As information technology is becoming an integral part of modern society, there is a growing concern that too much data containing personal information is stored by different actors in society and that this could potentially be harmful for the individual. The aim of this contribution is to show how the extended use of ICT can affect the individual’s right to privacy and how the public perceives risks to privacy. Three points are raised in this chapter: first, if privacy is important from a philosophical perspective, how is this demonstrated by empirical evidence? Do individuals trust the different actors that control their personal information, and is there a consensus that privacy can and should be compromised in order to reach another value? Second, if compromises in privacy are warranted by increased safety, is this increased security supported by empirical evidence? Third, the authors will argue that privacy can indeed be a means to increase the safety of citizens and that the moral burden of ensuring and protecting privacy is a matter for policy makers, not individuals. In conclusion, the authors suggest that more nuanced discussion on the concepts of privacy and safety should be acknowledged and the importance of privacy must be seen as an important objective in the development and structure of ICT uses.

The research aims to find and uncover the challenges of implementing tax reform in the digital age and formulate suitable strategies for tax reform. This research use descriptive qualitative, which use secondary data, collected in two stages, namely: searching and collecting relevant literature, and determining categories, and analyzing data with qualitative techniques. The results of the study revealed tax reform faces an increasingly greater challenge in the digital age, which is not only the challenge of increasing the capability and integrity of the tax authority, but also the challenge of integrating various occured changes because of digitalization and the industrial revolution 4.0. So that the right strategy in implementing tax reforms in the digital era is to increase the trust and compliance of taxpayers by increasing the capability and integrity of tax authorization through the modernization of the system and controlling tax human resources. Abstract The increasing use of social media and mobile devices by asylum seekers offers new vetting opportunities for immigration authorities, to verify the identity or to assess national-security or 1F-exclusion aspects. Based on interviews with practitioners in Belgium, Germany, the Netherlands, Norway and Sweden, the first experiences with both of these new methods seem to be mixed, while formal evaluations of the results seem to be lacking. We argue that the increasing reliance on these methods, in combination with the further advancement of technology, raises important questions about possible infringements on the right to private life, as well as the risk of function creep and social sorting. It can be questioned to what extent the use of these new vetting tools and methods is proportional to the results they produce and to what extent fundamental human rights, including privacy, are sufficiently safeguarded.

Abstract Crowdfunding is a method of raising funds to support a venture, usually by raising small amounts from a large number of investors. Typically, a project creator posts a project on a platform seeking a certain amount of funds for some venture. Potential backers view the project and contribute money if they are convinced of the idea. In most cases, these backers receive something in return. Crowdfunding helps facilitate projects that would otherwise have fallen through the cracks. There are many success stories, but the average success rates are moderate. To succeed, it is necessary to manage the expectations of diverse stakeholders during the entire funding and development process. Success factors range from selecting the right platform to accurate communication all along the way. Prior experience helps, as well as a realistic assessment of the chances, so as not to disappoint the community.

Bureaucratic governance in Indonesia is still thick with the nuances of traditional governance. Under Joko Widodo regime, there was a momentum for change in the bureaucracy by introducing Smart ASN as a new idea for the bureaucracy to make adaptive improvements to the development of the digital era. The digital era is important for bureaucratic institutions as an effort to innovate public services that is responsive and leads directly to the community. The implementation of technology in the bureaucracy certainly requires young people to better understand technology and of course these changes will have an impact on the work patterns of the bureaucracy. This study wants to see how young people are able to encourage changes in the technology-minded bureaucracy. The research method in this article uses a desk study. Data collection techniques in this study will be carried out using library research techniques. Library research is a technique that uses library data as material to be studied and examined in research in order to obtain objective results. This research shows that the right “agent of change” to change the bureaucratic work system are young people’s. Meanwhile, the concept of bureaucratic reform needs to apply flexible working that will bring out global governance, digital governance and knowledge based governance. This bureaucratic reform will change the work system that leads to the use of technology so that bureaucrats can freely innovate services that are directly beneficial to the community.

<p><em>Cities with various activities have a rapid change in every part of them. This change slowly began to threaten the value of local wisdom in society. It getting worst by globalization that will change the value of society and make them individualistic in this digital era. The revitalization for original culture through make a tourist village that will be the place for development local wisdom which is getting fade between village society in this globalization era is the right thought to solve this problem. The one of tourist village that elevate local wisdom is Kandri Tourist Village. Qualitative method has been selected by researchers to get data through interview an obsevation in research location. Social capital theory used by researches is the theory that was coined by Putnam</em><em>.</em><em> The goal of this research to give the knowledge to reader that tourist village notonly empowering society, but tourist village can elevate local wisdom that left out by this generation. Salah satu desa wisata yang mengangkat kearifan lokal yaitu Desa Wisata Kandri. Penelitian menggunakan metode kualitatif dengan pengambilan data menggunakan wawancara dan observasi. Teori modal sosial yang digunakan adalah teori yang dicetuskan oleh Putnam. Tujuan penelitian ini digunakan untuk memberikan pemahaman bahwa dengan adanya Desa Wisata Kandri tidak hanya memberikan pemberdayaan tetapi ikut merevitalisasi kearifan lokal yang mulai ditinggal generasi sekarang. Hasil penelitian menunjukkan dalam mewujudkan revitalisasi budaya dan pemberdayaan harus memiliki karakter yang membedakan yaitu kearifan lokal serta memiliki pemimpin sebagai pelaksana segala wujud pengembangan Desa Wisata Kandri.</p><p> </p><p><strong>Kata kunci : Desa Wisata, Kearifan Lokal, Modal Sosial</strong><strong>.</strong><strong></strong></p>

Flooding is a regular annual disaster in Jakarta, especially in December to February. Geographical position of Jakarta which is 40% below sea level, causes flooding not only from rain, but also from rob due to rising sea levels. In the last 5 years the impact of flooding became more serious, leading to economic and human losses. This study aims to determine the right strategy of flood mitigation by public involvement in the digital era. The method used includes combination of quality input data from experts representing BNPB (National Disaster Agency), Local Goverment, Academics, Community Leaders, Businessmen, and Practitioners, in addition to vulnerable field research. Data analysis uses the ECM (Exponential Comparison Method) and SAST (Strategic Assumption Surfacing and Testing). The result of the study indicates that the most appropriate strategy to mitigate flood disaster is establishment of “Disaster Information Center” and "Disaster alert groups” involving every stakeholder from the community. Utilization of social media, especially WhatsApp, Facebook, and Instagram has been very helpful to share information of flood, especially how to prepare an emergency action to reduce economic and human losses.

In the digital era knowledge and information are becoming more and more online accessible. In this perspective, libraries have a vital function in respect of copyright protection and accessibility to knowledge. On the one hand, web services are facilitating flow of information and access to knowledge; on the other hand, Internet moots questions regarding copyrights protection. The main purpose of linking is the creation of the World Wide Web as a thesaurus of knowledge and information. Nevertheless, digitization projects on an international level are already experiencing conversely issues, mainly because of copyright. Purpose of this chapter is to discuss some of these issues deriving from the linking, particularly for digital libraries. What is the relation between the scope of digital libraries on the one hand and of copyright on the other one? What is the role of the various stakeholders, i.e. the libraries and the right holders?

The application of the State aid rules to public service broadcasting has never been a straightforward exercise for the European Commission (hereafter the Commission). The picture became more complex in the digital era in light of the expansion of public broadcasting organizations to new media markets. Yet, in spite of the challenges it faced, the Commission has not limited itself to a marginal compatibility assessment checking solely whether the provision of related services outweighs the harm to competition. Through its decision-making and the adoption of a soft law instrument, the Broadcasting Communication, the Commission gradually managed to inject into national schemes supporting broadcasting activities its own perspective of “good” State aid policy. This chapter discusses the impact that the Commission State aid practice has had on national systems and reflects on whether the latter has struck the right balance between the conflicting values involved, namely competition and public service broadcasting. The chapter argues that, while in several instances the Commission went beyond the Treaty letter, its control over relevant State measures has contributed substantially to ensuring a level playing field between public broadcasters and commercial undertakings operating in the wider context of the media market.
