The Central Highlands is an area with a large community of ethnic minorities to be living. In the process of integration into the world economy, community tourism are one of the economic sectors that are interested in developing in our country in general and the Central Highlands area in particular.Although the activity has not been long, but it can be said that tourism and community tourism are the basis and premise to contribute to the socio-economic development of the Central Highlands; contribute to restoring many traditional cultural values of ethnic groups. For a variety of subjective and objective reasons, tourism activity and community tourism have affected ethnic lifestyles, customs and culture in both positive and limited ways. This is an issue that needs to be considered for research, with practical implications for sustainable tourism activities to create momentum for economic development and cultural preservation of ethnic groups in the Central Highlands area in the period of accelerating industrialization, nationalization and international economic integration.

Kon Tum is not only a countryside with many revolutionary traditions but also a land of multi-ethnic cultural identities with 28 ethnic groups living together, in which ethnic minorities account for over 53% with 7 ethnic groups in the locality, including Xo Dang, Ba Na, Gia Rai, Gie Trieng, Brau, Ro Mam, Hre (Hre) [2, p.1]. Each ethnic group has its own traditional cultural identity, which has been handed down through generations. Cultural values such as language, writing, festivals, architecture, traditional costumes, etc. create the unique value of each community, are the link that connects each individual in the community, and also are the door to exchange, develop and integrate with other communities. Ba Na ethnic culture is an important component in the rich Kon Tum culture, imbued with national identity. Through the process of researching and surveying the opinions of artisans, village elders and experts on the Ba Na ethnic group in Kon Tum province, we found that the culture of ethnic minorities in the Central Highlands in general and Ba Na ethnic group in Kon Tum province has the basic characteristics of forest culture, upland farming culture, and gong culture. Research on leadership competencies in application of information technology in teaching in lower secondary schools in general and especially in ethnic minorities boarding lower secondary schools in the Central Highlands region in particular is very important and necessary. However, up to now, there has been no research on the situation of leadership capacity development in the application of information technology in teaching in the Central Highlands region’s boarding lower secondary schools for ethnic minorities.The author of the article has focused on the study of the current state of school leadership capacity, the status of leadership capacity in applying information technology in teaching at ethnic minority boarding lower secondary schools in the Central Highlands region, factors affecting leadership capacity to apply information technology in teaching at boarding lower secondary schools for ethnic minorities in the Central Highlands region and a general assessment of the status of leadership capacity development in the application of information technology in teaching in the Central Highlands region’s lower secondary schools for ethnic minorities

Lam Dong is evaluated as a potential province in socio-economic development in the Central Highlands for many years. The development speed of Lam Dong contributes significantly to the development speed of the Central Highlands and the whole country. Contributing to that growth, we must mention Lam Dong's strategy of investing in the quality of human resources. More specifically, the input of high quality human resources based on local strengths is the fast, strong and sustainable direction of Lam Dong in recent years. This paper focuses on analyzing and evaluating the quality of human resources in Lam Dong in three aspects considered to be "three specialties" of Lam Dong which are human resources in the field of high-tech agriculture and human resources. in the field of tourism services and human resources for ethnic minorities. Since then, the article proposes solutions directions in the strategy for developing human resources, especially high-quality human resources of Lam Dong in the future.

In recent years, the management staff at the ethnic minorities boarding lower secondary schools have made great efforts in leading the application of information technology in teaching. Subjects from basic subjects to specialized subjects use information technology (IT) to improve subject teaching effectiveness. Depending on the characteristics and characteristics of each subject, even each lesson, that is applied in accordance with the objectives and contents of the subject and the lesson. In general, the application of IT in teaching of ethnic minority boarding lower secondary schools teachers is shown in the following activities: Teachers use computers as text editing tools to prepare lesson plans , exam questions, tests, print documents, access the Internet to collect materials for teaching; Electronic lecture design; Organize teaching by electronic lectures in class. However, the effectiveness of IT application in teaching of ethnic minorities boarding lower secondary schools in the Central Highlands provinces is not high. Through an in-depth assessment of the current situation of leadership capacity development in IT application in teaching at ethnic minority boarding lower secondary schools, the authors of the article has proposed an effective solution system for leadership capacity development in IT application in teaching at ethnic minority boarding lower secondary schools in accordance with the human, material and financial conditions of the ethnic minorities boarding general education schools for lower secondary in Central Highlands region in the current period.

Learning the failure lesson of the national policy of Ngo Dinh Diem government, with the ambition to control the Central Highlands and block the moving path of revolutionary forces into the coastal regions of the Center and the South, the Second Republic government was seriously concerned about building up and perfecting the national policy, finding out the more practical way to apply it. From the policy “People, Harmony and Mutual Progress in National Unity” to the policy “People’s Benefit, Harmonious Society, People’s Mutual Advance”, the Second Republic government achieved certain successes, particularly in enticing Fulro’s cooperation. However, due to the low process of making policies which was even awkward and sometimes improvising, the implementation of the policies encountered several difficulties in reality when the war broke out in fierce fighting in the Central Highlands under the limitation of human resources. Thus, those policies did not meet the desire and need of the ethnic minorities of the Central Highlands. Consequently, after the Liberation in 1975, the revolutionary government had to deal with this problem.

In the past years, implementing the guidelines of the Party, Government and Ministries, from the central to local levels,especially the Central Highlands provinces have taken efforts onsynchronous implementation of solutions and resource prioritiesfor sustainable poverty reduction, focusing on ethnic minority areasand particularly difficult areas. In addition to the direct resourceinvestment, the Government also incorporates poverty reductioncontent in the socio-economic development programs and projects.Although the results of poverty reduction and hunger eradicationare achieved impressively, however, it is still not commensurate withthe potential and advantages of the Central Highlands.Until now,the rate of poor households in remote areas and ethnic minorityareas are still high. Therefore, ensuring people’s livelihood to helpthem strive to escape from poverty to be a necessary issue that cansolve the root cause of poverty among ethnic minorities in the wholecountry in general and ethnic minorities in the Central HighlandsArea in particular in the context of accelerating the industrializationand modernization of the country and international integration

Being aware of the importance of applying information technology in teaching to contribute to renovating teaching methods, district ethnic minorities boarding lower secondary schools in the Central Highlands Region have implemented many measures to promote information technology application in teaching, management and initially achieving certain results. However, the application of information technology in teaching at district ethnic minorities boarding high schools is still very difficult and therefore its effectiveness is not clear. There are many reasons for this situation, including the underlying causes of leadership capacity in applying information technology in teaching. To gradually overcome this situation, the authors of the article has conducted a survey to investigate the situation of developing leadership capacity in the application of information technology in teaching in district ethnic minority boarding high schools in the Central Highlands Region in the period from 2013 to 2018. The authors analyzed the survey results on the status of leadership capacity development in information technology application in teaching in district ethnic minority boarding lower secondary schools, the strengths sides, the weak sides and the causes of the strengths, weaknesses and issues to be posed to solve in the current period.
