Creation of a system of management and coordination of R&D of high-tech enterprises in the context of digital transformation

The article discusses the role of R&D in the activities of science-intensive enterprises, analyzes the problems arising in the implementation of investment activities in the context of digital transformation, and concludes that it is necessary to build a management and coordination system for R&D, focused on the successful implementation of a digital strategy and the growth of the market value of enterprises. The main tasks of building a system, its components, as well as measures and ways of solving problems arising in the process of management and coordination of R&D at enterprises in the new realities of economic development are given.

The article identifies the key conceptual foundations for the formation of intellectual leadership of economic entities, including countries as specific actors in the global economy. Thorough preconditions for increasing the level of economic development and the impact of education have been identified. It is determined that historical concepts and modern realities of economic activity only actualize the role of education and enlightenment in the economic development of the national economy and ensuring its competitiveness. The strategies of increasing the competitiveness of individual countries of the world are analyzed, their key priorities in the conditions of formation of the knowledge economy are determined. The evolution of views on the role of human and intellectual capital in increasing the welfare of countries, the impact on GDP and other macroeconomic indicators is described. The ratings of countries are analyzed, in particular by the level of investment in intellectual capital and the structure of their GDP, which confirms the dominance of science-intensive economic activities. In addition, it was determined that the leading countries are characterized by increasing the role of knowledge-intensive activities, increasing the share of intangible assets, redistribution of capital of leading international companies and increasing research spending, increasing investment in human and intellectual capital, increasing exports of high-tech products. Analytical assessment confirms the advanced development of science-intensive industries in countries with developed economies, which creates the need for training and retraining of specialists needed for such industries. In modern conditions, the educational process ceases to be predominantly the prerogative of young people, and becomes a lifelong process, which increases spending on education in developed countries, but without denying the significant asymmetries on this indicator. Research confirms the direct relationship between the quality of human and physical capital and economic development, which is typical of highly developed countries, one of the main reasons for the development lag of the poorest countries. In addition, the article substantiates the key factors of intellectual leadership and their impact on the development of economic development strategies.


The article considers the role of research and development in the activities of high-tech enterprises. The problems that arise during the implementation of innovation and investment activities of enterprises are analyzed, which are associated with the complexity of the commercial evaluation of developments and new products, the incompleteness of research, the lack of infrastructure for the design of new technologies, as well as the fragmentation of financial opportunities with development potential. It is concluded that most of the problems that arise at the design stage of research and development work cannot be effectively resolved by a set of separate measures. In this regard, the article proposes the construction of a management and coordination system for research and development. This system is integrated into a functional management system, focused on the successful implementation of innovative strategies and the growth of market value of high-tech enterprises. The main tasks of constructing such a system are given, its components are described in detail. The use of the “stage-gate” method to provide an objective selection of research and development work within the framework of the direction for the development of the project management subsystem is justified. The article presents the author's method of comprehensive assessment of the effectiveness of R&D projects, based on the use of an integral indicator. To reduce the subjectivity of the method of expert analysis, the need for the correct selection of experts is noted. Experts must have managerial experience in enterprises engaged in or financing research, development and commercialization of R&D results. The article presents a practical example of assessing the effectiveness of a R&D project for a specific high-tech enterprise.

The article studies modernization of digital platform potential in order to coordinate interaction of practice, science and education in the field of management. The key focus is made on the fact that as a result of digital organization development the role of virtual space becomes prevailing in managers’ work and nearly all traditional methods of management undergo drastic changes. Unique processes of managing digital organizations require revision of methodological approaches to the problem of sustainable development in conditions of digital transformation, which mainly has a turbulent character. It is underlined that the major problem of today’s management is the vague definition of different notions, whose understanding is crucial for managers, who otherwise cannot link digital strategy with their work. The article used materials and findings of fundamental and applied research done by authors within the frames of budget, business and initiative development of innovation, industrial and educational products. Testing of these solutions proved their need in the field of practical management, scientific research and managerial education.

Sponsors of rational planning often assume that successful implementation of planned and directed change is guaranteed. It is a thesis of this paper, however, that such planning may generate instead conditions which can defeat the socio-economic purpose. A comparison of two of the farm settlements currently administered under the Western Nigeria Land Settlement Scheme will show that their divergent patterns of development, which fell outside the framework prescribed and anticipated by the policy makers, were determined largely by the conditions specified for the establishment of their social structure.

This article is devoted to the problems of participation of the Prosecutor at the initial stage of criminal proceedings and the search for ways to optimize its activities in the light of the digital transformation of the Prosecutor’s office of the Russian Federation, carried out in three main areas, namely high-tech supervision, digital infrastructure, and the environment of trust. The transition to high-tech supervision and the development of digital infrastructure should lead to work with a single electronic case on the basis of a single interdepartmental digital online platform. At the same time, a single interdepartmental digital online platform will ensure interaction both within the prosecutor’s office and the interaction of the prosecutor’s office with the investigation, inquiry, public, and court bodies. The conclusion is drawn that the digital transformation of the Russian prosecutor’s office optimizes the activities of prosecutors at the initial stage of criminal proceedings, but this should be preceded by legislative changes aimed at strengthening the role of the prosecutor in pre-trial proceedings. It also states the need to increase the availability of information to citizens about the activities of prosecutors and the state of legality in pre-trial criminal proceedings and expand the list of statistical data posted on the official website of the General Prosecutor’s Office of the Russian Federation.

AbstractThis article presents the role of clusters in the Polish innovation system. This role has evolved in recent years due to maturing of cluster organisations and the expansion of their ability not just to provide services for cluster members but also to perform selected public tasks. This study aims to provide a better understanding of the nature and extent to which clusters can contribute to the objectives of development policies and thus to the economic development of the Polish economy and answer the question what role clusters can play in the innovation system. Based on a survey of 44 cluster organisations in Poland and interviews with cluster managers, the study explores the possibility of engaging Polish cluster organisations in the implementation of public policies. The results confirm that many of the Polish clusters achieved such a level of development that they themselves see the possibility of engaging in public tasks, for example education and specialised training, helping enterprises in digital transformation, monitoring technological trends, and so on. Therefore, it is justified pursuing a dual cluster policy. This duality means focus on two objectives: supporting cluster organisations on the one hand and implementing cluster-based development policies on the other hand.

The study analyzes the nature of the modernization of the enterprise, identifies the factors that determine the need for its implementation in relation to Russian industrial enterprises, which were forced to miss several cycles of renewal as a result of the national economy reformation. It is necessary to comprehensively transform their material and technical bases to produce innovative, competitive products in the face of global uncertainties and increased competition on the target markets. The purpose of the study is to prove that the modernization of industrial enterprises is based on the transformation of their material and technical base, regular updating of fixed assets in order to eliminate their moral depreciation and the successful implementation of digital transformation. As a result, the study of the processes and algorithms for justifying the renewal and modernization of the formation of funds at the expense of internal sources of the enterprise investments. An approach to the assessment of their capabilities and importance to ensure the financing of modernization projects is proposed. Methods of statistical and comparative analysis, quantitative and qualitative analysis of economic phenomena and management of industrial enterprises were used to solve the set tasks. The characteristics of changes in profit, return on fixed assets and depreciation as sources of investments, depending on the dynamics of interest rates and inflation, are determined. The directions of increasing the importance of internal sources of enterprise investments for the implementation of its modernization projects are proposed. Key conclusions: it is necessary to build a comprehensive mechanism for managing the depreciation process of enterprises as its reproduction and modernization core. It is also necessary to ensure the targeted use of depreciation and the minimum return on funds accumulated by owners in the depreciation fund.

He article presents an analysis of the socio-economic development of the GCC in 2000-2019 as the basis for the formation of a high-tech segment in the regional economy. The authors substantiate the necessity and possibility of high-tech development of the countries of the region and the remaining problems. The authors found that there are tangible achievements in the Persian Gulf countries, such as the emergence of high — and medium-tech industries. Their active development provides the GCC countries with relative stability in the economy and social sphere. The authors of this article note that the hydrocarbon segment still plays an important role in the implementation of the tasks of socio-economic development of the Persian Gulf countries, which, in the context of population growth, including the share of young people, requires new approaches to the formation of the economic structure from the countries of the region.

The article is devoted to issues of technical and economic development and the strategy of the Russian Federation entering the position of process breakthrough. The role of Russian corporations in the national strategic development is investigated. The decisive role of corporations under conditions of high-tech functioning and the resulting complexity of breakdown solutions is substantiated. The attention is drawn to the inconsistency of Russian corporations with the breakthrough strategy requirements put forward by the government as the national idea, due to low innovation potential. A proposal is made on the use of a systemic - synergetic approach to solving issues of process development. The process development is placed at the center of issues being solved and is regarded as a critical condition for the organization and implementation of a process breakthrough.
