Issues and problems in the field of organization and activities of the preliminary investigation bodies in terms of implementation of the legal status of the investigator, as well as ways for their resolution are constantly in the focus of lawyers. The current state concept for training investigative personnel along with the system of qualification requirements for the position of an investigator of the Investigative Committee of Russia (hereinafter - the IC of Russia) have serious shortcomings. The fact is that there are no interrelated educational stages for a candidate for this job; there is neither any mandatory requirement for practical experience and career ladder in this field. As a result, a large number of investigators serving in the Investigative Committee of Russia simply do not have reasonable qualification and, accordingly, are not prepared for investigative work, which ultimately leads to a general decrease in the quality and effectiveness of preliminary investigation. This is absolutely unacceptable for a developed democratic and law-governed state. Lacking relevant practical experience and task-oeirented training, novice investigators are trusted to make important procedural decisions that significantly affect the life of a particular person. In this regard, a properly developed state concept, as well as a system of qualification requirements for the position of an investigator, including interrelated stages of its achievement, will contribute to the formation of highly qualified and trained investigative personnel that will favourably effect the entire preliminary investigation service.

Transfer RNA[Ser]Sec carries multiple post-transcriptional modifications. The A37G mutation in tRNA[Ser]Sec abrogates isopentenylation of base 37 and has a profound effect on selenoprotein expression in mice. Patients with a homozygous pathogenic p.R323Q variant in tRNA-isopentenyl-transferase (TRIT1) show a severe neurological disorder, and hence we wondered whether selenoprotein expression was impaired. Patient fibroblasts with the homozygous p.R323Q variant did not show a general decrease in selenoprotein expression. However, recombinant human TRIT1R323Q had significantly diminished activities towards several tRNA substrates in vitro. We thus engineered mice conditionally deficient in Trit1 in hepatocytes and neurons. Mass-spectrometry revealed that hypermodification of U34 to mcm5Um occurs independently of isopentenylation of A37 in tRNA[Ser]Sec. Western blotting and 75Se metabolic labeling showed only moderate effects on selenoprotein levels and 75Se incorporation. A detailed analysis of Trit1-deficient liver using ribosomal profiling demonstrated that UGA/Sec re-coding was moderately affected in Selenop, Txnrd1, and Sephs2, but not in Gpx1. 2′O-methylation of U34 in tRNA[Ser]Sec depends on FTSJ1, but does not affect UGA/Sec re-coding in selenoprotein translation. Taken together, our results show that a lack of isopentenylation of tRNA[Ser]Sec affects UGA/Sec read-through but differs from a A37G mutation.

The article subjected to criminological analysis of criminal offenses against the environment. The study of statistical information of the Prosecutor General's Office of Ukraine, contained in the Uniform reports on criminal offenses for 2013-2020 (Form 1: approved by Order of the State Prosecutor's Office of Ukraine dated 23.10.2012 in coordination with the State Statistics Committee of Ukraine) and other sources of empirical information shows a tendency of growing level of criminal offenses against the environment on the background of general decrease of crime level in Ukraine. The structural elements and dynamics of criminal offenses against the environment are provided. The criminal offenses against the environment are noted as a serious problem in modern society. Basing on the considered material the authors conclude that criminal offences against the environment have a tendency of steady increasing, and the necessity of this phenomenon to be resolutely struggled.   The authors emphasize the problem of the latency of crimes in studying area.

During the Coronavirus disease 2019 (COVID-19), a general decrease in the presentations to emergency departments (ED) was reported. However, we suspect that there was a lower number but an unchanged pattern of ED visits for urgent conditions in 2020 compared to 2019. This retrospective study assessed the change in the number of presentations in the ED of a tertiary level university hospital in Milano (Lombardia, Italy). Compared to 2019, a significant drop in ED presentations occurred (−46.4%), and we recorded a −15.7% difference in the proportion of patients admitted with white codes. The pattern of hourly presentations to the ED was unchanged, with overcrowding during the working daytime. COVID-19 changed ED flows, likely causing an overall reduction in the number of deferrable conditions. However, the pattern associated with urgent conditions did not change abruptly in 2020.

The article presents the structural changes that occurred in the territorial distribution of health and wellness related accommodation units between 2012 and 2017 in Ukraine. It attempts to analyse a specific category of accommodation units as a possible base for the development of international tourism in the country. The factors that could influence their future development at the districts and cities of the oblast (regional) level are revealed. The common factors in providing accommodation facilities were also highlighted through cartographic mapping. One main finding of the paper is a general decrease in the number of accommodation units as well as health and wellness units for the analysed time, at the level of administrative districts and cities of oblast significance of Ukraine. However, some situations where this number increased have been identified.

The global pandemic COVID-19 and introduced quarantine affect not only the people’s health, but their psychological well-being in general. Decrease the subjective well-being at the beginning of quarantine was associated with limited communication, fear for health and limited mobility. In a year the situation has changed, there has been manifested the increasing levels of anxiety during quarantine due to awareness of the difficulties of quarantine life that associated with distance education and limited mobility, financial difficulties and uncertainty about the future. But we studied that during the first year of quarantine the level of subjective well-being has not changed significantly.

The volatility and log-price collective movements among stocks of a given market are studied in this work using co-movement functions inspired by similar functions in the physics of many-body systems, where the collective motions are a signal of structural rearrangement. This methodology is aimed to identify the cause of coherent changes in volatility or price. The function is calculated using the product of the variations in volatility (or price) of a pair of stocks, averaged over all pair particles. In addition to the global volatility co-movement, its distribution according to the volatility of the stocks is also studied. We find that stocks with similar volatility tend to have a greater co-movement than stocks with dissimilar volatility, with a general decrease in co-movement with increasing volatility. On the other hand, when the average volatility (or log-price) is subtracted from the stock volatility (or log-price), the co-movement decreases notably and becomes almost zero. This result, interpreted within the background of many body physics, allows us to identify the index motion as the main source for the co-movement. Finally, we confirm that during crisis periods, the volatility and log-price co-movement are much higher than in calmer periods.

<p>The Mediterranean area hosts three important mercury mining districts, which are presently abandoned and partially reclaimed: Almadén (Spain), Monte Amiata-Abbadia San Salvatore (Italy) and Idrija (Slovenia). The Galleria Italia (Italy) is the only mining drainage of the former mining area from Abbadia San Salvatore, which feeds the 2.5 km long Fosso della Chiusa. The Galleria Italia waters are circumneutral (pH ≈ 6) and characterized by Ca(Mg)-SO<sub>4</sub> composition; TDS around 1000 mg/L; high concentrations of Fe, Mn and Al (18714.5, 493.3, 486.6 μg/L, respectively) and dissolved CO<sub>2</sub>. The high content of these elements is also present in the stream sediments. In the mining district area of Abbadia San Salvatore, the Galleria Italia-Fosso della Chiusa system is connected to a major riverine network: i.e. the Pagliola, Paglia and Tiber rivers. This work is aimed to (i) characterize the interaction of Hg and As between the water and sediment compartments in the Fosso della Chiusa by including the suspended particulate; (ii) estimate the total Hg and As mass load released by Galleria Italia and iii) evaluate the total load discharged in the riverine network from the circumneutral mine drainage using the Igeo index. In 2020, during four sampling sessions, waters, sediments and suspended particulate were collected all along the Fosso della Chiusa creek. Each sampling station was located maintaining a relatively equidistance from the source to the confluence with the Pagliola river. Specific aliquots at 13 sites were collected to geochemically characterize the creek waters. Also, stream sediments were collected for determining the mineral composition and As, Hg, Sb while at the source and the mouth  2 L of waters were filtered at  <0.45 μm to measure the suspended material and the concentration of three chalcophile elements. A general decrease of the As content was observed along the creek in both waters and sediments, i.e. from 336 to 2 mg/kg and from 12 to 0.3 μg/L, respectively whereas no a clear trend was recognized for Hg, where the higher contents being up to 105 mg/kg and 2.8 μg/L, respectively. It is to mention that the reddish-whitish colour of the waters and sediments (due to the presence of oxy-hydroxide of Fe and, subordinately, Al and Mn) decreasing down to about 1 km from the source, suggesting, as supported by the analytical data, that the presence of the toxic elements in both the solid and aqueous phase. This implies that the environmental impact by the Galleria Italia waters and related sediments is limited spatially at least for As, as also evidenced by the Igeo index applied to sediments for As and Hg, the former showing a general decrease from Class 6 ( “extremely contaminated’’) to 1 (‘’non to moderately contaminated’’). Differently, Hg in each sampling site belongs to Class 6. Nevertheless, the Igeo ranking suggests that As tends to be preferentially partitioned in the liquid phase whilst Hg is mainly enriched in the solid fraction. This contrasting behaviour of As and Hg is also analytically observed when the suspended particulate is considered.</p><p> </p>

This paper presents the variation of radiofrequencies intensities from the DTTV-transmitter in Kampala Metropolitan for the sub 700 MHz (470-694 MHz) and the 700 MHz (694-790 MHz) frequency bands. The results of this study showed that though all the measurement locations from the transmitter have a good reception of DTTV signals, their radiofrequency intensities varied at the different points on the same measurement location at a constant distance from the DTTV transmitter. The study further showed that there is a general decrease in the radiofrequency intensities for the sub 700 MHz frequency band and a slight general increase in the radiofrequency intensities for the 700 MHz frequency band. This research revealed that the measured Reference Signal Received Power (RSRP) values for all the measurement locations where within the IEEE and FCC recommended values for any DTTV signal reception.

Приведены факты, свидетельствующие о проблемах современного образования. Одной из существенных проблем, которая многими педагогами и учителями констатируется, является общее снижение мотивации к образованию и особенно к изучению школьной физики, что ведет к недостаткам общего развития обучающихся. Падение интереса к физике у школьников сказывается также на недостаточном выборе выпускниками школ технических специальностей и сложностях в изучении предметов в вузах, что отмечают преподаватели высших учебных заведений. Выходом их данной ситуации является повышение мотивации к физике школьников с самого начала ее изучения. Как показывает исследование вопросов мотивации к изучению предмета, она может появиться только в деятельности, заинтересовавшей учащихся, в большинстве случаев – это практическая деятельность. Поскольку активное включение учащихся в практическую деятельность в настоящее время затруднено недостатком времени на уроках, для развития мотивации к предмету «физика» предлагается использовать выполнение учащимися домашних опытов. Введение домашних опытов в 7–8-х классах опирается на особенности подросткового возраста, когда ученики стремятся к активной самостоятельной или совместной образовательной деятельности и эта деятельность должна быть интересной и способствовать их успеху. Представлены способы повышения мотивации к изучению предмета на основе домашних опытов. Сформулированы рекомендации для педагогов, способствующие эффективным результатам в плане повышения мотивации к предмету и получению дополнительных и углубленных знаний обучающихся. The facts testifying to the problems of modern education are given. One of the significant problems that many educators and teachers ascertain is a general decrease in motivation for education and, especially, in the study of school physics, which leads to shortcomings in the overall development of students. The drop in interest in physics among schoolchildren also affects the insufficient choice by graduates of schools of technical specialties in universities and the difficulties in studying subjects in universities, as noted by university teachers. The way out of this situation is to increase the motivation for the physics of schoolchildren from the very beginning of its study. As the study of questions of motivation to study the subject shows, it can appear only in activities that interest students, in most cases it is practical activity. Since the active inclusion of students in practical activities is currently hampered by a lack of time in the lessons, it is proposed to use students to perform home experiments to develop motivation for the subject – physics. The introduction of home experiments in grades 7-8 is based on the characteristics of adolescence, when students aspire to active independent or joint educational activities and this activity should be interesting and contribute to their success. Ways to increase motivation to study the subject based on home experiences are presented. Recommendations for teachers are formulated that contribute to effective results in terms of increasing motivation for the subject and obtaining additional and in-depth knowledge of students.
