Abstract The seismic damage state of building structure can be evaluated by observing the fundamental period change of structure. Firstly, the fundamental period calculation formula that adapts to the deformation pattern and distribution mode of horizontal seismic action for reinforced concrete frame structure is derived. Secondly, the seismic damage assessment standard of building structure considering period variation is established. Then, the seismic damage assessment method of building structure is constructed. Finally, the seismic damage example is used to verify the established evaluation method. The results show that the established research method has high accuracy and good engineering practicability.

Urban shrinkage is a critical issue in local small- and medium-sized cities in Korea. While there have been several studies to analyze the causes and consequences of vacancy increases, most have only focused on socioeconomic associations at larger scale and failed to consider individual housing level characteristics, primarily due to a lack of appropriate data. Based on data including 52,400 individual parcels, this study analyzes the primary contributors to vacant properties and their spatial distribution through a multilevel model design based on data for each parcel. Then, we identify areas at high risk of vacancy in the future to provide evidence to establish policies for improving the local environment. Results indicate that construction year, building structure, and road access conditions have a significant effect on vacant properties at the individual parcel level, and the presence of schools and hypermarket within 500 m are found to decrease vacant properties. Further, prediction outcomes show that the aged city center and areas with strict regulations on land use are expected to have a higher vacancy rate. These findings are used to provide a set of data-based revitalization strategies through the development of a vacancy prediction model.

AbstractRecent years have witnessed that the prefabricated concrete structure is in the widespread use of building structures. This structure, however, still has some weaknesses, such as excessive weight of components, high requirements for construction equipment, difficult alignment of nodes, and poor installation accuracy. In order to handle the problems mentioned above, the prefabricated component made of lightweight concrete is adopted. At the same time, this prefabricated component is beneficial to reducing the load of the building structure itself and improving the safety and economy of the building structure. Nevertheless, it is rarely found that the researches and applications of lightweight concrete for stressed members are conducted. In this context, this paper replaces ordinary coarse aggregate with lightweight ceramsite or foam based on the C60 concrete mix ratio so as to obtain a mix ratio of C40 lightweight concrete that meets the engineering standards. Besides, ceramsite concrete beams and foamed concrete beams are fabricated. Moreover, through three-point bending tests, this paper further explores the mechanical properties of lightweight concrete beams and plain concrete beams during normal use conditions. As demonstrated in the results, the mechanical properties of the foamed concrete beam are similar to those of the plain concrete beam. Compared to plain concrete beams, the density of foamed concrete beams was lower by 23.4%; moreover, the ductility and toughness of foamed concrete were higher by 13% and 3%, respectively. However, in comparison with the plain concrete beam, the mechanical properties of the ceramsite concrete beam have some differences, with relatively large dispersion and obvious brittle failure characteristics. Moreover, in consideration of the nonlinear deformation characteristics of reinforced concrete beams, the theoretical calculation value of beam deflection was given in this paper based on the assumption of flat section and the principle of virtual work. The theoretically calculated deflection values of ordinary concrete beams and foamed concrete beams are in good agreement with the experimental values under normal use conditions, verifying the rationality and effectiveness of the calculation method. The research results of this paper can be taken as a reference for similar engineering designs.

The vibration control system of a building structure under a strong earthquake can be regarded as a large complex system composed of a series of overlapping subsystems. In this paper, the overlapping decentralized control of building structure vibration under seismic excitation is studied. Combining the overlapping decentralized control method, H∞ control algorithm, and passive fault-tolerant control method, a passive fault-tolerant overlapping decentralized control method based on the H∞ control algorithm is proposed. In this paper, the design of robust H∞ finite frequency passive fault-tolerant static output feedback controller for each subsystem is studied. The fault matrix of the subcontroller is expressed by a polyhedron with finite vertices. In order to reduce the influence of external disturbance on the controlled output, the finite frequency H∞ control is adopted and the Hamiltonian matrix is avoided. In this paper, the passive fault-tolerant overlapping decentralized control method based on H∞ control algorithm is applied to the vibration control system of the four-story building structure excited by the Hachinohe seismic wave. One drive is set on each layer of the structure, and a total of four drives are set. Select the driver fault factor of 0.5 or 1 and the frequency band [0.3, 8] Hz. The overlapping decentralized control scheme and 16 fault-tolerant fault matrices are designed, and the numerical comparison results are given. The results show that both overlapping decentralized control strategy and multioverlapping decentralized control strategy have achieved good control results. Due to the different number of subsystems and overlapping information, the overlapping decentralized control scheme increases the flexibility of controller setting and reduces the computational cost.

Penelitian yang dilakukan dengan tujuan agar dapat diketahui proses dan faktor yang mempengaruhi implementasi kebijakan dan adakah pengaruh terhadap peningkatan pendapatan asli daerah (PAD) pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Pangkep. Metode penelitian yang dilakukan bersifat kualitatif dengan metode deskriptif kualitatif. Yaitu memberikan pengamatan dan penggambaran terhadap aspek- aspek penelitian, kemudian meneskripsikan aspek tersebut. Untuk menentukan fakta maka peneliti melakukan wawancara, observasi beberapa informan kunci meliputi pelaksana kebijakan IMB, anggota DPRD, dan masyarakat yang bermohon. Hasil penelitian menunjukkan pada Implementasi kebijakan Izin Mendirikan Bangunan di Kabupaten Pangkep belum berjalan dengan efektif dan belum sesuai dengan keinginan pemerintah daerah. Hal ini dikarenakan belum maksimalnya penerapan kebijakan IMB ditandai dengan tidak diterapkannya waji IMB, ketentuan wajib memenuhi syarat tata bangunan. Adapun faktor yang menyebabkan tidak efektifnya implementasi kebijakan adalaah kualitas dan kwantitas staf yang masih kurang, pengawasan dan dukungan politik dari legislatif masih kurang dan komunikasi yang belum efektif yang belum berjalan dengan baik.Penerimaan retribusi IMB terhadap PAD masih sangat rendah, penerimaan retribusi selama tiga tahun terakhir tidak mengalami kenaikan sesuai target yang diharapkan pemerintah. Setiap tahunnya retribusi IMB yang diterrima Rp. 900.000.000 dimana hanya tercapai 60% dari target yang ditentukan pemerintah Kabupaten Pangkep. Nilai kontribusi tersebut belum signifikan terhadap peningkatan PAD di Kabupaten Pangkep. The research was conducted with the aim of knowing the processes and factors that influence policy implementation and whether there is an effect on increasing local revenue (PAD) at the One Stop Integrated Service and Investment Service (DPMPTSP) Pangkep Regency. The research method carried out is qualitative with a qualitative descriptive method. That is to provide observations and descriptions of aspects of the research, then describe these aspects. To determine the facts, the researchers conducted interviews, observed several key informants including IMB policy implementers, DPRD members, and the people who applied. The results showed that the implementation of the building permit policy in Pangkep Regency had not run effectively and had not been in accordance with the wishes of the local government. This is because the implementation of the IMB policy has not been maximized, which is marked by the non-applicability of the mandatory IMB, the provisions of which must meet the building structure requirements. The factors that cause the ineffective implementation of policies are the quality and quantity of staff that are still lacking, political supervision and support from the legislature are still lacking and communication is not yet effective which has not gone well. Receipt of IMB levies on PAD is still very low, retribution receipts for three years The last one did not increase according to the target expected by the government. Each year the IMB levy received is Rp. 900,000,000 where only 60% of the target set by the Pangkep Regency government was achieved. The value of this contribution has not been significant to the increase in PAD in Pangkep Regency.
