The use of drones in the public sector is expanding to various fields, and its effectiveness has been verified in some cases. Since its introduction to the Seoul Metropolitan Fire and Disaster Headquarters in 2016, drones have been used 1,240 times, including 405 times in disaster response. The purpose of this study is to analyze cases to determine the effectiveness of drones in operations such as searching, acquiring information, and monitoring, compared to traditional disaster response methods. In order to analyze the efficiency of the search missions, we divided the cases into vertical and horizontal searches and measured the response time of the drone compared to that of the firefighters. In terms of the information acquisition missions, the time spent on obtaining information and responding activities when the drone was deployed at building and forest fire sites were compared to missions in which the drone was not deployed. In the case of risk monitoring missions, the scope of the safety management personnel usually deployed at the site and the scope of the drone monitoring were compared. In horizontal searches, such as searching for missing persons, one drone can play the role of 100 people. In addition, drones are more than sixteen times faster than traditional methods in completing vertical searches in high-rise buildings, and 140 s faster in detecting fires in residential areas. Furthermore, it took more than an hour for 78 firefighters to locate a forest fire that broke out at night, but the drone located it in just two min. These results indicate that it is possible to use firefighter personnel more effectively and efficiently by using drones at disaster sites. To that end, more research on how to modulate the duties of firefighters while working with fire drones is required.

[ACCESS RESTRICTED TO THE UNIVERSITY OF MISSOURI AT AUTHOR'S REQUEST.] This exploratory study applied models of human information behavior and health information acquisition to the acquisition of legal information by the public. A mixed methods approach, consisting of two sequential phases, was utilized. First, an online survey consisting of 45 multiple-choice questions was administered to a Qualtrics panel of 385 individuals without formal legal training who were at least 18 years of age. In the second phase, eleven individuals who met the same screening criteria were interviewed in order to provide additional elaboration upon and clarification of the survey data. In phase 1, frequency of legal information searching and incidental discovery of legal information (information encountering, or IE) was assessed for relationships with personal, affective, contextual, and environmental factors. Findings indicate that individuals who search and encounter legal information more frequently share certain demographic and affective characteristics with their counterparts in the acquisition of health information. Age, income, and previous experience with the legal system were associated with greater legal search frequency. Age, race, and previous experience with the legal system were associated with greater frequency of legal IE. Self-efficacy and vigilance were both associated with frequency of search and IE, though perception of the legal system was not. Subjects searched and encountered more frequently because of curiosity than other situational factors. The role of risk in search and encounter frequency could not be determined. Both exposure to multiple information sources and to multiple mass media sources were associated with greater frequency of legal search and IE. In phase 2, subjects were asked about their searches and IE experiences with legal information, and the role of legal information in their everyday lives, especially as compared to health information acquisition. Findings indicate that members of the public define legal information quite narrowly as tied to lawyers and courts, rather than rights and duties (even provided with a more inclusive definition), and often fail to relate routine encounters with the law to their larger understanding of the legal system. Survey findings were corroborated in terms of source choices, the roles of previous experience, self-efficacy, and avoidance-vigilance. The increased availability of legal information sources through the internet has made it easier for people to find codes and regulations, but has not made it easier to find the information necessary to assess more complex legal issues. Other emergent themes identified in phase 2 included the detrimental effect of attorney advertising and the perception of legal information as disruptive, in contrast to the embeddedness of health information in everyday life.

The article deals with the issues of personal and professional development of the management personnel reserve. The authors focus on the problems of staffing the public administration system, primarily the public civil service, emphasize that one of the key issues that directly affect the quality of public administration and the effectiveness of the public civil service is the personal and professional development of management personnel, effective leadership. Based on the analysis of the results of sociological research and statistical data, key problem areas in staffing and the implementation of personnel policy in the civil service, the possibility of implementing personnel strategies are determined. Noting the role of the managerial personnel reserve, the directions for improving the work with the personnel reserve in the context of a personality-oriented approach are substantiated, trends in changes in career expectations and the possibility of taking them into account in the formation of developmental activities are noted.

The essence of language is human activity. Communication with language is carried out through two basic human activities; speaking and listening during the interaction in a group of people. Immigrants in Makassar city communicate with immigrant communities and Makassar people. They used English and Indonesia to communicate with others. The aims of this article were to find out determinant factors of English as language choice among Unaccompanied Migrant Children (UMC) in Makassar and why they used English as their language choice to communicate with other people out of them. The data were taken from UMC in the shelter under the auspices of Makassar’s Social Office and in the public area of Makassar. This research was a qualitative approach; it was from a sociolinguistic perspective and focuses its analysis with the language choice among UMC. This research showed that most immigrants chose English as their language choice since they were in Makassar because they have acquired better than other international language and it has been mastered naturally by doing social interaction among themselves and people outside their community. UMC had more difficulties to socialize with Indonesian than the adult of Immigrants. Other than their lack of language mastery, they also have the anxiety to adapt to other immigrants and Makassar people. English was used by UMC to show their status as a foreigner who lived in a multicultural situation. Language becomes a power for a human being and it becomes a social identity for language user in one community. During the interaction of UMC in Makassar city, the role of English as an International language is shown.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

Islamic banks are present in the community as financial institutions whose activities are based on the principles of Islamic law for the benefit of the people. This study aims to determine the strategic role of Islamic Banks as financial service institutions, the importance of the existence of Islamic Banks and Islamic-based markets and financial instruments in them. In its development, Islamic banks have a role as institutions that turn on public funds, channel funds to the public, transfer assets, liquidity, reallocation of income and transactions. One of the environmental problems in urban areas is the pollution caused by garbage. The waste problem is caused by various factors such as population growth, living standards changes, lifestyles and behavior, as well as how the waste management system. This study aims to determine how the role of society to levy payments garbage in Samarinda. This research was descriptive; where the data is collected then compiled, described and analyzed used relative frequency analysis. The participation of the public to pay a "levy junk", which stated to pay 96.67%, for each month and the rates stated society cheap, moderate and fairly, respectively 46.08%, 21.21%, 21.04%. Base on the data , the role of the community to pay "levy junk" quite high.
