Cloud in the Indian government is still in the nascent stage; the rate of government cloud adoption (GCA) has not been that encouraging. The government organizations are complex, slow, rigidly structured, and research deficient. These organizations are the highest spenders on IT but are not placed at par when it comes to terms of cloud adoption. This empirical study has three objectives, which are identifying the key factors affecting GCA, finding out if these factors significantly affect the adoption, and examining the categorical moderating effect of organization types and adoption stages on GCA. This study posits government organization type (center, state, local bodies, and public sector organizations) and adoption stages (adopted, currently evaluating, and plans to adopt) as moderating variables. PLS-SEM has been deployed in this work for analysis and validation of the model. Nine factors found to have a significant positive influence on GCA are security, connectivity, migration, procurement, awareness, organizational administration, legal, trust, and control.

Purpose The purpose of this paper is to examine public–private partnership (PPP) approaches for the construction of rental retirement villages in Australia and to allocate the investment proportions under a certain project return rate among three investors which are the government, private sectors and pension funds. The apportionment will achieve a minimum overall investment risk for the project. Design/methodology/approach Capital structure, particularly determination of investment apportionment proportions, is one of the key factors affecting the success of PPP rental retirement villages. Markowitz mean-variance model was applied to examine the investment allocations with minimum project investment risks under a certain projected return rate among the PPP partners for the construction of rental retirement villages. Findings The research findings validate the feasibility of the inclusion of pension funds in the construction of PPP rental retirement villages and demonstrate the existence of relationships between the project return rate and the investment allocation proportions. Originality/value This paper provides a quantitative approach for determination of the investment proportions among PPP partners to enrich the theory of PPP in relation to the construction of rental retirement villages. This has implications for PPP partners and can help these stakeholders make vital contributions in developing intellectual wealth in the PPP investment area while providing them with a detailed guide to decision making and negotiation in relation to investment in PPP rental retirement villages.

Information technology and communications have now become the main elements that move forward and help Oman in its national development process. Internet penetration in most developing countries like Oman is still low as oppose to mobiles dissemination, despite the government plans and strategies to enhance internet diffusion. Internet subscribers comprised about 2.5% of the general population of Oman. In contrast, the number of mobile holders increased substantially since the launch of these services in 1996. Prepaid mobile services and SMS were introduced in 2001 and both are currently popular with subscribers. Such fine appeal influenced many government organizations to go mobile with their services. This paper reviewed the ICT sector and the current m-government initiatives in Oman setting up the mobile services and aimed to understand the key factors to adoption and diffusion of these services.

Pesticides have been widely adopted in the farming industry to control weeds, pests, and diseases in order to minimize yield losses and maintain the quality of lowland rice products; however, farmers often over-apply pesticides. This study analyzed key factors that affected the decision of lowland rice farmers in adopting pesticides and the frequency of pesticide application. A double-hurdle model was used to estimate the factors that affected the decisions of farmers to adopt pesticides and determine the frequency of pesticide application. These results demonstrate that the adoption of pesticides was high (86%) at lowland rice farms in the study area. Lowland rice farmers were found to apply pesticides an average of eight times. Gender, age, education level, access to extension, farming experience, and access to credit significantly affected the decisions of farmers to adopt pesticides in controlling weeds, pests, and diseases at lowland rice farms. The independent variable also significantly affected the frequency of pesticide application. Towards the goal, government and non-government organizations had to increase human resources through education, agricultural extension services to young farmers had to be improved. Specifically, extension material was provided on environmentally-friendly methods of controlling weeds, pests, and diseases and other alternatives to reduce the use of pesticides at lowland rice farms.
