The current cyclical transition, complicated by the COVID–19 pandemic, has revealed weak links in the economies of many countries, caused by systemic contradictions accumulated over 30 years. Kazakhstan, as a country that has been building market relations only since the end of the 20th century, found itself in the grip of not only economic and political, but also institutional costs. One of the problems hindering the economic development of the nation is the contradictions between the political ambitions of the authorities and the real results of the implementation ofstate programs, the loss of public trust. The purpose of the study isto assessthe quality of economic growth in Kazakhstan. An attempt is made to provide an analysis of the institutional and economic environment and an econometric assessment of the real indicators of the country's development. The methodological basis was the scientific heritage in this area and new theoretical and methodological approaches of modern scientists in the study of issues of socio-economic development. The object of the research is economic development of Kazakhstan. Research results: based on the historical and logical analysis of theoretical and methodological approaches to the study of economic development and the constructed regression model of panel data, it is shown that an increase in the level of indicators selected in official statistics has a small effect on economic growth, that is, there is a discrepancy between the target indicators of state programs and actual results. Revealed the institutional features of Kazakhstan's development model that cause economic lag.

AbstractResearch suggests that stalking inflicts great psychological and financial costs on victims. Yet costs of victimisation are notoriously difficult to estimate and include as intangible costs in cost–benefit analysis. This study reports an innovative cost–benefit analysis that used focus groups with multi-agency teams to collect detailed data on operational resources used to manage stalking cases. This method is illustrated through the presentation of one case study. Best- and worst-case counterfactual scenarios were generated using the risk assessment scores and practitioner expertise. The findings suggest that intervening in high-risk stalking cases was cost-beneficial to the state in all the case studies we analysed (even if it incurs some institutional costs borne by the criminal justice system or health) and was often cost-beneficial to the victims too. We believe that this method might be useful in other fields where a victim- or client-centred approach is fundamental.

The article identifies areas for improving the activities of modern enterprises in Ukraine. It was found that any industrial enterprise operates in conditions of limited resources, so in market conditions it always faces the acute problem of selecting the most effective combination of different resources, as well as the ability to replace a specific amount of any resource with the required number of any other resources in certain conditions. Changing the efficiency of different resources can be contradictory: so increasing the efficiency of living labor is provided by structural changes, which are accompanied by an increase in the share of fixed capital and in some cases sustainability, or even a decrease in its return, especially in the short term. From this point of view, general changes in efficiency, operating in different directions, can be part of the strategic policy of the enterprise, which takes into account the rotation of resources. It should also be borne in mind that changes in efficiency can be aimed at optimizing the structure of the resources sets. It is determined that the effectiveness of management is based on such internal characteristics of the enterprise as coordination of activities, systems of development, implementation and control of management decisions and, of course, their relationship with the market and institutional costs. Criteria of management efficiency cannot be studied without taking into account the technology by which the company is formed and developed within the external environment. There is a need to find a way to change this environment. Factors of change can be formed not only in the enterprise, but also outside it. This affects not only the relationship between different enterprises, but also between the enterprise and the state. It is concluded that the improvement of management is the most important factor in the modern development of economy, which allows to develop the activities of the enterprise, to increase its competitiveness. In improving the management of the enterprise, understanding its necessity, reflects the nature and features of the professional consciousness of the manager specifically the structure of knowledge, value system, research potential, practical experience, forward thinking. All these signs are in connection, combination and interaction. This characterizes the art of management, its scientific quality and efficiency.

Although legitimacy is crucial for courts’ efficacy, the sources identified as legitimizing domestic institutions are weaker or absent altogether for international institutions. We use an original, preregistered, nationally representative survey experiment to show that perceived home-state interest strongly affects the legitimacy afforded by UK citizens to the International Criminal Court. Importantly, this relationship is moderated by nationalism. Our findings have implications for state actors in a position to act vis-á-vis international courts, elites seeking to alter opinions toward courts, and courts themselves weighing possible institutional costs of acting against noncompliant states.

Verification is a federally mandated process that requires selected students to further attest that the information reported on their Free Application for Federal Student Aid (FAFSA) is accurate and complete. In this brief, we estimate institutional costs of administrating the FAFSA verification mandate and consider variation in costs by institution type and sector. Using data from 2014, we estimate that compliance costs to institutions in that year totaled nearly US$500 million with the burden falling disproportionately on public institutions and community colleges, in particular. Specifically, we estimate that 22% of an average community college’s financial aid office operating budget is devoted to verification procedures, compared with 15% at public 4-year institutions. Our analysis is timely, given that rates of FAFSA verification have increased in recent years.

Abstract Purpose To design and implement a chemotherapy stewardship process to optimize the location of chemotherapy administration in an effort to decrease the number of inappropriate inpatient anticancer regimen administrations and decrease institutional costs associated with inpatient administration. Summary As the costs of anticancer agents continue to rise, it is crucial that multidisciplinary efforts are aimed at managing anticancer medication utilization; this is especially important for high-cost medications, medications whose use requires increased monitoring due to safety concerns, and medications that do not exert effects quickly and, as such, can be more appropriately administered in the outpatient setting. It is imperative that pharmacists play a role in managing chemotherapy medication utilization, as pharmacists provide expertise in formulary management, a vast knowledge of financial impact and reimbursement processes, and clinical knowledge that can help predict the expected effectiveness and adverse effects of each anticancer regimen. Our institution sought to develop and implement a multidisciplinary chemotherapy stewardship program targeting the optimization of site of anticancer agent administration with a goal of decreasing both cost and inappropriate utilization of high-cost, high-risk anticancer agents. Conclusion Implementation of a chemotherapy stewardship service may decrease the number of inappropriate inpatient anticancer regimen administrations and decrease inpatient resource use, thereby decreasing costs to institutions. The concept of a chemotherapy stewardship process was well received by multidisciplinary healthcare colleagues, and a collaborative approach should be used to design and implement such processes.
