Abstract As the network becomes more and more complex and heterogeneous, the problem of network management becomes more and more prominent. The research and application of network management is of great significance for ensuring the normal operation of network and improving the reliability and availability of network system. The main problems of network management are network configuration, failure, performance, security, planning and scaling, etc. On the basis of in-depth research and discussion on network management and fault management, this paper designs the system requirements of network fault diagnosis system.

AbstractPalaeoclimate data relating to hydroclimate variability over the past millennia have a vital contribution to make to the water sector globally. The water industry faces considerable challenges accessing climate data sets that extend beyond that of historical gauging stations. Without this, variability around the extremes of floods and droughts is unknown and stress-testing infrastructure design and water demands is challenging. User-friendly access to relevant palaeoclimate data is now essential, and importantly, an efficient process to determine which proxies are most relevant to a planning scenario, and geographic area of interest. This paper presents PalaeoWISE (Palaeoclimate Data for Water Industry and Security Planning) a fully integrated, and quality-assured database of proxy data extracted from data repositories and publications collated in Linked Paleo Data (LiPD) format. We demonstrate the application of the database in Queensland, one of Australia’s most hydrologically extreme states. The database and resultant hydroclimate correlations provides both the scientific community, and water resource managers, with a valuable resource to better manage for future climate changes.

The growing importance of rice globally over the past three decades is evident in its strategic place in many countries’ food security planning policies. Still, its cultivation emits substantial greenhouse gases (GHGs). The Indica and Japonica sub-species of Oryza sativa L. are mainly grown, with Indica holding the largest market share. The awareness, economics, and acceptability of Japonica rice in a food-insecure Indica rice-consuming population were surveyed. The impact of parboiling on Japonica rice was studied and the factors which most impacted stickiness were investigated through sensory and statistical analyses. A comparison of the growing climate and greenhouse gas emissions of Japonica and Indica rice was carried out by reviewing previous studies. Survey results indicated that non-adhesiveness and pleasant aroma were the most preferred properties. Parboiling treatment altered Japonica rice’s physical and chemical properties, introducing gelatinization of starch and reducing adhesiveness while retaining micronutrient concentrations. Regions with high food insecurity and high consumption of Indica rice were found to have suitable climatic conditions for growing Japonica rice. Adopting the higher-yielding, nutritious Japonica rice whose cultivation emits less GHG in these regions could help strengthen food security while reducing GHGs in global rice cultivation.

Topicality. An important condition for ensuring the development of the maritime complex companies is the formation of an effective strategy. The dynamism and uncertainty of the environment in which companies operate, necessitate taking into account the level of their economic security when making decisions about the choice of development strategy.Aim and tasks. The purpose of the article is to develop guidelines for choosing a strategy for the development of a maritime company based on an assessment of its economic security.Research results. The system approach to management of the company’s economic safety is considered. The content of strategic planning for the maritime company development and its correlation with the level of economic security are determined. Qualitative parameters of the corporate resources use in combination with the organizational and functional structure and relationships of structural units, as well as some quantitative guidelines for ensuring the functional components and the level of economic security of companies in general. To identify four strategic areas of the company’s economic security management in the field of maritime management is proposed. The mechanism of the maritime complex companies’ economic security management, its elements, the scheme of their action and interaction are determined to implement the chosen strategy. The priorities for choosing the strategy of the company’s development depending on the level of economic security are specified. The use of a scenario approach for economic security planning based on monitoring the risks and threats of the current activities of the maritime companies is proposed.Conclusion. The proposed approach allows characterizing the conditions of maritime management by the level of safety and on the basis of this information to determine the priority areas of strategic planning of the company’s economic security. Under the conditions of efficient use of corporate resources at company, favourable conditions will be created for achieving business goals, timely detection and maximum mitigation of various dangers and threats in conditions of competition and economic risk, and thus – will ensure the functioning and further development of the maritime complex.

The authors propose to improve the methodology of operational and service activities planning based on the methodology of defense planning within the national security system on the basis of opportunities. The capability-based planning will allow for better planning of operational and service activities of the border agency and will ensure active cooperation between Ukraine and NATO in order to achieve the criteria necessary for full membership in the Alliance. A defense survey is conducted to assess the state and readiness of the defense forces to perform tasks related to the defense of Ukraine, the state of their personnel, financial, logistical and other types of support in the current and projected conditions of the security environment. The survey of the State Border Guard Service of Ukraine was conducted using an analytical method, namely the analysis of strengths and weaknesses, opportunities and threats (SWOT-analysis), which allows substantiating the main directions of the Development Strategy of the State Border Guard Service of Ukraine and increasing the level of operational and service activities planning within the system of national security. This paper presents a study on the implementation of nuclear security’s knowledge in the brazilian reality, sharing the promotion of nuclear security education, aligned to guidelines and orientations of the IAEA, and covering fields such as The Regulatory Area and The Non- Regulatory Area. The study takes into account the acts of terrorism that indicate the use or threat of use of radioactive material, radiological weapons or even nuclear weapons, including local attacks where such materials are present. The Nuclear Security planning in a country includes everything. From planning a safety project from a core of a nuclear reactor to planning a gym's safety. It also includes physical security plan, safeguards plan, information security, the society's alert about any risk and actions to prevent and detect the different types of threats, such as the risk of sabotage, illegal transfer of radioactive material, among others.
