Cloud computing in governments has become an attraction to help enhance service delivery. Improving service delivery, productivity, transparency, and reducing costs necessitates governments to use cloud services. Since the publication of a review paper on cloud adoption elements in e-governments in 2015, cloud computing in governments has evolved into discussions of cloud service adoption factors. This paper concentrates on the adoption of cloud computing in governments, the benefits, models, and methodologies utilized, and the analysis techniques. Studies from 2010 up to 2020 have been investigated for this paper. This study has critically peer-reviewed articles that concentrate on cloud computing for electronic governments (e-Governments). It exhibits a systematic evaluation of the empirical studies focusing on cloud adoption studies in e-governments. This review work further categorizes the articles and exhibits novel research opportunities from the themes and unexhausted areas of these articles. From the reviewed articles, it has been observed that most of the articles have employed the quantitative approach, with few utilizing qualitative and mixed-method approaches. The results reveal that cloud computing adoption could help solve problems in learning, such as infrastructure issues, cost issues, and improve service delivery and transparency. This review gives more information on the future directions and areas that need attention, like the trust of cloud computing in e-governments.

<p>Cloud computing technology is a distributed computing approach whereby users access shared resources under various service models through the internet. It allows individual access to information technology resources through the internet upon demand. Cloud computing is an essentially growing terminology in the IT world and has become increasingly present in the life of institutions of higher learning. Institutions of higher learning consider cloud computing and construction of digital content platforms as a way of enhancing resource utilization and improvement of service delivery. The sudden and frenzied rush for cloud computing by universities has been aggravated by exponential growth in data traffic and the need for innovative learning such as e-learning and virtual classrooms amid COVID 19 pandemic (Kenya Education Network-KENET, 2021). Perhaps it is from that realization and the need to adhere to COVID 19 protocols that most public universities in Kenya have adopted cloud computing. In this study, we sought to find out the critical success factors for adoption of cloud computing in public universities in Kenya. The study set out three (3) objectives and consequently three (3) null hypotheses to guide it. Quantitative research design was adopted for this study. Similarly, International Business Machines-IBM (2011) model for cloud adoption offered theoretical guidance. At a confidence interval of 95%, an online sample size calculator was used to arrive at three hundred and sixty two (362) respondents out of six thousand two hundred (6200) target population. Proportionate stratified random sampling technique and an online list randomizer were used to select respondents in the selected universities to participate in the study. Multiple regression was used to test the hypotheses in this study based on empirical data obtained by a survey questionnaire of thirty nine (39) questions from the two (2) public universities. Multiple regression results showed significant positive effect of Management Support (β=.257), Technical Support (β=.353), and User Preparedness (β=.475) on adoption of cloud computing at p&lt;.05. Regression results gave a coefficient of determination R2=.908 which means 90.8% of the variation in adoption of cloud computing can be explained by Management Support, Technical Support, and User Preparedness combined. Based on the coefficient of determination (R2), the three null hypotheses (H01, H02, &amp; H03) were rejected at p&lt;0.05. Regression analysis showed that Management Support, Technical Support and User Preparedness are critical success factors in cloud adoption in public universities in Kenya. — Cloud computing is key for today's fast world. It serves across all the domains. Be it business, educational, public, or private sector, etc. Its application can be observed anywhere. Its overall concept and its analysis of services and model are presented here. Mainly cloud has 3 delivery models. Saas (Software as a service), Paas(Platform as a service), and Iaas (Infrastructure as a service). We explored these with their performances and interdependencies. Cloud adoption has its performance limitation and solutions to overcome these challenges are provided here. Also, cloud delivery models are discussed. Performance factors are very important for as a whole cloud computing success, where it adds its ideal cost of services, its reliability, and its scalability constitutes as its pillar factors. They require a lot of attentiveness and effort by the cloud computing providers and contributors, integrators, and service consumers

Cloud in the Indian government is still in the nascent stage; the rate of government cloud adoption (GCA) has not been that encouraging. The government organizations are complex, slow, rigidly structured, and research deficient. These organizations are the highest spenders on IT but are not placed at par when it comes to terms of cloud adoption. This empirical study has three objectives, which are identifying the key factors affecting GCA, finding out if these factors significantly affect the adoption, and examining the categorical moderating effect of organization types and adoption stages on GCA. This study posits government organization type (center, state, local bodies, and public sector organizations) and adoption stages (adopted, currently evaluating, and plans to adopt) as moderating variables. PLS-SEM has been deployed in this work for analysis and validation of the model. Nine factors found to have a significant positive influence on GCA are security, connectivity, migration, procurement, awareness, organizational administration, legal, trust, and control.

Purpose Government is the biggest spender on cloud computing technology but a very limited study and data sets are available to assess the cloud adoption trends in government organizations in India. As India is ushering towards “Digital India” it becomes essential for the government to embrace the cloud to enhance governance and meet the citizen expectations. This paper aims to discuss the evolution of cloud computing (Meghraj) in government organizations by examining the various information technology (IT) and cloud policies, thereby focusing on the policy gaps. The second part of this study assesses the cloud adoption trend by analyzing adopted cloud services, deployments models, leading sectors in cloud adoption and cloud approach. Eventually, in consultation with experts, a conceptual framework for cloud adoption in the government organizations of India is developed for wider cloud adoption. Design/methodology/approach The authors reviewed various IT/cloud policies and related literature to find the policy gaps for slow cloud adoption in government organizations. Authors have researched to collect the data from the various government procurement portals and analysed the tender and contracts of 500 organizations for cloud requirements to infer the cloud adoption trends. Based on the review of policy gaps, adoption trends and by consulting the experts a conceptual cloud adoption framework has been developed for wider cloud adoption in government organizations. Findings This study can be a pathfinder where the most innovative findings are about the cloud adoption trends in the government organizations in the time frame from 2013 till 2020. Several key findings are – the public cloud are the most widely adopted, infrastructure as a service model is the most used services, the majority of the applications migrating to the cloud are legacy applications, the leading sector in cloud adoption are – IT, transport and education. It is observed that the pandemic Covid-19 has acted as a catalyst and accelerated cloud adoption in government organizations. Eventually, a conceptual cloud adoption framework has been suggested addressing the policy gaps, deficiencies, overcoming the gaps and their related outcomes for the wider cloud adoption in the government organizations. Practical implications The findings of this work highlight the cloud adoption trends in government organizations which can prove vital to the policymakers. This work will assist policymakers, government organizations, researchers, IT professionals and others interested in analyzing the state of cloud adoption. The conceptual cloud adoption framework developed endeavours to uncover the policy gaps, suggest the gap resolution mechanism and outcomes which may assist the organization for wider cloud adoption. This research work effectively connects the policies to practice by stimulating the interest in understanding the policies, strategies and thereby creating the enabling environment for cloud adoption. This study provides feedback on cloud adoption trends which can assist in policy refinement and further strengthen policy/strategies. Originality/value As of date, there is limited data available for cloud adoption in government organizations. This work uniquely presents the cloud projections which helps to gain insights on cloud adoption trends in government organizations. This study is the first of its kind, focusing on cloud adoption in the unexplored government sector. This study provides a comprehensive summary of adoption statistics, policy analysis and practice in government organizations of India.
