The problem of optimal allocation of technological resources (operators) of a technical or organizational-technical system, designed to serve certain objects (operands) according to a given schedule, is considered. We take into account the necessity of incorporating, together with the main, preparatory and final operations, the possibility to select one or several operators for operand service into the service process, as well as the dependence of the operations duration on the factors characterized by uncertainty. Due to the supposed absence of statistics, expert-assigned indefinite values in the form of triangular fuzzy numbers are used. The optimization problem is formulated as a mathematical programming problem with a fuzzy criterion and clear-cut constraints, consisting in finding such a distribution of a given number of operators to serve each operand from a given set which minimizes the target function that takes into account deviations from the schedule (delay) with the service termination. Typical examples of systems for which the problem is relevant are the production complexes of air transport enterprises operating in conditions of uncertainty when it is necessary to ensure the regularity and safety of air transportation. A model example of solving the problem of allocating mobile refueling facilities at a hub airport, taking into account the peculiarities of its schedule, is presented. It is shown that the capabilities of standard personal computer software are sufficient for the solution.

This paper riset aims to examine and analyze the legal rule regarding airlines for passenger aircraft in Indonesia is Law No. 8 of 1999 concerning Consumer Protection, Law no. 1 of 2009 concerning Aviation and Regulation of the Minister of Transportation No. 89 of 2015 concerning Handling Delays in Scheduled Commercial Air Transport Business Entities in Indonesia and Regulation of the Minister of Transportation Number 92 of 2011 amending the Regulation of the Minister of Transportation No. 77 of 2011 concerning the Responsibility of Air Transport Carriers. The factors causing the delay in departure at Kualanamu Deli Serdang International Airport are one of the factors of weather, and technical problems on aircraft but which are more often caused by weather, especially Kuala Lumpur is the hub airport (collecting airport) of several small airports where the weather can change at any time -Time and it is a thing that often happens in Kuala Lumpur. The responsibility of domestic airlines to aircraft passengers who experience delays in departure at Kualanamu Deli Serdang International Airport is to provide compensation and compensation in the form of soft drinks, snacks and heavy meals as well as compensation, depending on the type of delay according to the category, namely: Category 1, 30 to 60 minutes delay, Category 2, 61 to 120 minutes delay, Category 3, 121 to 180 minutes delay, Category 4, 181 to 240 minutes delay, Category 5, more than 240 minutes delay, Category 6, namely flight cancellations, then the airline is obliged to divert to the next flight or refund all ticket costs.

The present study used a detailed qualitative longitudinal research approach to examine the trends of water consumption, wastewater volumes, and drainage water volumes in Oslo Airport Gardermoen, which is Norway’s major hub airport, between the years 2005 and 2020. An overall upward trend was observed in the water consumption at Oslo Airport Gardermoen, which was consistent with the growth in air traffic and aircraft movements during the study period. The annual water consumption per enplaned passenger was observed to fluctuate during the study period. While the lowest water consumption per passenger (8 liters per passenger) was recorded in 2008, the highest levels (14.6 liters per passenger) were recorded in 2020. The annual water consumption (cubic meter per aircraft movement) increased during the study period, which was consistent with the growth in aircraft movements and the use of larger aircraft. The annual wastewater volume generally increased during the study period, while the annual drainage water volume fluctuated remarkably during the study period, with the latter reflecting varying drainage patterns at the airport. Oslo Airport Gardermoen has implemented a range of sustainable water management practices to supplement its existing water management practices and policies.

Many airports are converting their ground fleets to electric vehicles to reduce greenhouse gas emissions and increase airport operation sustainability. Although this paradigm shift is relevant to the environment, it is necessary to understand the economic feasibility to justify the decision. This study used life-cycle cost analysis (LCCA) to compare the economic performance of electrified ground fleets in the airport with a conventional fossil fuel fleet. Three different charging systems (plug-in charging, stationary wireless charging, and dynamic wireless charging) for pushback tractors and inter-terminal buses at a major hub airport were considered in the analysis. Although the conventional fossil fuel options present the lowest initial cost for both fleets, they cost most in a 30-year analysis period. Among three electric charging infrastructures, the plug-in charging station shows the least accumulative cost for pushback tractors, and their cost differences are negligible for inter-terminal buses. Although the electric ground fleet is proved to show economic benefits, the most cost-effective charging infrastructure may vary depending on driving mileage and system design. The use of LCCA to analyze new systems and infrastructures for decision making at the project level is highly recommended.

Airports have economic, environmental, and social impacts on communities. Many of these impacts are influenced by airport management decisions. Airport sustainability may be thought of as having four primary areas: environmental, economic, operational, and social. The objective of this study is to understand better the adoption of social sustainability practices in small hub airport planning in the United States. The small hub airports in this study participated in the Federal Aviation Administration Airport Improvement Program for sustainability planning and have published their sustainability plans as either standalone sustainability management plans or integrated sustainable master plans. Plans from the six airports were gathered and examined as part of an exploratory case study analysis. The findings show that small hub airports do not use the same framework or select the same practices for social sustainability. Social sustainability practices for these six small hub airports focus on four stakeholder categories: passengers and travelers, employees, communities and local businesses, and concessionaires and tenants.

The entire aviation industry was severely hit by the COVID-19 pandemic, leaving airplanes stranded and airports empty of the usual hustle. While the full consequences of this crisis are yet unknown, it only adds fuel to the ongoing debates about the future of the aviation sector, including airport capacity and environmental challenges facing many hub airports around Europe. While conventional aviation research describes the development of hub airports as a function of varying geo-economic variables, this research sheds light on the societal underpinnings of the makings of hub airports. From an airport governance perspective, a case study of four European hub airports, representing both expanding and struggling hubs, was conducted. Based on interviews with 31 airport stakeholders from four different countries (i.e. Belgium, Finland, the Netherlands and Switzerland) as well as a review of strategic and policy documents, the authors argue that the development of hub airports and their corresponding governance models is a non-linear process, informed to a great degree by societal and discursive factors. The authors conclude that developing and sustaining a well-functioning hub airport that supports regional development necessitates an active stance from local, regional and national authorities. A clear and strategic governance model is needed, one that is not limited to ownership and regulation questions, but one that guarantees a wide-ranging consensus among airport stakeholders. Finally, the paper provides a perspective on future potentials and challenges facing European hub airports.

At present, hub airport is facing a lot of emergency situations, e.g., the management of irregular flight, which affects the sustainable development of the airport. Most of the methods for evaluating the robustness of airport gate assignment have been proposed by giving an independent evaluation function based on their experience, and thus, subjective factors are involved in varying degrees. Therefore, this paper puts forward an objective evaluation method based on the analysis of airport flight arrival, which gives a digital transformation strategy for the airport resource scheduling. A novel evaluation method based on data analysis of flight arrival time, and a mathematical model are formulated accordingly. In order to solve the proposed NP-hard problem, a new hybrid genetic algorithm combined with a heuristic algorithm is designed. In numerical experiments, the actual flight data of an international hub airport are used to analyze and verify the effectiveness of the proposed method. The results showed the advantages in scheme stability, operating cost savings, and risk reduction of the proposed method.
