As digitization and datafication continue to extend into all areas of society, digital capitalism becomes equally ubiquitous and universal. Digital capitalism, and related phenomena such as data, surveillance or platform capitalism, operate on the basis of a comprehensive expropriation and exploitation of personal data profiles. It functionalizes life worlds and places of education to an unprecedented extent. This special issue is responding to the following questions: What position/s can media education in research and application take to respond to these developments? Which theories, concepts and methods help to formulate adequate analytical, critical and transformative answers?

A mid-1960s proposal to create a National Data Center has long been recognized as a turning point in the history of privacy and surveillance. This article shows that the story of the center also demonstrates how bureaucrats and researchers interested in managing the American economy came to value personal data stored as “data doubles,” especially the cards and files generated to represent individuals within the Social Security bureaucracy. The article argues that the United States welfare state, modeled after corporate life insurance, created vast databanks of data doubles that later became attractive to economic researchers and government planners. This story can be understood as helping to usher in our present age of personal data, one in which data doubles have become not only commodities, but the basis for a new capitalism. This study presents a conceptual model of understanding algorithmic digital surveillance systems, borrowing insight from Giddens, who proposed the notion of structuration as social practices deriving from the intersection between structure and agents. We argue that the status of privacy, or lack of it, is a product of these interactions, of which the personal data practices and related interests constitute the reproduction of a data ecosystem. We trace the process of data production and consumption, dissecting the interactive dynamics between digital media producers (personal data users) and users (personal data producers). Inadequacies, limits, and social and policy implications of data surveillance and its algorithmic reproduction of identities are discussed.

Advocates of digital education have increasingly recognized the need for young people to acquire digital media literacy. However, this idea is often seen in instrumental terms, and is rarely implemented in any coherent or comprehensive way. This paper suggests that we need to move beyond a binary view of digital media as offering risks and opportunities for young people, and the narrow ideas of digital skills and internet safety to which it gives rise. The article propose that we should take a broader and more critical approach to the rise of ‘digital capitalism’, and to the ubiquity of digital media in everyday life. In this sense, the paper argue that the well-established conceptual framework and pedagogical strategies of media education can and should be extended to meet the new challenges posed by digital and social media.This article presents some reflections as an epigraph of the special issue "Digital learning: distraction or default for the future", whose final result has allowed us to group a set of critical research and analysis on the inclusion of digital technologies in educational contexts. The points of view presented in this epigraph is also developed in more detail in the book "The Media Education Manifesto" (Buckingham, 2019).

In this article, we draw on theories of biopolitical marketing to explore claims that personal data markets are contextualised by what Shoshana Zuboff calls “surveillance capitalism” and Jodi Dean calls “communicative capitalism”. Surveillance and communicative capitalism are characterised by a logic of accumulation based on networked captures of life that enable complex and incomprehensive processes of extraction, commodification, and control. Echoing recent theorisations of data (as) derivatives, Zuboff’s key claim about surveillance capitalism is that data representations open up opportunities for the enhanced market control of life through the algorithmic monitoring, prediction and modification of human behaviour. A Marxist critique, focusing largely on the exploitative nature of corporate data capitalism, has already been articulated. In this article, we focus on the increasingly popular market-libertarian critique that proposes individual control, ownership, and ability to commodify one’s personal data as an answer to corporate data extraction, derivation and exploitation schemes. We critique the claims that personal data markets counterbalance corporate digital capitalism on two grounds. First, these markets do not work economically and therefore are unable to address the exploitative aspect of surveillance capitalism. Second, the notion of personal data markets functions ideologically because it reduces the critique of surveillance capitalism to the exploitation of consumers and conceals the real objective of data capitalists such as Google, Facebook, Amazon and Apple to not (just) exploit audiences but to create worlds that create audiences.

The harvesting of data about people, organizations, and things and their transformation into a form of capital is often described as a process of “accumulation by dispossession,” a pervasive loss of rights buttressed by predatory practices and legal violence. Yet this argument does not square well with the fact that enrollment into digital systems is often experienced (and presented by companies) as a much more benign process: signing up for a “free” service, responding to a “friend’s” invitation, or being encouraged to “share” content. In this paper, we focus on the centrality of gifting and reciprocity to the business model and cultural imagination of digital capitalism. Relying on historical narratives and in-depth interviews with the designers and critics of digital systems, we explain the cultural genesis of these “give-to-get” relationships and analyze the socio-technical channels that structure them in practice. We suggest that the economic relation that develops as a result of a digital gift offering not only masks the structural asymmetry between giver and gifted but also permits the creation of the new commodity of personal data, obfuscates its true value, and naturalizes its private appropriation. We call this unique regime “accumulation by gift.”

This special issue brings together six research articles that speak to the dynamics of digital communication in the Philippines, a country firmly located in the global geography of the digital economy and an early adopter and innovator in mobile communication. Increasingly, the rise of digital platforms is spurring on new business models and applications that find a wide range of appropriations in a developing economy with a high level of communication skills and a high level of inequality. These dynamics have, in turn, fuelled the popularity of social media and the populism that has gained international attention and, more critically, taken the country into uncharted political terrain. We introduce this Special Issue by taking stock of the legacies and potentials of digital communication in the country and highlighting how the articles sustain and extend past conversations. Drawing from the articles that cover a range of topics (entertainment, intimacy, labour, journalism and politics, scandals and pornography), we identify three overlapping themes that capture the socio-technical dynamics of digital communication in the Philippines: (1) how digital communication is emplaced in material, social and structural conditions; (2) the potentials of networked publics and communication; and (3) the convertibility of capitals and emergence of new competencies. These dynamics and potentials point to the contradictions, continuities and changes that relate to Philippine modernity in the context of global digital capitalism.

Privacy and the protection of privacy is a common topic studied by many scholars. From the very beginning of human culture, people have personal privacy, which is not willing for them to be unveiled by others. With the development of information technology, especially the internet, knowledge and information are dealt by internet users in conscious or unconscious way, and personal information has been rapidly and quickly distributed and disseminated all over the world. Personal data can be collected by hackers or interlinks from the website, internet not only provides people an era with internet links, but also an age with information collections, a big data age. With the background of big data, this essay tries to put forward the correlative relationship between the protection of information privacy and the privacy law in Australia. It first has an overview of the concepts of information privacy and data surveillance under the background of big data, then highlights the importance of data security in the age of big data; with a literature review on the development of Australian privacy acts, it further claims that privacy acts or regulations by the federal or states provided strong support for the protection of personal data. Then relationship between the protection information privacy and the need of judicial guarantee is further studied for thorough methods or regimes in data protection. With these points studied, this essay aims to highlight the importance of data protection and information privacy. On the other hand, it aims to provide awareness for readers the vital role privacy laws can play in the protection of people’s personal information and emphases the importance of a continuous evolution for privacy law system in the age of big data.

This paper discusses the challenges posed by the advent of e-health. To contextualise the phenomenon, it defines the environment in which it arises: digital capitalism. The predatory dynamics of this social structure are likely to transform medical practice. Contemporary medicine seems to be poised between a renewed attention to the patient and their dignity – perspective of the medical humanities – and the reduction of the patient to a mere object of study and discipline – biomedicine. By favouring the quantification of the patient and a depersonalising approach, digital medicine risks breaking the bond between these two sides of medicine. At the same time, the development of medical technologies in a capitalist environment poses other risks that need to be weighed up: from the gratuitous appropriation of personal data to the creation of a discriminatory and classist healthcare system. Only by openly addressing these problems will it be possible to integrate these new technologies in a democratic way that promotes the common good.
