In exploring whether or not the free and equal communication of citizens is a feasible ideal at the end of the twentieth century, this article presents a new account of the importance of the media to democracy. It offers a revised interpretation of the public service model of communications, in a risk-ridden society, and spells out the implications of these arguments for conventional views of democracy. After considering and rejecting foundationalist and relativist accounts of democracy, it offers a novel conception of democracy as a project of flexibly controlling the exercise of power.

Professional journalism is under extraordinary pressure: not only are its traditional business models under enormous strain but it is also regularly accused by the Right of peddling ‘fake news’ and criticized by the Left for failing to play a robust monitorial role. In this situation, there is a temptation to see public service media, and the BBC in particular, as beacons of light in an otherwise gloomy picture. This article attempts to provide a note of caution to those who see the public service model as the most effective means of holding power to account and as the most desirable alternative to the flawed news cultures of both commercial and authoritarian landscapes. It considers some of the structural and institutional factors that constrain the BBC’s journalism and suggests that its intimate relationship with elite power has long undermined its ability to act as a reliable and independent check on power.

The media's contribution to the creation of a healthy public sphere and civil society is the focus of public debate, especially in the light of concerns about the impact on them of the economic and political spheres. The media's ideal contribution to the development of a democratic society has traditionally been framed within the structures of the public service model of broadcasting, where education plays a crucial role. This article traces the evolution of education in Irish broadcasting, exploring the consequences for Irish democracy and civil life. It outlines how education's potential contribution has continually been shaped by the institutional demands of the political and economic systems, including the cultural nationalist ethos of early radio broadcasting, its role in the modernisation of Irish society, and the growth of commercialism and pluralist approaches. These trends had a formative influence on education's role in Irish broadcasting, and consequently on the civic and democratic lives of Irish citizens.

This analysis examines existing models of career bureaucrat and political appointee relationships and asks: to what extent is the broader purpose of public service for both politicals and careerists considered? Because most current models focus on career responsibilities, but exclude the special public responsibilities of political managers, a new “Public Service Model” is proposed. The new-model proposes a joint political-career commitment to serving the public interest and a heightened recognition of the value of both sets of public executives. Both have a critical role to play in democratic policy processes; joint action and cooperation are essential to effective governance.

Amongst the loftiest of journalism’s grand claims has been the ideal of “public service,” a term suggesting the antithesis of self-serving mendacity or mean-spirited motivation. To characterize oneself as a public servant is to profess a certain kind of civic virtue: an intention to act for all rather than some. This chapter addresses the question: What does it mean for journalists to provide a public service? The chapter considers the claims of journalists to be providers of a public service and the conditions that allow or inhibit the realization of such a high-minded aspiration. Further discussion explores the grounds upon which journalists have claimed to serve the public and concludes by offering a normative framework for public-service journalism within the contemporary media ecology.

Construction of village’s public service model is imperative since village has more authorities as has been mandated by Law Number 6 of 2014 concerning the village. The authorities allow village government to prepare RPJMDes, APBDes, and village planning independently. Therefore, village has wider opportunities to improve its services in accordance with its nature and characteristics. In rural public service perspective, it is necessary to develop a public service model. This study concludes several things: (1) Classification, types and numbers of village services are different; (2) The village’s services are mostly in the form of recommendations at first level which then should be completed at higher levels at sub district and disctrictagencies; (3) To improve the quality of village’s services, they are classified into three groups, namely: (a) recommendation letter; (b) citizenship services; and (c) rural community empowerment. Furthermore, the recommended model is a dispersed model because village service is a part of public service system at subdistrict and disctrict levels. Dengan demikian, terbuka peluang untuk memperbaiki pelayanan publik sesuai dengan sifat dan karakteristik desa. Oleh karena itu, dalam perspektif pelayanan publik desa, perlu disusun model pelayanan publik desa sesuai dengan kewenangannya. Studi tentang pengembangan model pelayanan publik desa ini telah menghasilkan kesimpulan : (1) Klasifikasi, jenis dan jumlahnya masih berbeda-beda; (2) Secara umum pelayanan publik desa masih berupa pengantar atau rekomendasi dan penyelesaian pelayanannya berada di Kantor Kecamatan atau bahkan di Dinas Teknis Pemerintah Kabupaten/Kota; (3) Untuk meningkatkan kualitas pelayanan publik desa, maka perlu dikelompokkan menjadi tiga, yaitu: (a) surat pengantar; (b) layanan kependudukan; dan (c) pemberdayaan masyarakat. Adapun model pelayanan publik desa yang direkomendasikan adalah model terpencar, mengingat pelayanan publik desa merupakan bagian yang tak terpisahkan dari sistem pelayanan publik Kecamatan dan Pemerintah Kabupaten/Kota. Hanya sebagian kecil saja pelayanan publik desa yang betul-betul dapat diselesaikan di desa, yaitu surat pengantar.Kata Kunci: Penguatan kapasitas, pelayanan publik, pemerintahan desa

Abstrak: Sejak awal ditemukannya wabah COVID-19 di Indonesia, pemerintah telah melakukan berbagai upaya dalam rangka mencegah penyebaran COVID-19 di antaranya membuat beberapa kebijakan baru dengan upaya preventif dan upaya reaktif. Salah satu upaya preventif yang dilakukan oleh pemerintah adalah dengan menggunakan imbauan yang berisi promosi pencegahan penyebaran COVID-19. Pemerintah dibantu oleh kalangan masyarakat sering memberikan imbauan kampanye pencegahan penyebaran COVID-19, salah satunya adalah penggunaan media animasi digital. Media ini yang banyak ditemukan dalam situs-situs umum sehingga mempermudah penyampaian kepada masyarakat yang meluas. Perancangan yang digunakan menggunakan metode design thinking yang terdiri dari tahapan empathize, define, ideate, prototype dan test. Penggunaan metode design thinking diharapkan dapat digunakan secara efektif untuk merancang animasi digital sehingga promosi pencegahan penyebaran virus COVID-19 dapat menjadi lebih terstruktur dan sistematis. Hasil dari perancangan ini memberikan rekomendasi berupa model animasi digital promosi sebagai layanan masyarakat untuk pencegahan virus Covid-19 dengan menggunakan aplikasi Google Web Designer. Menggunakan dasar tersebut dapat disimpulkan metode design thinking memungkinkan desainer dalam pengumpulan berbagai informasi mengenai permasalahan yang ada sehingga mampu mengembangkan gagasan serta membuat alternatif desain dalam berinovasi. Kata Kunci: perancangan; animasi digital;  COVID-19; design thinking,     Abstract: When COVID-19 pandemics was first found in Indonesia, the government has taken several measures to contain further spread of COVID-19 pandemic, including by taking some preventive and reactive measures. One of the preventive measures taken by the government is to appeal the public by promoting preventive approach to contain the spread of COVID-19. The government in collaboration with the community has often given campaign appeals to prevent the spread of COVID-19, to use digital animation advertisements. This Media are often found in public sites can facilitate delivery to the wider community. This design uses design thinking method which consists of empathize, define, ideate, prototype and test. The use of the design thinking method is expected to be used effectively to design digital animations so that the promotion of preventing the spread of the COVID-19 virus can be more structured and systematic. The result of this design provide recommendations in the form of digital animation model as a public service for the prevention of the Covid-19 virus by using the Google Web Designer application.With this basis, they can acquire a design thinking method that allows designers to gather various information about existing problems so that they are able to develop ideas and create design alternatives in terms of design.
