Keeping up with technology today can be challenging. As park and recreation agencies increasingly find the need to adapt to and incorporate new technologies to stay relevant, the challenge to maintain membership and attract the ever-growing digital generation cannot be underestimated. Technology has long been considered a tool for agency administration, program registration, and implementation, but new forms of technological interaction should be considered by professionals as a way to reach existing and potential participants as well as a way to build community. The rapid development and growth of technology has spurred the development and popularity of virtual communities. Although these communities have been around for over 30 years, they have not yet been adopted into the professional “tool kit” for program delivery or in reaching out to foster stronger community connections and involvements. Therefore, the purpose of this study was to explore perceptions of benefits and motivation among participants of a leisure-based virtual community. This study utilized the qualitative research technique netnography to explore the perceived benefits and motivations of members of the virtual community The Hogwarts Running Club (HRC). The community has the mission of changing the world through physical fitness and charitable giving and has attracted a large, active, and loyal membership. The HRC was an ideal study setting due to its popularity and the leisure-based nature of the community. The HRC virtual interactions included in the dataset took place via a Facebook group where the focus of discussion was on Harry Potter and running. Data analysis revealed three primary categories of perceived benefits and motivations among the Facebook posts collected over a six-month timeframe: improved physical health, improved mental health, and social and emotional support. Participants indicated that their participation in HRC community events and the support and encouragement they received led to these perceived benefits. As many park and recreation agencies have mandates and commitments to improve quality of life for their constituents, facilitating a leisure-based virtual community might be one avenue of doing so. As such, implications derived from the findings for theory and practice are discussed along with suggestions for future research and practice.

AbstractThis article studies the relation between territorial and functional planning by investigating the Swedish local comprehensive planning system and the forest management. The former is locally based and the latter is functionally based or sector-orientated. By interviewing planners from the County Administrative Boards responsible for monitoring the national interests in the Swedish municipalities and forest managers from the Regional Forest Agency Administration, we found out that forest- and municipality related issues that coincide or interact with each other is normally considered in the collaborative planning process based on consultations and cooperation between the involved stakeholders. Weaknesses in the collaborative planning system consists of lack of coordination between the involved legal frameworks as well as lack of local planning resources and in some cases competences.

Administrative agencies govern a vast amount of our personal and economic lives. Whether buying groceries or visiting a national park, selling shares of stock or taking medication, individuals are impacted every day by federal agencies and the regulatory regimes they administer. Federal regulations govern many of the significant decisions made by corporations and businesses. Given the immense scope and impact of federal regulation, the public has an important interest in ensuring that agency administration is both fair and efficient. Central to achieving fairness and efficiency in agency administration is the Administrative Procedure Act (“APA”), the fundamental law governing federal agencies. The APA establishes the basic procedural requirements for agency action, and provides for judicial review.

In November 1996, California voters passed the controversial California Civil Rights Initiative (Proposition 209) to abolish race- and gender-preference programs by amending the state constitution. Although the constitutionality of this initiative is being debated in court and the final outcome is still to be decided, the potential impact of such legislation is widespread within the public works agency administration. Historically, public works agencies have developed and defined their workplace protection policies by referencing laws or regulations that were designed to protect employees. However, in the face of initiatives such as Proposition 209, this type of referencing may facilitate gender and/or racial discrimination. This article examines the implications of “incorporation by reference” and alternative methods of effective policy development.

This article presents the results of a survey of early childhood intervention policies in all 50 states and the District of Columbia, regarding handicapping conditions served, overseeing agencies, intervention services, funding sources, interagency contracts, state regulations, training and certification, and supply and demand of professionals. The study as a whole shows extensive variation among the states with respect to policy; funding, lead agency administration, and interagency cooperation were less than optimal. Moreover, the survey documented a dramatic national shortage of trained early childhood personnel. Implications are discussed in terms of the provisions of P.L. 99–457, the Education of the Handicapped Amendments of 1986.
