China has experienced rapid social and economic development in the past 40 years. However, excessive consumption of fossil fuel energy has caused an energy shortage and led to severe environmental pollution. To achieve sustainable development, China is striving to transform its growth mode. Adopting renewable energy (RE) including solar photovoltaic (PV) power is an effective measure. How to promote the further development of solar PV power under the scenario of China’s aspirational target of carbon peak by 2030 and 20% RE ratio in the energy mix remains a theme that need to be addressed. This paper analyzes the potential opportunities and challenges confronting solar PV power in China. The analysis covers the dimensions of political, economic, social, and technological (PEST). The results revealed a significant prospect for the further deployment of solar PV power in the coming decades. The aggressive estimated installed capacity of solar PV power is expected to reach 80+ GW annually. To successfully achieve the goal of 80+ GW, barriers that hinder the further development of solar PV power have to be eliminated. Suggestions for policymakers include maintaining enforceability and continuity of policies, favorable financial supports, mandatory RE quotas for all parties, and supporting fundamental R&D. Suggestions for the solar PV industry include full utilization of integrated applications, set up an after-sales service network, collaborative innovation among the industry chain, and engaging in storage and hydrogen technology. The findings are greatly beneficial for policymakers and the solar PV industry.

The relations between Russia and Africa today go to a new level. This was successfully demonstrated by the first Russia-Africa Summit. The «soft power» that is capable of creating an atmosphere of trust and mutual understanding and supporting the further development of political, economic, and cultural relations between the Russian and African peoples is of great importance for the further advancement of Russia’s interests, which is considered in this article. Currently, the «soft power» of Russia in Africa is represented by the activities of the Russian centers of science and culture, the «Russkiy Mir» Foundation, schools at the Russian Embassies in African countries, the education of Africans in Russian universities and more. However, the author concludes that Russia does not fully use «soft power» on the continent. It is necessary to increase the number of Africans studying the Russian language, to more actively promote Russian education, to involve compatriots and graduates of Soviet / Russian universities to joint projects, which will undoubtedly contribute to the further development of mutually beneficial Russian-African ties.

Introduction. The unstable political, economic and social realities in the state, crisis phenomena, as well as new strategies for change determine the direction of further development of the fiscal component of the customs security of the state. At the present stage of the intensive entry into the foreign economic space in the European direction, the important role belongs to the maximum approach to European customs security standards of Ukraine. The purpose of the article is to diagnose the functioning of the fiscal component of customs security and to carry out a thorough analysis of its provision in Ukraine, which undoubtedly has a significant impact on the formation of effective areas for reforming the customs system. Results. The article analyzes the system of indicators for the provision of customs security in Ukraine. The functioning of the fiscal component of customs security and a thorough analysis of its provision in Ukraine are explored, which certainly has a significant impact on the formation of effective areas for reforming the customs system. Conclusion. It should be noted that under the effectiveness of customs security it is necessary to understand the indicator, which reflects the ratio of results of activity in the relevant field and involved in achieving such results of resources.

Sport has always served to establish peace, to help different peoples of the world to study each other’s culture, to create conditions for the humane resolution of conflicts, to be an opportunity to express their talents. Therefore, he never fell out of sight of society. In this work, the authors present the formation and development of sports in Ukraine and abroad. The main features of the primitive community were identified. It is determined that the invention of the chariot for the physical culture of the states: Babylon, Ancient Egypt, Mesopotamia, Ancient India, China, Persia became the starting point for the further development of sports in this region. It has been found that ancient Greece made a significant contribution to the development of sports. After all, it was the basis of the main principles of modern professional sport. Attention is drawn to the Olympic Games that took place in Ancient Greece: their appearance, conditions, prohibition, and revival Pierre de Coubertin. Further new competitions (Paralympic Games, Olympic Games, etc.) were added to them. It is revealed that international organizations and institutions have been set up to control such competitions. The authors found that religion had a great influence on the formation of physical culture during the Middle Ages and during the Renaissance. Trends in the development of modern sport and the factors that influence it was found out. As a result, it was concluded that sports are currently in the process of transformation. Therefore, the authors indicate what has the greatest influence on the formation and continued existence of sports. The main stages of the formation of physical culture in Ukraine were analyzed. It is also established that Ukraine has built a domestic sport in accordance with world experience in this field. Keywords: sports, physical culture, Olympics, doping, consolidating function.

The article is dedicated to the topic, which is important at present time: formation of human capital as an important factor of the social and economic development of society. Modernization of education plays an essential part in terms of the development of human capital during all historical stages and its importance grows significantly alongside with the economic growth of the country. The role of education and necessity to improve its quality became of significant value for Russia during the economic modernization on the cusp of the 19th–20th centuries. In this article, the author makes an attempt to analyze the experience of formation of different levels of electro-technical education during the economic modernization, as well as to reveal the role of civil society in this process. The Russian economic modernization implied the formation of a competitive industrial complex, which included mining, manufacturing industries and transport. The electro-technical industry, which was lacking trained personnel, was the most quickly developing one. The discussion in the relevant journals as well as during the work of All-Russia electro-technical congresses set up, to the most extent, the main ways to form all the levels of electro-technical education, which helped to train personnel for the respective industry. The author analyzed both the available experience in realization of lower and secondary specialized electro-technical education and the new approaches to its organization, developed mostly in the Electro-technical department of the Emperor’s Russian Technical Society (ERTS). Apart from that, there was a curious attempt to open a higher electro-technical school in Moscow based on the European (mostly French) experience, which was oriented mostly towards additional training of the already working engineering and technical specialists.

Abstract With the acceleration of China's energy transformation process and the rapid increase of renewable energy market demand, the photovoltaic (PV) industry has created more jobs and effectively alleviated the employment pressure of the labor market under the normalization of the epidemic situation. First, to accurately predict China’s solar PV installed capacity, this paper proposes a multi-factor installed capacity prediction model based on Bidirectional Long Short-Term Memory-Grey Relation Analysis. Compared with the prediction results of GRU and LSTM models, the prediction accuracy of the GRA-BiLSTM model is higher. Second, the BiLSTM model is used to forecast China’s installed solar PV capacity from 2020 to 2035. The forecast results show that China’s newly installed solar PV capacity will continue to grow and reach 2,833GW in 2035. Third, the employment number in China’s solar PV industry during 2020–2035 is predicted by the Employment Factors method. The results show that the energy transition in China during 2020–2035 will have a positive impact on the future stability and growth of the labor market in the solar PV industry. Overall, an accurate forecast of solar PV installed capacity can provide effective decision support for planning electric power development strategy and formulating employment policy of solar PV industry.

The purpose of the article is to substantiate new measures of financial control over the development of united territorial communities. The article examines the relevance of the introduction of a system of financial control over the development of united territorial communities in Ukraine. The authors prove that the main goal of proper financial control of the further development of the united territorial communities in Ukraine was actualized for the three reasons: rational distribution and efficient use of financial resources; ensuring the upward dynamics and territories’ sustainable development. The features, goals, and objectives of financial control of the development of territorial communities are outlined. The essence of the concept of financial control of the development of territorial communities is specified. The results of the analysis of several indicators of financial development of the united territorial communities in Lviv region are given and the conclusion about the disproportions of financial support of community development is systematized. The author's methodological approach to the analysis of the integral coefficient of financial capacity of territorial communities of the region is developed. The analysis of the state of financial capacity of the united territorial communities in Lviv region is carried out. The scientific novelty of the research lies in substantiating the author's methodological approaches to grouping and comparative analysis of united territorial communities based on indicators of income and expenditure, grants and subventions from the state budget, which allowed to identify the level of financial capacity and assess the effectiveness of the use of financial resources in each united territorial community in Lviv region. The practical significance of the research is that the implementation of the results of the financial capacity analysis can be used as informative and analytical measures of financial control over the development of local communities. Other perspective guidelines concerning measures of improvement of financial control in the processes of social and economic development of communities are outlined.

<p>This thesis is set in a world similar to many pieces of science fiction literature and film. The world is fighting against the outbreak of a lethal and highly infectious pathogen that threatens to decimate the global population. The virus spreads quickly and has no current known cures or vaccines. Whilst the backdrop for this thesis is fictional, it addresses a very real concern that could face society. The research and outcomes of this thesis were based on a detailed study of quarantine solutions with the intention to quickly control and treat a virus pandemic. The focus was given to the architecture of emergency quarantine hospitals but also to a specific pathogen that this proposal is based upon, the H5N1 virus, more commonly known as Bird Flu. This thesis proposes to investigate a movable architecture dedicated to quarantine which can transport itself between cities and set up where it is most needed, be that in a busy city or a cluster of small villages. This allows for ease of access for those infected as well as quick integration back into society should those who are isolated respond well to treatment. The thesis will propose a potential direction for the further development of modern human quarantine, a system that will be ready and waiting for the day that it is desperately required.</p>

The growing interest to public-private partnership (hereinafter PPP) projects in the field of education in the conditions that lead to more intensive social and economic development of Russia is the basis for studying domestic and global historical experience in this issue. The article examines the main trends of the PPP development in education through the prism of historical retrospective. On the basis of the analysis of the historiography and modern scientific opinions in the study of the formation and development of PPP in the field of education, researchers formed their understanding regarding this issue in the historical past and in modern socio-economic space of Russia. The historical analysis allows determining the main milestones in the emergence and further development of various forms of interaction between the state, business and education. The conclusions, to which the authors came, allow identifying the main trends and characteristic features of public-private partnership in the sphere of education. The purpose is to define basic directions of the PPP development through the prism of historical retrospective and analysis of contemporary scientific opinions. Methodology of the work: retrospective, systemic and comparative methods were used in the paper. Results: the research of historical experience in the development of PPP in education in Russia was carried out. The latest scientific opinions regarding this issue were analyzed that allowed identifying current trends in the development of PPP in education.

Integrating solar PV technology with semi-transparent windows permits multifunctional operation as electricity generation and allowing natural light to enter the building, hence overall energy efficiency improvement. The performance of the semi-transparent building integrated PV glazing on office building facade has been investigated in Tanzania’s tropical climate. Experimental measurements of the electrical and optical parameters for the system efficacy evaluation were done at various conditions which included cloudy, normal, and clear sky days. The weather parameters under consideration were solar irradiance, air temperature, relative humidity, and wind speed. The experimental set-up consisted of building integrated silicon mono crystalline semi-transparent PV module rated at 50 W and accessories. The I-V and P-V curves were measured at different irradiances. Throughout the experiment, the observed module temperature was between 20°C and 51°C and the air temperature was 17–33°C while the humidity was recorded at the range of 23–63%. Module electrical efficiency was observed to vary from 4% to 9% while the visible light transmission was obtained between 11% and 19%. It was proved that at high temperature regardless of irradiance increase, there were observed output power and efficiency drops caused by high heat losses.

Improving technology and materials in glass production for the 21st century supposes implementation of high-level innovations. These innovations are necessary not to be only developed, produced and set up but also their qualities and perspectives need to be evaluated so that the ratio of their application is increased. The application ratio of developed innovations lies among 1-3% at present. All stages of glass processing like melting, forming or cold working have mostly limitations of its own further development which are necessary to be detected so that further possibility of innovation can be predicted. At present it is not sufficient to have only theoretic and expert knowledge of the field and IT applications but it is necessary to know the methods of creative thinking for achievement and application of required innovation. Understanding of the system of creative thinking makes possible to better and faster adapt to real life practice which changes very fast. TRIZ (Theory of Inventive Problem Solving) is a powerful method of creative technical thinking which originated by studying patents and by generalization of successful process solving. The method TRIZ makes possible to find a correct formulation of a task out of unclearly described situation as well as to solve the newly re-formulated task by using unique strong instruments of the TRIZ method [1]. Application of the TRIZ method is supported by a unique SW designed for collection of information, analyses, synthesis of solutions and verification of the found solutions. Practical examples of using the TRIZ method will be presented in the contribution on chosen glass technologies.
