External cost of road traffic, identified as the highest among traffic modes, is an important indicator of the European Union's transport policy to shift traffic off the road to a more environmentally acceptable mode. Ferry traffic generates benefits to each port of call in localities having invested in port infrastructure, and there is an interest of the local community to have their own ferry line, especially on islands. Two alternative ferry lines have been created combining maritime and road traffic on the specific route from the town of Vis to the town of Komiža and compared from the external costs standpoint. The first alternative ferry line comprises one port of call in the town of Vis, combining it with a road modality to and from the town of Komiža. In the second  alternative, the road traffic has been excluded and two ferry ports of call have been introduced, one towards the town of Vis and the other by extending the ferry voyage to the town of Komiža. The results show the model of one port of call with the integration of more road traffic on the specific route as a better solution. Despite the use of ultra-low sulphur diesel fuel on ferries, the absence of congestion in road traffic on the island of Vis and generally slow implementation of modern emission standards in maritime traffic, road traffic seems to provide a better solution as an environmentally more acceptable mode on this route.

The safety of road traffic in small towns in the Republic of Croatia is not at a satisfactory level. As proof, the safety of road traffic participants in the area of the town of Nova Gradiška and its wider environment has been studied and analyzed. The paper includes the available data in the period from 2000 to 2007. The analysis and the assessment of road traffic safety can be applied also to other towns and counties of the Republic of Croatia. Having in mind that there are 531 settlements in the Republic of Croatia (119 towns and 412 districts), out of which only 78 are larger than 10,000 inhabitants or 14.69% of the total number, which means that the analysis could be made for any settlement in the Republic of Croatia. The road traffic safety assessment was conceived according to the modified Smeed model which may be applied for any settlement or town. The road traffic safety analysis has led to the conclusion that safety of all the traffic participants is endangered. This paper provides solutions about what has to be done in order to reduce the danger to all the road traffic factors. KEY WORDS: drivers, traffic, traffic accidents, safety and small towns

The surface conditions of road pavements, including the occurrence and severity of distresses present on the surface, are an important indicator of pavement performance. Periodic monitoring and condition assessment is an essential requirement for the safety of vehicles moving on that road and the wellbeing of people. The traditional characterization of the different types of distress often involves complex activities, sometimes inefficient and risky, as they interfere with road traffic. The mobile laser systems (MLS) are now widely used to acquire detailed information about the road surface in terms of a three-dimensional point cloud. Despite its increasing use, there are still no standards for the acquisition and processing of the data collected. The aim of our work was to develop a procedure for processing the data acquired by MLS, in order to identify the localized degradations that mostly affect safety. We have studied the data flow and implemented several processing algorithms to identify and quantify a few types of distresses, namely potholes and swells/shoves, starting from very dense point clouds. We have implemented data processing in four steps: (i) editing of the point cloud to extract only the points belonging to the road surface, (ii) determination of the road roughness as deviation in height of every single point of the cloud with respect to the modeled road surface, (iii) segmentation of the distress (iv) computation of the main geometric parameters of the distress in order to classify it by severity levels. The results obtained by the proposed methodology are promising. The procedures implemented have made it possible to correctly segmented and identify the types of distress to be analyzed, in accordance with the on-site inspections. The tests carried out have shown that the choice of the values of some parameters to give as input to the software is not trivial: the choice of some of them is based on considerations related to the nature of the data, for others, it derives from the distress to be segmented. Due to the different possible configurations of the various distresses it is better to choose these parameters according to the boundary conditions and not to impose default values. The test involved a 100-m long urban road segment, the surface of which was measured with an MLS installed on a vehicle that traveled the road at 10 km/h.

Road traffic is the most used kind of transportation which has a lot of benefits. Except of these benefits, the road traffic causes a lot of negative impacts like a congestions, air pollution and noise. The proposal of European Parliament is reduction of these impacts by their inclusion to the road charges. In the annex of amending directive 1999/62ES are stated prices for congestion and external costs. If the member state wants higher amount like are stated, they have to be calculated. One element of external costs is noise costs. Noise from road transport causes health problems and has annoying effect to people. In this article, it was processed proposal of noise charges quantification, which consist of a few steps. This process was applied for quantifying noise charges with real values for Slovakia and Slovenia.

The present paper studies the bundling of road cargo flows of neighbouring seaports to a common hinterland. In specific cases, some hinterland flows can be too small to make bundling in a sufficient frequency possible. By combining the road freight flows of neighbouring ports, this problem can be solved. However, the additional cost of bundling and the loss of time need to be compensated for by a lower transport cost. The paper presents an empirical model for the 104 core Trans-European Transport Network (TEN-T) ports of the European Union (EU) and their 271 NUTS2 (Nomenclature of Territorial Units for Statistics) hinterland regions that allows identifying opportunities for bundling as well as the direct and external cost effects. By including the value of time (VOT) of each transport mode, the generalised cost is also calculated. The result is a business model that helps port authorities, and other port actors, to identify bundling projects that will lower the direct, generalised and external costs of the hinterland connectivity, thus increasing the port attractiveness for port users as well as lowering potential aversion by the surrounding community to port operations that create hinterland nuisance.

Sustainable transport, such as using inland waterway transport (IWT), represents a major pillar of the European Green Deal to reduce global warming. To evaluate the different inland transport modes (road, rail, IWT), it is crucial to know the external costs of these modes. The goal of this paper is a critical review of external cost categories (e.g., accidents, noise, emissions) and external cost calculation methods of IWT to provide ideas for future research. We identified 13 relevant papers in a literature review dealing with external costs of IWT. In a meta-analysis, the papers were assigned to the seven external cost categories: accident, noise, congestion, habitat damage, air pollution, climate change and well-to-tank emissions. The most investigated external cost categories are climate change, air pollution and accidents. Two studies were identified as the major external cost calculation methods for IWT in the abstract. Our paper shows that the data basis of IWT is significantly lower than for road/rail. The measurement of energy consumption and related emissions of IWT needs to be qualitatively and quantitatively improved and brought up to the level of road traffic, to ensure an accurate comparison with other modes of transport.

Interstation travel speed is an important indicator of the running state of hybrid Bus Rapid Transit and passenger experience. Due to the influence of road traffic, traffic lights and other factors, the interstation travel speeds are often some kind of multi-peak and it is difficult to use a single distribution to model them. In this paper, a Gaussian mixture model charactizing the interstation travel speed of hybrid BRT under a Bayesian framework is established. The parameters of the model are inferred using the Reversible-Jump Markov Chain Monte Carlo approach (RJMCMC), including the number of model components and the weight, mean and variance of each component. Then the model is applied to Guangzhou BRT, a kind of hybrid BRT. From the results, it can be observed that the model can very effectively describe the heterogeneous speed data among different inter-stations, and provide richer information usually not available from the traditional models, and the model also produces an excellent fit to each multimodal speed distribution curve of the inter-stations. The causes of different speed distribution can be identified through investigating the Internet map of GBRT, they are big road traffic and long traffic lights respectively, which always contribute to a main road crossing. So, the BRT lane should be elevated through the main road to decrease the complexity of the running state.

Many people lose their life and/or are injured due to accidents or unexpected events taking place on road networks. Besides traffic jams, these accidents generate a tremendous waste of time and fuel. Undoubtedly, if the vehicles are provided with timely and dynamic information related to road traffic conditions, any unexpected events or accidents, the safety and efficiency of the transportation system with respect to time, distance, fuel consumption and environmentally destructive emissions can be improved. In the field of computer and information science, Vehicular Ad hoc Network (VANET) have recently emerged as an effective tool for improving road safety through propagation of warning messages among the vehicles in the network about potential obstacles on the road ahead. VANET is a research area which is in more demand among the researchers, the automobile industries and scientists to discover about the loopholes and advantages of the vehicular networks so that efficient routing algorithms can be developed which can provide reliable and secure communication among the mobile nodes.In this paper, we propose a Groundwork Based Ad hoc On Demand Distance Vector Routing Protocol (GAODV) focus on how the Road Side Units (RSU’s) utilized in the architecture plays an important role for making the communication reliable. In the interval of finding the suitable path from source to destination the packet loss may occur and the delay also is counted if the required packet does not reach the specified destination on time. So to overcome delay, packet loss and to increase throughput GAODV approach is followed. The performance parameters in the GAODV comes out to be much better than computed in the traditional approach.

Maritime traffic can reflect the diverse and complex relations between countries and regions, such as economic trade and geopolitics. Based on the AIS (Automatic Identification System) trajectory data of ships, this study constructs the Maritime Silk Road traffic network. In this study, we used a complex network theory along with social network analysis and network flow analysis to analyze the spatial distribution characteristics of maritime traffic flow of the Maritime Silk Road; further, we empirically demonstrate the traffic inequality in the route. On this basis, we explore the role of the country in the maritime traffic system and the resulting traffic relations. There are three main results of this study. (1) The inequality in the maritime traffic of the Maritime Silk Road has led to obvious regional differences. Europe, west Asia, northeast Asia, and southeast Asia are the dominant regions of the Maritime Silk Road. (2) Different countries play different maritime traffic roles. Italy, Singapore, and China are the core countries in the maritime traffic network of the Maritime Silk Road; Greece, Turkey, Cyprus, Lebanon, and Israel have built a structure of maritime traffic flow in the eastern Mediterranean Sea, and Saudi Arabia serves as a bridge for maritime trade between Asia and Europe. (3) The maritime traffic relations show the characteristics of regionalization; countries in west Asia and the European Mediterranean region are clearly polarized, and competition–synergy relations have become the main form of maritime traffic relations among the countries in the dominant regions. Our results can provide a scientific reference for the coordinated development of regional shipping, improvement of maritime competition, cooperation strategies for countries, and adjustments in the organizational structure of ports along the Maritime Silk Road.
