When dealing with predictive modeling of credit-granting, different types of attributes are used: Cadastral, Behavioral, Business / Proposal, Credit Bureaux, in addition to Public, Private or Subsidiaries Sources. The Postal Address Code (Código de Endereçamento Postal CEP in Portuguese) in Brazil, in particular, has a unique contribution capacity (uncorrelated with most other attributes in general) and reasonably good predictive power. CEP is frequently used by truncating its numeric representation, considering the first d digits, for example. In this report, a preliminary methodology is proposed, aiming to elaborate clustering sets of CEPs by considering the information of clients' defaults over a period of time. Additionally, we tested the number of clusters obtained using the Information Value criterion. Promising solutions are obtained using statistical and optimizing approaches. Other methodologies are suggested and could be complementary with the principal methodology proposed.

In this fast-moving world, a normal man can take considerable time to find a postal card in a bunch of postcards with significant issues like unclear handwriting, having trouble recognizing some uncommon or ambiguous names. Also, in postal offices or industries, it negatively impacts the efficiency of the postal system. I am making a system for Indian postal automation based on recognizing pin-code on the postcard. In India, there are multiple languages were speak. Indian postcards are mainly written in three languages the state's official language, English, and Devanagari language. In India, more than 50% of people write Pincode digits in either English or Devanagari language, so I am making such a system that sorts both English and Devanagari language postcards. Moreover, the system is mature enough to recognize handwritten as well as printed digits. As a result, the system gets an accuracy of 92.59% on the English language postcards, 90% accuracy on the Devanagari language postcards e and the digit recognition model gives accuracy 99.23% Devanagari numerals and 99.43% accuracy on English numerals.

Políticas PúblicasTERRITORIALIZATION OF PUBLIC POLICIES: NOTES ABOUT COVID-19 AND THE POSTAL ADDRESS CODE IN RIO FAVELASIn times of humanitarian crisis, caused by the Pandemic of the new coronavirus, debates about the intelligent use of public resources occupy the tabloids with the opinion of experts. In Brazilian society as a whole, the fracture of social inequality was even more exposed, and with this the discussion around public policies and the role of the State in the face of this delicate moment gained space in the public sphere. In this sense, it is worth mentioning the existence of significant population contingents living in locations that do not have adequate access to basic public services, that do not enjoy the right to the City, and that are systematically made invisible, including in terms of public statistics. They are locations without CEP (Postal Address Code), important not only for the essential service of receiving letters and parcels by the Post Office, but for assigning addresses to individuals in contact with the state's networks. Not having a postal address, by street address, means having one's existence - spatially speaking - linked to another place that is not where one lives, and consequently, with damage to the exercise of full citizenship. The confrontation with Covid-19 implies an effective government action, articulated public policies, duly financed, transparent and, not least, territorialized. Keywords: Favelas. Covid-19. The paper discusses content and results of the methodology elaborated for geocoding of postal addresses. The geocoding issue is considered on the example of study devoted to the exploration of the spatial distribution and dynamics tuberculosis and concomitant diseases infection cases. The study is carried out on a large city scale. The example of St. Petersburg city (Russia) is used. Proposed methodology is based upon the extending of the classical geocoding scheme that assumes direct linking of the address data presented as a part of initial dataset with the address data presented in the reference dataset (in the geospatial database). The extension consists in the use of a middle reference-standard register of postal addresses. An address database developed by official agencies is used as a reference-standard register. Initial data records are linked with the records of the reference-standard register by postal addresses, and the register records, in turn, are linked with the records of the reference dataset used for geocoding (with the addresses recorded in the attributes of the geospatial database objects). This approach allows to provide control of structure and content correctness for the address data used for geocoding, as well as to convert address data in to a unified form accepted officially at the state level and used in official documents and information systems. The methodology is implemented on the example of the postal address system used in the Russia. However, it can also be used when operating with the address system of any other states. In such a case, it is necessary to have an official register of postal addresses to implement the methodology. The register have to be presented in a structured form (preferably in the form of a database). The methodology can be used both for medical statistics data geocoding, and for geocoding of other domain data.

<p>Postal addressing information is a crucial issue in any organization for business targets, especially in developed countries. Thus, required to convert postal address data to an absolute value like latitude and longitude coordinates by a procedure called geocoding. In this paper, discuss how to make long coordinates into simple geocode via maps services. Besides, conduct a smartphone application to save the geocode with details information to be a GIS for the future used by end-users. The information includes address name, type, and phone number as well as a small note. The app can search for a particular location like hospitals, schools, restaurants, etc.</p>
