy support programmes have been launched since the late 1990s. Currently, to ensure the core principles of the cluster partnership development, the EU policy is focused on improving the environment for the effective cluster operation in all member states, as well as on supporting their internationalization. Although country-specific programmes to enhance cluster partnerships have different priorities and implement a vast range of diverse tools, they all pursue the same goals: they seek to provide appropriate support and meet the needs of all cluster partnership actors along with improving the environment for sustainable national development. Among the analysed programmes and platforms, this paper is focused on the European Secretariat for Cluster Analysis (ESCA) which contributes to the improvement of skills, competencies and practices in cluster management within the cluster partnership framework. The information presented on the ESCA platform demonstrates that currently more than 1100 cluster partnerships from 45 countries have been tested for and / or awarded with the BRONZE quality mark, about 130 gained SILVER and over 100 were awarded with GOLD quality mark. The study also provides cluster analysis of Ukraine's neighbouring countries that quality marks for effective cluster partnership management. Among such countries the leader is Romania – 81 clusters have received quality marks. To date, the European Initiative has recognized three ECEI quality marks as a reliable International Standard for Cluster Partnership Management. The findings reveal that the EU experience in supporting cluster partnerships is relevant for other countries seeking to boost their innovative development, this also refers to Ukraine in particular, where, to a great disappointment, there are yet no legal regulations to support and develop cluster partnerships.

City-based industry clusters represent the nodes of economic productions as well as lays the ground for policy experimentation. The popularity of clusters as a concept is attributed to the positive effects of contiguity it offers to all the constituting firms. Despite this notable fact, in India, citybased industrial clusters have failed to achieve attention for policy per se. By and large, the policy thinking has primarily remained focused either to the industry classification or to the geographical state boundaries or by the nature/size of the firms. This article organizes the discussion in the context of the key theme of cluster-based schemes and policy implementation in India. In order to ascertain the doctrine of a distinct policy aimed at clusters, Kendall’s Tau test was conducted on a sample of 126 firms belonging to four industry clusters. The result of the study suggests that in India, there exists sufficient scope for local city-based industry cluster policy. The article concludes by suggesting a few recommendations.
