The general V(λ) mismatch index, f_1^' quantifies the mismatch between the spectral responsivity of a photometer, s(λ), and the spectral luminous efficiency function, V(λ). A short review of its historical development is given to explain the reasons for the current definition and which adjustments may be useful for the future. The properties of the current definition are described in detail. It is very likely that in the future, calibration of photometers will be done with a white LED light source as reference. It might involve the need for a more adequate definition of the general V(λ) mismatch index, either by using a different normalization in f_1^' for the spectral responsivity of the photometer or by introducing a different type of function for assessing the mismatch. On the other hand, the measurement of coloured LEDs is also becoming increasingly important. Is a single quality index for white and coloured light sources sufficient?

В статье рассматривается проблема разработки (формирования) функции эффективности (агрегированного критерия, свертки критериев) входящих в состав Улан-Баторской железной дороги (УБЖД) участков, которая содержала бы специальным образом взвешенные частные характеристики качества функционирования этих участков. Решение этой проблемы осуществляется на основе разработанной в Иркутском государственном университете путей сообщения информационно-вычислительной технологии (ИВТ) многокритериального оценивания эффективности функционирования сложных социально-экономических и технических систем. ИВТ позволяет на модельном уровне оценивать эту эффективность одним числом (выраженным, например, в процентах), что открывает широкие возможности в управлении этими системами, поскольку позволяет выполнять, в частности, масштабный многофакторный сравнительный анализ деятельности однородных организационных и других структур и принимать на этой основе решения самого различного характера. Построена функция эффективности функционирования участков УБЖД, включающая в свой состав взвешенные частные индикаторы такой эффективности: погрузка, статическая нагрузка, выгрузка, отправление вагонов, перевозка пассажиров, простои вагонов с одной переработкой, простои местных вагонов, простои транзитных вагонов с переработкой, простои транзитных вагонов без переработки. На основе этой функции рассчитана масштабированная на сто процентов эффективность каждого участка. При этом все показатели предпочтения упорядочены по убыванию значимости. Подобная информация, формируемая с годичной периодичностью, может быть весьма полезна руководству УБЖД для принятия широкого спектра управленческих, в том числе кадровых, решений. Аналогичная работа может быть выполнена в интересах РАО РЖД. The article discusses the problem of developing (forming) an efficiency function (aggregated criterion, convolution of criteria) of the sections included in the Ulan Bator Railway (UBZhD), which would contain specially weighted private characteristics of the quality of the functioning of these sections. The solution to this problem is carried out on the basis of the information and computational technology (ICT) developed at the Irkutsk State University of communication lines for multi-criteria assessment of the effectiveness of the functioning of complex socio-economic and technical systems. IWT makes it possible at the model level to evaluate this efficiency by one number (expressed, for example, as a percentage), which opens up ample opportunities in the management of these systems, since it allows performing, in particular, a large-scale multifactorial comparative analysis of the activities of homogeneous organizational and other structures and on this basis solutions of the most varied nature. The function of the effectiveness of the functioning of the UBZhD sections has been built, which includes weighted private indicators of such efficiency: loading, static load, unloading, dispatch of cars, transportation of passengers, idle time of cars with one processing, idle time of local cars, idle time of transit cars with processing, idle time of transit cars without processing. Based on this function, a 100% scaled efficiency is calculated for each site. Moreover, all preference indicators are sorted in descending order of importance. Such information, generated on a yearly basis, can be very useful to the UBZhD leadership for making a wide range of managerial, including personnel, decisions. Similar work can be performed in the interests of RAO Russian Railways.

Данная статья посвящена рассмотрению и определению величины факторов, влияющих на эффективность транспортного процесса по Северному Морскому Пути (СМП) И разработка новой методики оценки эффективности транспортного процесса в форме методики приведенной прибыли(МПП) или в форме методики приведенной рентабельности(МПР). Основным отличием данного подхода является разработка методики оценки эффективности не по традиционной методике приведенных затрат, а по новой методике приведенной прибыли или приведенной рентабельности. Получены основные факторы, влияющие на эффективность перевозок и их приведенные величины по отношению к одной тонне груза. Далее построена функция эффективности транспортных перевозок по Северному Морскому Пути. Затем выполнено исследование на экстремум функции эффективности и получены данные, показывающие условия, позволяющие достигать максимальной эффективности перевозки грузов по Северному Морскому Пути. Разработанная методика является полностью оригинальной, т.к. в этой методике учитываются не только факторы затрат, но и факторы доходов. В итоге получена новая методика оценки эффективности транспортных перевозок по критериям прибыли и рентабельности. This article is devoted to the consideration and determining the magnitude of factors that affect the efficiency of the transport process along the Northern Sea Route (NSR) And developing a new method for evaluating the efficiency of the transport process in the form of the reduced profit method or in the form of the reduced profitability method. The main difference between this approach is the development of a methodology for evaluating efficiency not using the traditional method of reduced costs, but using a new method of reduced profit or reduced profitability. The main factors affecting the efficiency of transportation and their reduced values in relation to one ton of cargo are obtained. Next, the function of transport efficiency along the Northern Sea Route is constructed. Then, a study was performed on the extremum of the efficiency function and data were obtained showing the conditions that allow achieving the maximum efficiency of cargo transportation along the Northern Sea route. The developed method is completely original, since this method takes into account not only cost factors, but also income factors. As a result, a new method for evaluating the efficiency of transport operations based on the criteria of profit and profitability was obtained.

Abstract The paper revisits the entropy-based efficiency of the type-I censored sample, which was addressed by several previous works. The main purpose of this work is to provide a comprehensive definition of the efficiency function and give a general proof that the entropy of a censored sample is always less than that of the complete sample for any probability distribution and at any point of censoring. A simulation study is performed to validate our results, and a real-data example is reevaluated.

The Displacement per Atom (DPA) is an important factor used to quantify the irradiation damage of materials. The radiation damage energy production cross section obtained by nuclear data processing code is an essential nuclear data used to calculate the DPA of materials. Nuclear data processing code, such as NJOY, adopts NRT-DPA model to calculate the radiation damage energy production cross section. However, the NRT-DPA model has several well-known limitation. Especially, the number of radiation defects produced in energetic cascades in metals is only ~1/3 the NRT-DPA model prediction. To improve the precision accuracy of DPA calculation, the state-of-the-art Athermal Recombination Corrected DPA (ARC-DPA) model is adopted in heat production and radiation damage energy production cross section module of nuclear data processing code NECP-Atlas. ARC-DPA model can be obtained by simply multiplying with the new efficiency function. The parameters in the new efficiency function are material constants that can be determined for a given material from Molecular Dynamics (MD) simulations or experiments. The material constants of some materials are obtained by MD simulations firstly in this paper. Numerical results show that the radiation damage cross section produced by nuclear data processing code NECP-Atlas adopting NRT-DPA model can agree well with the NJOY code. What’s more, the results from NECP-Atlas adopting ARC-DPA model can provide more physically realistic descriptions of primary defect and agree well with the results from MD simulation numerically.

To determine the weight coefficients of the efficiency function of the employment service, the analytic hierarchy process and interval arithmetic were used. This made it possible to take into account the opinions of various experts without losing the consistency of the matrices of pairwise comparisons.
