Despite the fact that three-fifths of Czech judges are women, it would be a mistake to consider the Czech judiciary “feminized”: it is characterized by vertical gender segregation and a slow “defeminization” in positions of power and influence. The key to understanding both women’s presence overall and absence at the top is the gendered division of labor, especially in the home. The same reason why many women enter the judiciary—better reconciliation of private and professional lives than in other legal professions—is the reason why women do not progress—their “second shift” at home prevents them from ascending the career ladder.

Issues and problems in the field of organization and activities of the preliminary investigation bodies in terms of implementation of the legal status of the investigator, as well as ways for their resolution are constantly in the focus of lawyers. The current state concept for training investigative personnel along with the system of qualification requirements for the position of an investigator of the Investigative Committee of Russia (hereinafter - the IC of Russia) have serious shortcomings. The fact is that there are no interrelated educational stages for a candidate for this job; there is neither any mandatory requirement for practical experience and career ladder in this field. As a result, a large number of investigators serving in the Investigative Committee of Russia simply do not have reasonable qualification and, accordingly, are not prepared for investigative work, which ultimately leads to a general decrease in the quality and effectiveness of preliminary investigation. This is absolutely unacceptable for a developed democratic and law-governed state. Lacking relevant practical experience and task-oeirented training, novice investigators are trusted to make important procedural decisions that significantly affect the life of a particular person. In this regard, a properly developed state concept, as well as a system of qualification requirements for the position of an investigator, including interrelated stages of its achievement, will contribute to the formation of highly qualified and trained investigative personnel that will favourably effect the entire preliminary investigation service.

A theoretical and methodological approach of the paper is the analysis of general neopatrimonial and social network theories – to understand both the dominant trend and variations in reform trajectories in Georgian civil service. This work introduces the concepts of neopatrimonialism, bureaucracy, meritocracy and informal networks examining their origins and defining characteristics. This is followed by consideration of the nature of the public sector in Georgia, exploring the implications of neopatrimonialism for public sector capacity and performance. In setting up the contrast between neopatrimonial and meritocratic bureaucracies, we have chosen to emphasize two points that lend themselves to relatively objective empirical assessment. The first is the importance of meritocratic recruitment, ideally based on some combination of education and examination, second is a predictable career ladder, which provides long term tangible and intangible rewards for those who have been recruited into the bureaucracy.

Human resources in companies are gaining increasingly more strategic meaning by its ability to influence reaching company goals. The task of a manager is to understand the fact that every employee is different, has different needs, goals, and ambitions, is motivated by something else in every stage of career ladder. The aim of the paper is to define the influence of education in building the employee’s career. The presumption if the level of education has influence on the career motivation factors is verified on the sample of 3,720 respondents. The results of the research have confirmed that the employee’s career is influenced by the level of education significantly. Motivation factors education and personal growth, applying own skills, self-fulfillment, and autonomous decision-making are perceived differently in terms of importance and gender. Therefore, it is recommended the company managers to include into leading of employee’s career also the level of education in the context of gender that influences employee’s needs and interests.
