The present paper studies the bundling of road cargo flows of neighbouring seaports to a common hinterland. In specific cases, some hinterland flows can be too small to make bundling in a sufficient frequency possible. By combining the road freight flows of neighbouring ports, this problem can be solved. However, the additional cost of bundling and the loss of time need to be compensated for by a lower transport cost. The paper presents an empirical model for the 104 core Trans-European Transport Network (TEN-T) ports of the European Union (EU) and their 271 NUTS2 (Nomenclature of Territorial Units for Statistics) hinterland regions that allows identifying opportunities for bundling as well as the direct and external cost effects. By including the value of time (VOT) of each transport mode, the generalised cost is also calculated. The result is a business model that helps port authorities, and other port actors, to identify bundling projects that will lower the direct, generalised and external costs of the hinterland connectivity, thus increasing the port attractiveness for port users as well as lowering potential aversion by the surrounding community to port operations that create hinterland nuisance.

Branch Xa of Pan-European Transport Corridor X has a strategic importance for Croatia since this corridor (Corridor branch) enables linking of Croatia with Slovenia and Austria, which, according to the current data on the structure of trade in goods from countries, is counted among five most important Croatian trading partners. Therefore, the valorization of the branch of Corridor X has unquestionable importance for the Croatian economy and the associated surroundings that gravitate in the transport route. Conditional on the numerous geo-transport and socioeconomic factors, the valorization of transport corridor on the transport market is determined also by the value of transport (traffic) services that are determined by the costs incurred in its production. Accordingly, the underlying problem of the present study is to analyze the external costs of the branch of Corridor X which, although, belong to the category of social costs borne by society, have the intention to become, over various regulatory measures (excise), an integral part of the costs of the conveyor. With the aim of the research in this study, which, generally, supports the need for internalization of the external costs, as the essential factors of valorization of the transport corridors, a comparative analysis of external costs of the branch of Corridor X between the road and rail transport was performed. As input data, the results of in-depth analysis were used, resulting from the studies of the European Commission for the European Union, specifically Studies for Corridor X and Studies on East-Mediterranean transport routes. The research results show that the mean values of external costs of freight rail transport on the branch Xa are almost five times fewer than the average value of external costs of road transport and that, in accordance with the purpose of these investigations, the internalization of external costs is unquestionably required for planning the traffic flows and valorization of the route.

Biomass remains one of the most important materials for the production of renewable energy in the European Union. Willow can be one of the sources of biomass, and its production can also be profitable on soils with low quality. A proper selection of raw material for energy production should be based not only on the cost effectiveness or crop yield, but also on the environmental impact and the cost it incurs. The aim of this work was to evaluate the external environmental costs of the production of willow chips of seven willow genotypes, produced for energy generation on marginal cropping lands. The environmental external costs of chips production were estimated against the amount of emissions calculated according to the LCA method (ReCiPe Midpoint) and its monetary value. The external environmental cost of willow chips production amounted to €212 ha−1 year−1, which constituted 23% of the total production cost of willow chips. The external cost of production of 1 Mg d.m. of willow chips for the best yielding variety averaged €21.5, which corresponded to 27% of the total production cost. The research demonstrated that a proper selection of an optimal variety may lead to the reduction of the external cost.

The accepted accession to the European Union in Lithuanian internal transportation is regulated by the coordination of national legal acts with the international conventions arid documents of various international organisations. This process was particularly accelerated when Lithuania started negotiations on the accession to the European Union. Future transport pricing policy of Lithuania has two objectives — to guarantee the covering of operational costs and to strive for economic efficiency. These objectives should not be coincident. Economic, institutional and legal refonns in Lithuania are implemented with the aim to co-ordinate the standards and regulations effective in Lithuania with the acts of the European Union. In the article on the basis of pricing of the peak, the social marginal, the environmental costs referring to the advanced research of Western and US scientists, were analysed and improved the evaluation of external Lithuanian transport costs and economic methods enabling the integration of external transport costs into the internal costs were offered. The improvement of external cost evaluation will enable the integration of external transport costs in line with the EU standards. One of the most actual problems of Lithuania is the growth of environmental impact and social subsequences caused by the increase of transport in Lithuania: Increasing traffic jams, air pollution, growing rates of accidents and noise emission are the main problems of the Lithuanian transport system. Thus, in transport system, besides the internal costs, there exist the external costs that are not reflected in transport cost price. These costs are caused by air pollution, worsened health condition of people, decreased agrarian fertility, increased water pollution, etc. Therefore it is necessary to evaluate these external transport costs and to propose the ways of their reduction as well as their inclusion into the transportation price. The methodological basis of the article is the method of systematic and multicriteria! analysis aiming at the evaluation of the necessity of the inclusion of external transport costs into the transport price with the attitude towards the national and the carrier's positions. Research work of Western and US scientists was referred to the grounding of the necessity of external transport costs in Lithuania. Having analysed the experience of the scientists of US and Western countries, as well as the practice of Lithuanian scientists, a methodology for the evaluation of external transport costs in the country was offered. The application of the EU standards is tackled as well. Most ideas suggested in the article could be valuable for further formation and enhancement of external costs of economic technique in Lithuania thus approaching the national pricing to the EU standard system. The evaluation made in the article shall be applied for the implementation of external transport cost evaluation technique in Lithuanian transport.

AbstractThis paper tests the hypothesis that relocation of pig production within the EU27 can reduce the external costs of nitrogen (N) pollution. The external cost of pollution by ammonia and nitrate from agriculture in the European Union (EU27) in 2008 was estimated at 61–215 billion € (0.5 to 1.8% of the GDP). Per capita it ranged from more than 1000 € in north-west EU27 to 50 € in Romania. The average contribution of pig production was 15%. Using provincial data (224 NUTS2 regions in EU27), the potential reduction of external N cost by relocation of pig production was estimated at 14 billion € (10% of the total). Regions most eligible for decreasing the pig stock were in western Germany, Flemish region, Denmark, the Netherlands and Bretagne, while Romania is most eligible for increasing pig production. Relocating 20 million pigs (13% of the total EU stock) decreased average external costs per capita from 900 to 785 € in the 13 NUTS2 regions where pigs were removed and increased from 69 to 107 € in 11 regions receiving pigs. A second alternative configuration of pig production was targeted at reducing exceedance of critical N deposition and closing regional nutrient cycles. This configuration relocates pigs within Germany and France, for example from Bretagne to Northern France and from Weser-Ems to Oberbayern. However, total external cost increases due to an increase of health impacts, unless when combined with implementation of best N management practices. Relocation of the pig industry in the EU27 will meet many socio-economic barriers and realisation requires new policy incentives.

External cost of road traffic, identified as the highest among traffic modes, is an important indicator of the European Union's transport policy to shift traffic off the road to a more environmentally acceptable mode. Ferry traffic generates benefits to each port of call in localities having invested in port infrastructure, and there is an interest of the local community to have their own ferry line, especially on islands. Two alternative ferry lines have been created combining maritime and road traffic on the specific route from the town of Vis to the town of Komiža and compared from the external costs standpoint. The first alternative ferry line comprises one port of call in the town of Vis, combining it with a road modality to and from the town of Komiža. In the second  alternative, the road traffic has been excluded and two ferry ports of call have been introduced, one towards the town of Vis and the other by extending the ferry voyage to the town of Komiža. The results show the model of one port of call with the integration of more road traffic on the specific route as a better solution. Despite the use of ultra-low sulphur diesel fuel on ferries, the absence of congestion in road traffic on the island of Vis and generally slow implementation of modern emission standards in maritime traffic, road traffic seems to provide a better solution as an environmentally more acceptable mode on this route.

Road freight transportation between provinces of a country has an important effect on the traffic flow of intercity transportation networks. Therefore, an accurate estimation of the road freight transportation for provinces of a country is so crucial to improve the rural traffic operation in a large scale management. Accordingly, the focused case study database in this research is the information related to Iran’s provinces in the year 2008. Correlation between road freight transportation with variables such as transport cost and distance, population, average household income and Gross Domestic Product (GDP) of each province is calculated. Results clarify that the population is the most effective factor in the prediction of provinces’ transported freight. Linear Regression Model (LRM) is calibrated based on the population variable, and afterwards Fuzzy Regression Algorithm (FRA) is generated on the basis of the LRM. The proposed FRA is an intelligent modified algorithm with an accurate prediction and fitting ability. This methodology can be significantly useful in macro-level planning problems where decreasing prediction error values is one of the most important concerns for decision makers. In addition, Back-Propagation Neural Network (BPNN) is developed to evaluate the prediction capability of the models and to be compared with FRA. According to the final results, the modified FRA estimates road freight transportation values more accurately than the BPNN and LRM. Finally, in order to predict the road freight transportation values, the reliability of the calibrated models is analyzed using the information of the year 2009. Results show higher reliability for the proposed modified FRA.

AbstractAs far as sustainable transport development is concerned, transfer of cargo from road transport to short sea shipping, which, according to the common opinion, generates lower external costs, is one of the objectives of the European Union policy. However, the latest research results indicate that some Ro-Ro vessels and ferries generate higher external costs than road transport. In light of this, benefits resulting from transferring the cargo from road to sea seem to be questionable. The main aim of the article is answering the question whether, and if so, how ferry and Ro-Ro shipping contributes to development of sustainable transport? In order to answer this question, an analysis of ferry and Ro-Ro shipping lines functioning in European transport system has been conducted.The article presents research results based on an analysis of approx. 900 ferry and Ro-Ro shipping lines considering the length and time of voyage compared to alternative road transport. Usually, the course of sea shipping route does not cover the route of the road transport, and therefore the lengths of both routes frequently considerably differ, which significantly affects the total external costs generated by them. On the basis of the analysis, the shipping lines have been classified according to the criterion of their substitutability to road transport and their role in sustainable transport development.

The road toll is a significant tool of transport politics due to its economic and social characteristics. Both of those fields search for integrity in activities for a balanced transport. While the road toll is an attempt of the country for internalisation of external transportation costs, the method of collecting the toll is a factor of improvement of public roads. The electronic road toll system (EETS) fulfils those purposes, under the condition of interoperability. The article describes the functionality of the road toll, its meaning for the internalisation of external costs, the interoperability of systems which collect road tolls in EU, and the results of incorporation of the electronic road toll systems in Poland. Subject literature, EU law regulations and institutional data were used in the elaboration.

The main purpose of the article is to present how the Greek- -Macedonian naming dispute influenced the problem of implementation the international identity of Macedonia. Despite the initial problems of the government in Skopje related to determining their international identity, Macedonians managed to define the principles regarding the identification of a new state on the international stage. As a small country with limited attributes to shape its international position, Macedonia has basically been determined to seek guarantees for its existence and security in stable and predictable European international structures such as NATO and the European Union. The main obstacle for Macedonians on the road to Euro-Atlantic structures was the veto of Greece, a member of these organizations, resulting from Athens’ refusal to accept the name the Republic of Macedonia. The Prespa Agreement of 2018 gave a new impetus to the realization of the international identity of North Macedonia.
