This paper describes an open source suite of libraries and tools to support research activities on marine and coastal environment. The suite was initially implemented for the ADRIPLAN portal, an integrated web platform aimed at supporting Maritime Spatial Planning (MSP) activities and other activities concerning the managing of marine environment for the Adriatic-Ionian region. The main elements of the implemented solutions are: i) a GeoNode implementation for sharing geospatial datasets and maps; ii) a new python library (RectifiedGrid) that facilitates the work with geographical grid data; iii) a new python library (Tools4MSP) to perform spatial analysis and assessment of human uses, pressures and the potential impact of maritime and coastal activities on the environment; iv) a new GeoNode plugin (called GeoNode-Tools4MSP) that provides interactive widgets to set up the analyses and to visualize and explore the results. The Tools4MSP and the developed software have been released as FOSS under the GPL3 license and are currently under further development.

This paper presents the Tools4MSP software package, a Python-based Free and Open Source Software (FOSS) for geospatial analysis in support of Maritime Spatial Planning (MSP) and marine environmental management. The suite was initially developed within the ADRIPLAN data portal, that has been recently upgraded into the Tools4MSP Geoplatform (data.tools4msp.eu), an integrated web platform that supports MSP through the application of different tools, e.g., collaborative geospatial modelling of cumulative effects assessment (CEA) and marine use conflict (MUC) analysis. The package can be used as stand-alone library or as collaborative webtool, providing user-friendly interfaces appropriate to decision-makers, regional authorities, academics and MSP stakeholders. An effective MSP-oriented integrated system of web-based software, users and services is proposed. It includes four components: the Tools4MSP Geoplatform for interoperable and collaborative sharing of geospatial datasets and for MSP-oriented analysis, the Tools4MSP package as stand-alone library for advanced geospatial and statistical analysis, the desktop applications to simplify data curation and the third party data repositories for multidisciplinary and multilevel geospatial datasets integration. The paper presents an application example of the Tools4MSP GeoNode plugin and an example of Tools4MSP stand-alone library for CEA in the Adriatic Sea. The Tools4MSP and the developed software have been released as FOSS under the GPL 3 license and are currently under further development.

This paper reviews the Marine Spatial Planning process in Poland under the BONUS BALTSPACE project, which systematize and integrate factors functioning in this process, in order to analyze the role of MSP in the integration of various types of human activates in marine governance. The project aimed to systematize and integrate those factors through selected integration challenges, which were, 1) transboundary/cross-border integration challenge, 2) policy/sectoral integration challenge, 3) stakeholder integration challenge, 4) knowledge integration challenge. The goal of this paper is to detect the main issues of the MSP process in Poland, in relation to those four integration challenges. The main conclusion is that MSP in Poland acts pretty well as a cross-scale integrator inside the country and also in the international set-up, however, cross-border integration is not required by Polish law and has been done at the voluntary basis. Some deficits can be identified in relation to stakeholder and cross-sectoral integration but the biggest problem is knowledge integration despite the huge effort of Polish Maritime Administration to collect all available knowledge. There is a need to work more intensively towards MSP relevant knowledge integration in the future in particular tacit knowledge of stakeholders. Another finding is that all those types of integration, even when achieved in Polish MSP will not prepare Poland towards joint transboundary planning effort at the BSR level. Here, there is a need for more research and continuation of transnational projects such as Baltic Lines or Baltic Rim.

This chapter introduces Elastic Management of Tasks in Virtualized Environments (EMOTIVE), which is the Barcelona Supercomputing Center (BSC)’s IaaS open-source solution for Cloud Computing. EMOTIVE provides users with elastic fully customized virtual environments in which to execute their applications. Further, it simplifies the development of new middleware services for managing Cloud systems by supporting resource allocation and monitoring, data management, live migration, and checkpoints. These features and its facility to be extended and configured make EMOTIVE especially appropriate to support research on Cloud Computing scenarios. Offering functionality comparable to its commercial counterparts allows EMOTIME to be used on production to set up small Cloud platforms.

The main purpose of the paper is to select, characterize and analyze the most important trends and areas of functioning and development of the Baltic Shipping market, which have a signi cant impact on the process of shaping maritime spatial planning in the Baltic Sea, as evidenced by the several years of the “MSP Directive” No. 2014/89 / EU (Maritime Spatial Planning). These areas are divided into two main groups: external (independent of marine navigation itself) and internal (that is, those that act as an element of navigation, have a signicant impact on its further development). Therefore, for the scienti c purpose of the paper has been stated the main hypothesis of developing Baltic shipping market by increasing the traffic and level of complexity of correlations and internal dependencies. This hypothesis has been evaluated positively by data analysis, logical deduction and induction and inference of analysed processes.   This article is intended to be an element of preparations for the implementation of Maritime Spatial Plans in the Baltic Sea for both, the Polish Maritime Administration, and the international cooperation process in the design of such plans for individual Baltic Sea Region states. The trends and areas presented in this article are of key importance for forecasting the future development of the Baltic Shipping, and accordingly the proper preparation of assumptions for the spatial plans in question.

Small-scale fisheries in the Mediterranean represent a significant part of the fisheries industry and their substantial social, economic and place attachment related role has always been acknowledged in the region. Despite the fact that this usually family-based endeavor has a vast economic impact on coastal and island communities of the sea-basin, data and insights on the Mediterranean artisanal fisheries continue to be inadequately developed and poorly integrated in the local development strategies. Thus, the aim of this research is two-fold. Firstly, it presents some data and facts on the fisheries sector in the region and secondly it explores the options of their survival, prosperity and sustainability, approaching the combination of fisheries and tourism as a small-scale and soft “multi-use” in the marine space. Greece, with a huge potential in both the fisheries and the tourism sector, was used as focus area where a co-development process was designed aiming to identify advantages/potentials and challenges/disadvantages of the co-existence of artisanal fisheries and tourism, as perceived by a series of stakeholders including the co-management schemes (Fisheries Local Action Groups, FLAGs) in the country. Key conclusion is that sustainable livelihood from small-scale fisheries depends on the correlation between fisheries and other marine activities. Despite some limitations, this can boost sustainable local development and be a unique pattern of a “win-win” and soft multi-use marine spatial planning (MSP), with economic, environmental, social, cultural and governance related benefits for the coastal communities.

China has experienced rapid social and economic development in the past 40 years. However, excessive consumption of fossil fuel energy has caused an energy shortage and led to severe environmental pollution. To achieve sustainable development, China is striving to transform its growth mode. Adopting renewable energy (RE) including solar photovoltaic (PV) power is an effective measure. How to promote the further development of solar PV power under the scenario of China’s aspirational target of carbon peak by 2030 and 20% RE ratio in the energy mix remains a theme that need to be addressed. This paper analyzes the potential opportunities and challenges confronting solar PV power in China. The analysis covers the dimensions of political, economic, social, and technological (PEST). The results revealed a significant prospect for the further deployment of solar PV power in the coming decades. The aggressive estimated installed capacity of solar PV power is expected to reach 80+ GW annually. To successfully achieve the goal of 80+ GW, barriers that hinder the further development of solar PV power have to be eliminated. Suggestions for policymakers include maintaining enforceability and continuity of policies, favorable financial supports, mandatory RE quotas for all parties, and supporting fundamental R&D. Suggestions for the solar PV industry include full utilization of integrated applications, set up an after-sales service network, collaborative innovation among the industry chain, and engaging in storage and hydrogen technology. The findings are greatly beneficial for policymakers and the solar PV industry.

This paper examines the concept of maritime multi-use as a territorial/SPATIAL governance instrument for the enhancement of sustainable development in five EU sea basins. Multi-use (MU) is expected to enhance the productivity of blue economy sectors, as well as deliver additional socio-economic benefits related to the environmental and social dimensions of sustainable development. The paper provides a definition of maritime multi-use and identifies the multi-uses with the highest potential in EU sea basins. In each sea basin, multi-use plays a different role as concerns sustainable development. For the Eastern Baltic Sea, the Mediterranean Sea and the Black Sea, the MU focus should remain on the environmental pillar of sustainable development. In the North Sea, North Atlantic and Western Baltic Sea, addressing social sustainability seems a key precondition for success of MU in enhancement of sustainable spatial development at sea. Moreover, it has been suggested to introduce MU key global strategies such as SDGs or Macroregional strategies and action plans and to supplement maritime spatial planning with sectoral incentives and educational efforts as key vehicles supporting MU. The paper concludes by identifying aspects which, in order to inform maritime spatial planning and maritime governance regarding a more conscious application of the aforementioned concept, require further investigation. Key tasks are related to: more profound evaluation of performance of policies supporting MUs, researching the impact of MU on societal goals and on the MU costs and benefits, including external ones, and finally identifying the impact of MU on the development of various sectors and regions on land.
