The current cyclical transition, complicated by the COVID–19 pandemic, has revealed weak links in the economies of many countries, caused by systemic contradictions accumulated over 30 years. Kazakhstan, as a country that has been building market relations only since the end of the 20th century, found itself in the grip of not only economic and political, but also institutional costs. One of the problems hindering the economic development of the nation is the contradictions between the political ambitions of the authorities and the real results of the implementation ofstate programs, the loss of public trust. The purpose of the study isto assessthe quality of economic growth in Kazakhstan. An attempt is made to provide an analysis of the institutional and economic environment and an econometric assessment of the real indicators of the country's development. The methodological basis was the scientific heritage in this area and new theoretical and methodological approaches of modern scientists in the study of issues of socio-economic development. The object of the research is economic development of Kazakhstan. Research results: based on the historical and logical analysis of theoretical and methodological approaches to the study of economic development and the constructed regression model of panel data, it is shown that an increase in the level of indicators selected in official statistics has a small effect on economic growth, that is, there is a discrepancy between the target indicators of state programs and actual results. Revealed the institutional features of Kazakhstan's development model that cause economic lag.

Также рассмотрены контроллинговые задачи научно-исследовательских структур, требующие административной основы, наравне с ранее принятыми решениями по цифровизации управления и его элементов. The paper outlines current issues related to the changes planned by the Ministry of Economic Development of the Russian Federation in the strategy of economic growth, as well as the reform of state programs that directly affect the production of complex technical systems. Besides, it proposes controlling tasks of research structures that require an administrative basis, along with previously adopted decisions on the digitalization of management and its elements.

This chapter looks at the role of institutions in economic development and the evolution of Ottoman institutions before the nineteenth century. It argues that while institutions are not the only things that matter, it is essential to examine their role in order to understand Turkey's experience with economic growth and human development during the last two centuries. The economics and economic history literature has been making a related and important distinction between the proximate and deeper sources of economic growth. The proximate causes refer to the contributions made by the increases in inputs, land, labor, and capital and the productivity increases. The deeper causes refer to the social, political, and economic environment as well as the historical causes that influence the rate at which inputs and productivity grow.

The purpose is to consider the main theoretical approaches to definition of social safety and estimate its conditions. The analysis of economic indicators of 2016-2017 has shown that with a growth of the key economic indicators, negative dynamics of the real located income of the population still remain. In the article, the importance of social and economic safety is emphasized. The two main conditions of economic safety provide the presence of the influential middle class and a ratio between the minimum and maximum income of the population. By means of Lorentz’s curve, the increase of stratification of the population on income is shown. The article concludes that that poverty is a threat of economic security, because it slows down economic growth. The authors also assess the influence of administrative impact on social and economic development of regions, finding a weak reliance.

Topicality. The conceptual foundations of institutional support for the development of regional economic systems around the world are in state of constant transformation according to the impact of key topical trends. During the last two decades, the EU has adopted policy of active investment support for the development of local destinations, territorial centers of resource concentration and economic growth. The general rules of the investment activities conducting are combined with targeted measures of support for the implementation of strategically significant projects. The emphasis in the European regional policy has shifted towards the will of the investments attracting so much that, in fact, the whole policy of stimulating of regional sustainable development has turned into investment policy. An important task for the practical implementation of tools for a project, decentralization approach is the development of methodical tools for the preparation and execution of priority investment projects in the territorial communities in order to develop scientific and applied tools. Even the consideration of specific practical situations is urgent with the purpose of generation of new organizational and economic mechanisms that are to stimulate investment development of territories. Despite numerous theoretical and applied developments in the field of the socio-economic development stimulation of regions and territorial communities, the questions remain unanswered regarding the methodological bases for regulation of priority areas of economic activity of territorial communities and methodological approaches to selection, assessment of the degree of perspective and promotion of implementation of priority investment projects taking into account the specifics and the concentration of local resources. In more specific and applied aspects, the issue of project incentives for socio-economic development of communities is unresolved for the conditions of the national economy, on the basis of decentralization reform and taking into account the requirements of the ideology of sustainable development. Also, the description of various situations with the organization of socio-economic development of the territorial community in the conditions of decentralization, as an example of concrete projects, is still insufficiently considered.Aim and tasks. The purpose of the article is to formulate conceptual foundations, methodological approaches to the stimulation of the sustainable development of territorial communities in the conditions of decentralization, using the best European principles, practices and on the basis of specific situation description of the development and implementation of a long-term investment project for the territorial community. Consideration of the prospects and key aspects of the implementation of investment projects will be considered on the example of the planned association of the Lyman united territorial community of the Tatarbunarian district of the Odessa region.Research results. The conceptual, methodical principles of project support of investment activity in territorial communities are considered, algorithm of selection and support of investment project realization, which is a priority for the territorial community, is defined. There is considered, on the example of the Lyman United Territorial Community, a project on integrated recycling and rational waste management, the results of which the experts of the Institute for Market Problems and Economic & Ecological Research of the National Academy of Sciences of Ukraine with representatives of the future community testify to the demand for an individual, pro-project approach to the solution of territorial communities problems, on the basis of local features. Thus, in the considered example, taking into account the specifics of composition, volumes, garbage structure and taking into account the seasonal fluctuations in its formation, the original methods are proposed that are available for the community during the processing of waste products into useful products, which are in demand, first of all, in the domestic market segment of the same community. The economic, social, ecological effectiveness of this project is determined, prospects of viability and opportunities for project development are estimated.Conclusions. The experience of working with representatives of territorial communities in the field of implementation of scientific and applied developments to stimulate the socio-economic growth of economic systems on the basis of sustainable development suggests the need for methodological tools on planning sustainable development of territorial communities in the context of decentralization reform.The prospects of the proposed approach include the possibility of local administration and application of measures of economic and organizational assistance for the implementation of such unique projects by the very same territorial community. Support for promising investment projects can be carried out directly by the administrations of territorial communities on the basis of scientifically substantiated principles concerning economic, tax, organizational and other types of regulation.

The article presents the authors’ point of view on the results of the socio-economic development of Russia in 2018 and provides an analytical assessment of forecasts for 2019 and 2020 and estimates for the immediate prospects for the development of the country. The focus is on ensuring the implementation of the May (2018) Decree of the President of the Russian Federation.The authors analyzed the state and confirmed directions to overcome stagnation, first of all, by eliminating the lag in the technological level of production and ensuring the growth in labor productivity, enhancing business, investment and consumer activity, increasing the efficiency of capital investments as key factors affecting the growth in the real sector and the knowledge economy, including industrial production , agriculture, capital construction.The paper highlights the weak links in the current management system and proposes measures to overcome the existing structural crisis. There is a need for a socio-economic policy change that should be aimed at ensuring the health of a nation.The authors compared Russian and global trends in key development indicators, such as gross domestic product (GDP), industrial production, foreign trade.A comparative assessment of the 2020 and 2021 forecasts of the considered key macroeconomic indicators (including the real sector of the economy as a driver of socio-economic progress) is presented. The projected in 2019 and 2020 slowdown in the global economy, the expected fall in global trade and the expansion of trade wars and sanctions, as well as the existing import dependence may contribute to the growing negative trend in the Russian economy and lead to stagnation escalating into recession.

Competitiveness has assumed centrality in the debate of globalization and economic growth. In a free market economic environment, economic efficiency assumes importance to fuel international business and economic growth. In a globalized contemporary economic environment, most countries have espoused economic development models based on Washington consensus to achieve faster growth during last three decades. In 1991, India had liberalized its economy to join the globalized world to reap the benefits of a free trade environment. From a very modest economic background, India has taken the center-stage of global economy due to its sustained economic growth rate and achievements in economic development indicators in the post liberalization era. In its perusal of economic growth, India has achieved significant economic progress based on competitiveness and economic efficiency. This paper attempts to analyze the challenges of sustaining trade competitiveness and economic growth from Indian perspective in the wake of renewed concerns on sustainability issues in a competitive globalized environment.

In modern conditions, the application of the strategic approach to the management of enterprises and their resources is caused by the need to increase the speed and validity of decision-making in changing environmental conditions. At the same time, one of the main tasks of managing economic entities as complex socio-economic systems is to ensure their economic growth and sustainability, and, consequently, sustainable development. Given that the most important component of the management process is the strategy, as it provides a set of activities and instructions, as well as long-term action programs, within which it is planned to achieve the objective, forming a strategy for sustainable economic development is an urgent task. The purpose of the work is to determine the directions, stages, and methodological approaches to the formation of a strategy for managing sustainable economic development of the hotel and catering industry. The process of forming a strategy for managing sustainable economic development of the enterprise, which is aimed at creating a stable position in the environment and conditions for increasing the efficiency of the enterprise in changing market conditions, has been carried out by developing and implementing a strategic plan. It includes the following stages: definition of the purposes and tasks of sustainable economic development of the enterprise; strategic analysis of the starting conditions of the strategy of sustainable economic development management; strategic analysis, evaluation, forecasting, and selection of alternatives for sustainable economic development. To develop the strategy, the cost (to analyze and evaluate resource costs), process (to identify, to differentiate, and to establish the conditions of interaction of business processes), system (to achieve an integrated optimal result with the highest efficiency), target (to identify opportunities for economic growth and progressive development) approaches have been used. This allowed to determine the key factor and criterion parameters of the strategy of sustainable economic development of the hotel and catering industry, to justify the sequence of logically conditioned actions related to the optimal use of enterprise resources to achieve planned (target) results and individual business processes. The proposed methodological tools provided the process of forming a strategy of sustainable economic development of the hotel and catering industry by identifying and mathematically describing the patterns of change in the studied processes, forecasting areas and growth rates of economic efficiency of production and commercial activities under the influence of reserve and progressive development of their resource potentials.

This paper proposes a concept of the household economy which incorporates housework as a productive activity, and on the basis of that concept re-examines the thesis that the household economy declines during economic development. It looks in particular at Irish evidence for the period 1926–86, as well as at secondary evidence for international trends. The analysis suggests that, although certain segments of the household economy have declined, the services production element identified with modern housework remains a major user of labour and source of output and shows surprising durability as an economic form in the midst of major changes in the surrounding economic environment. The paper concludes with some general observations on the relationship between economic growth and changes in the pattern of productive activity in the household in Ireland in recent decades.

The agriculture sectors the main in supporting national economic development in each country. Similarly with Indonesia. With the vast area and the majority of Indonesian people work as farmers, the agriculture sector has a strategic  role in employment to flabor; Hence the government should focus  on improving growth and investment in the agriculture sector. The main issues in the economic development of agriculture in Indonesia in the lackof capital. This is in contrast toother developing countries where the government gives subsidies to this sector. Short ages on the capital side is due to the low income of people who have an impact on the low of saving ability, thus the investment in the agriculture sector in low. While the increase in financing at the agriculture sector will pose aconsiderable influence on the Real Gross National Saving. Real Bank Landing to agriculture, Real Out-Put of Agriculture sub-Sector, Real Investmen in Agriculture and will have an impact on economic growth and investment in agriculture. This study was designed to use secondary data by using a model analysis techniques of Structural Equation Modeling. In addition, this study also uses a model approach of Tawhidi string Relation (TSR). In the premise of Tawhidi String Relations, this research will be identified quantitatively by using analysis Vector Error Correction Model (VECM) and Forecast Error Variance Decomposition (FEVD), which aims to look at the welfare of farmers in sharia. The result of the analysis shows that the level of the Real Gross National Saving, Real Bank Lending to Agriculture, Real Out-Put of Agriculture of sub-Sector. Real Investment in Agriculture and the agriculture sectore has a significant influence on sub sequent economic growth and investment. The ruselt ofthe analysis with TSR also shows a significant effect. This is indicated by the level of the biggest change in sequence, namely: variable GDP (Ѳ) 33.27%, variable (Ѳ) 22.21%, variable AGE (Ѳ) 12.45%, Variable BLAFF 11.09%, variable EAGEXP (Ѳ) of 8.01% and the variable RGNS (Ѳ) of 7.17%.
