The article examines the problems of the Soviet education formation in one of the most troubled periods of the Soviet history – in the 1920s. The features of the policy of the Soviet government in this direction are studied. Through the study of a number of steps taken by the Soviet government in the field of university curricula transformation, a general picture of large-scale changes in the entire educational system is given. The work focuses on social disciplines that became key ones in creating the Soviet educational system. On the example of the activities performed by two universities in the Volga region (the largest at that time) – Saratov State University and Kazan State University -the main reasons and principles of introducing new social disciplines are studied. What it involves first is Marxist-Leninist social disciplines, which are actively implanted by the new government in the educational programs of the country’s universities in general and the universities of the Middle Volga Region in particular. The process of building social institutions designed to accumulate the study of Marxist-Leninist disciplines in universities is shown. On the basis of examining the archival documents reflecting the activities of these universities, particular moments of history associated with the beginning of the introduction and teaching Marxist-Leninist disciplines were reconstructed. The emphasis is placed on studying the reflection of the higher-education teaching personnel and their individual representatives on the ongoing changes. Individual statements of university teachers, their speeches, articles, and their direct social practices became one of the main sources that made it possible to reconstruct the attitude of the university intelligentsia to the flooding of the educational process with Marxist-Leninist disciplines and to the transformation of their professional space as a whole. The paper also traces the methods of the university intelligentsia’s influencing the ongoing changes. The interconnection between the socio-cultural practices of university professors and lecturers and the results of social disciplines transformations is revealed. It is noted that the initial plans of the authorities were largely adjusted, largely under the influence of the higher-education teaching personnel. In general, the article defines the significance of socio-cultural practices of the university intelligentsia for the emerging Soviet educational system.

To ascertain the hybrid solar energy system as alternative power supply in Mindanao State University-Sulu and its  impact to quality service, This study aims to investigate the extent of benefits of hybrid solar power in terms of a) cost, b) availability, and c.)sustainability, moreover, it also investigate its preferability of hybrid solar power over traditional electricity, while it identifies the significant impact of Hybrid Solar power as a source of power supply to the quality of service of MSU-Sulu Administration, significant correlation between the preferability level and the impact of Hybrid Solar power. The quantitative data was analysed and interpreted using statistical tools weighted arithmetic mean and correlation and for qualitative data which is the interview, thematic analysis was utilized. The researcher was able to analyzed the gathered data through Mix Method for the preferability of hybrid solar power over traditional electricity and hybrid solar power its impact to quality service were obtained. The respondents of this study were the forty eight (48) teaching personnel and thirty eight (38) non-teaching personnel and an expert on solar panels. Purposive and random Sampling was used in the selection of the respondents. The instruments of the study were Guided Interview Questions and survey questionnaire. The qualitative data were obtained from the interview by the expert on solar panels. The quantitative data checklist questionnaire were obtained personally by the researcher and validated by three (3) Experts. The study revealed that the use of hybrid solar energy system as an alternative power supply has an impact to the quality service of Mindanao State University-Sulu, thus, both teaching and non-teaching personnel preferred the use of Hybrid solar energy system over traditional electricity. The extent of benefits of hybrid solar power in term costs is feasible for the costs of its installation will be treated as an investment for its 5 or more years of use of its naturally free electric power supply. In the long run, the Hybrid Solar energy will ensure a return of investment in its electric consumption. In terms of availability, it is guaranteed available by the partner company and in terms of its sustainability, it can support the entire university for 5 year’s or more with quality solar equipment that it turns, the university will be able to provide quality service to its clientele. Hence, the following are the recommendations of the study. on research agenda, the school administrator should consider this study as beneficial to the school, the adaption of the Hybrid Solar Energy power to the electric supply of the Mindanao State University-Sulu, Quality service entails the need of uninterrupted power supply and this hybrid solar energy power is the solution, and Quality service rendered by both teaching and non-teaching personnel would be maximized with the help of this hybrid power energy system. On this note, the following are the recommended policy: School administrator must look into ways on the adaptation of the hybrid power energy system into the university, Rigorous planning and careful assessment on the applicability of hybrid solar energy power on each college as well as administrative offices, pioneered application among key services provider of the university like registrar and cashier’s office, gradual use of hybrid Solar Energy power among colleges, mainly on the enrolment process to the releasing of grades,  and School administrator should conduct a seminar to its constituents on the cognizance on the benefits of using solar power and raising an awareness on how to conserve Energy and use it in a proper way.

Purpose of the study: The purpose of the research was to explore the association of teachers’ particular and university factors to enhance research production. Methodology: The design of the research was correlational. It was descriptive and survey research. Teaching personnel of universities participated in this research. Teachers were selected from departments by stratified technique. The self-developed questionnaire related to variables was used for data collection. The relationship was explored by using Pearson r among variables of the study. Main Findings: It was found that different components of institutional elements research procedure of departments, job and compensation, and assets and helping material have a poor, however positive correlation with research profitability of teaching personnel.     Applications of this study: The findings of the study are applicable in universities. The leadership may take steps for the improvement and promote research culture at a higher level. Novelty/Originality of this study: Personal and institutional factors of research productivity were explored in this study. This study determines that how both types of elements are crucial and affect the research productivity of teachers.

Effective records management program is a major element of the governance of any organization. Based from the surveys, the Northwest Samar State University was not fully aware on how to do about the implementation of this act, National Archives of the Philippines Act of 2007 (R.A 9470). The university was still relying from the university code for the records management provisions. This study was undertaken to develop and validate the acceptability of the developed University Electronic Records Management System (UeRMS) for Northwest Samar State University as perceived by the computer experts, school officials, teaching personnel and non- teaching personnel. Thus, the idea and assessment of the respondents towards the design of the system is very critical. Upon validating the developed system, they observed that it was much faster to search records compared to manual process.

Classroom Surveillance System is an excellent system for higher learning institutions to ensure the security of students, faculty, office personnel, and its physical facilities.  This study aimed to develop a classroom surveillance system for campus security and productivity.  The study utilized developmental research.  There were four Deans, 24 IT professionals, and 24  students utilized as respondents of the study.  The instrument used in the study included the Deans’ monitoring scheme of teaching/non-teaching personnel, school facilities, and student’s assessment on the surveillance functionality, reliability, usability, efficiency, maintainability, and accuracy of the newly developed and designed classroom surveillance system.  The statistical tools used were the frequency count, ranking, and weighted mean.  The study revealed that the developed Classroom Surveillance System was very much functional, very much reliable, very much usable, very much efficient, very much maintainable, and very much accurate. The university administration should adopt the Classroom Surveillance System to provide excellent surveillance and monitoring of teaching personnel, non-teaching personnel, classroom facilities, and students of the University.  Hence, the university should shift from utilizing the traditional surveillance system into a technologically oriented surveillance system.

The purpose of this study was to determine the strategies of principals in Madrasahs, to determine the level of work discipline of teaching personnel in Madrasahs, to determine the strategies of principals in increasing the discipline of teaching personnel in Madrasahs, to describe improvement steps in improving the discipline of teaching personnel in Madrasahs. The literature review used to analyze the results of this study, namely the strategy and principal and discipline of the workforce of education and the strategy of the Principal in improving the discipline of teaching workforce. The method used in this research is descriptive-analysis using a qualitative approach, data collection techniques with the stages of observation, interviews and documentation. Data analysis procedures, namely data reduction, data presentation, drawing conclusions. The results of the study, the principal's strategy in improving the work discipline of education personnel in Madrasahs by giving examples of good character traits, providing motivation, giving reward and punishment, making rules of order, developing performance. Steps to improve the principal in improving discipline in the workforce of education in Madrasahs by means of motivating members, members of study permits, providing basic disciplinary training, member reward and punishment, the use of information technology. In conclusion, the strategy to improve the work discipline of education personnel at MTs Negeri 2 Medan is by giving examples of good character traits, providing motivation, giving rewards and punishments, making rules of order, developing performance.

The purpose of this study is to explore the relationship of work engagement on intention turnover of regular and part-time teaching personnel in Southern Luzon State University (SLSU). This study used correlational design, involving 172 respondents consisting of 86 regular and 86 part-time. This study proves that the vigor of regular and part-time teaching personnel was good, having scale response of agreed with a mean of 3.44. On the other hand, the absorption of regular teaching personnel was excellent, having a scale response of strongly agreed with a mean of 3.61 and for part-time were agreed with a mean of 3.34. Moreover, the dedication of regular and part-time teaching personnel was strongly agreed with a mean of 3.85 and 3.75, respectively. However, the intention turnover of regular teaching personnel was never with a mean of 1.35 and for part-time was sometimes with a mean of 1.58. Through Pearson correlation, the relationship was revealed that the computed value of 0.3990 is greater than the critical value of 0.1959 at 0.01 level of significance. Therefore, there is a statistically significant relationship between work engagement and intention turnover of regular and part-time teaching personnel at Southern Luzon State University.
