PurposeThis study investigates the effect of government domestic payment arrears on private investment. The authors argue that an increase in government domestic arrears can reduce private sector investment owing to the competition for credit.Design/methodology/approachThe prediction is empirically tested using data for 33 Sub-Saharan Africa (SSA) countries for the period 2007–2018 using a panel general methods of moment estimation technique. This is also complemented with impulse responses derived from the standard vector autoregressive model.FindingsThe results show that an increase in government domestic arrears adversely affects private investment in SSA and most subregional communities within SSA. It also revealed that private investment negatively responds to shocks in government domestic arrears.Originality/valueThis is the first study that attempts to investigate the effect of government domestic borrowing arrears on private investment. It seeks to serve as a guide to governments in their domestic borrowing decisions to ensure timely servicing.

This article sheds light on the situation related to 2017 Kurdistan Region independence referendum. Leaning on the primary sources, it is demonstrated that the party officials of the Patriotic Union of Kurdistan warned the leadership of the Kurdish Regional Autonomy of Iraq represented by the Kurdistan Democratic Party about the consequences of shortsighted policy. The disputed territories, which are the subject of discussion between the leadership of the Autonomy and Baghdad, were controlled by the troops of the Central Government. The Iraqi leadership has also reduced the funds from the federal budget for supporting the government employees of the Autonomy. It resulted in payment arrears and mass disturbances in the Autonomy. The novelty of this research lies in the fact that this topic has not previously received due attention in the Russian sources. This article is first within the Russian Kurdish Studies to introduce the primary sources in Sorani (Kurdish dialect). It cannot be asserted that these problems have been resolved conclusively; the blame falls on the shortsighted and irrational policy of the Kurdistan Democratic Party, or even personally Masoud Barzani, who was removed from his office as result of the referendum. The representatives of the Patriotic Union of Kurdistan denounced the detrimental consequences of holding the referendum in the existing conditions.

AbstractBased on longitudinal analyses of data from the Swiss Household Panel, this paper investigates the effect of different types of debt on two evaluative measures of subjective well-being: financial satisfaction and life satisfaction. Payment arrears reduce financial satisfaction more than loans or the accumulation of different types of debt (arrears and loans). This negative effect is stable over time. Conversely, each additional year with arrears decreases life satisfaction, confirming the overall and general negative effect of arrears on all domains of daily life, especially for the elderly.

One of the people’s needs in terms of effort to manifest the purpose of the state which is to establish national well-being is by providing social security. Social security is a form of social protection to meet citizens' basic needs. Associated with the implementation of national social security, the government obligates its citizens to participate in the program. However, the fact was there are still many citizens which are reluctantly participating in the program. It is leading to funding collection to be not optimal and affecting the implementation of social security. The research is adopting normative approach, which is stressed on the secondary data. The research specification is an analytic description with qualitative analysis. The national social security is a compulsory program for all of the Indonesian citizens particularly for the independent level, however, not all have joined it particularly self-referred participants. Several aspects causing this problematic program, such as the lack of people's awareness. The lack of people discipline toward the payment, ineffective sanctions and lack of service, are proved with the abundant number of payment arrears by independent participants. The reconstruction of optimization of National Social Security Program is managed with the improvement of legal substance, legal structure and legal culture.

The fiscal challenges of Brazil’s states and municipalities can have a significant impact on the economy and the provision of core public services. The subnational governments (SNGs) account for a large share of public expenditures, including public investment. As such, their fiscal problems can hamper the economic recovery and the public finances of the federal government. In recent years, many states and municipalities have been struggling with high debt or severe liquidity pressures. Some have already defaulted on part of their debt and are running payment arrears (wages and suppliers). The federal government has already provided a substantial package of financial support through debt service relief.

Health Security Agency establishes the obligation to pay dues that must be followed in order to get health insurance society. But over time many participants BPJS is delinquent paying his dues BPJS. In June 2018 there were 711 souls who are still in arrears dues BPJS. This study aims to determine the factors associated with health BPJS arrears dues payments Independent in Puskesmas Abeli ​​Kendari. This research is an analytic study with cross sectional study. The population is all participants are in arrears in the health center BPJS Abeli ​​Kendari as 711. Total sample of 88 respondents. This study using Chi-square test. The results of statistical tests at the significance level α = 0.05, the result is no strong enough relationship between knowledge and dues payment arrears BPJS (p-value = 0.000), there is a strong enough correlation between income with payment arrears dues BPJS (p Value-= 0.000), there is a strong enough correlation between the perception of the arrears payment of dues BPJS (p-value = 0.000). The conclusion showed that the non-payment of dues BPJS in touch with all the variables. By him that suggested need for socialization of the BPJS that participants understand more about BPJS resulting in the payment of contributions of participants BPJS not delinquent.

As the economy went through a deep economic recession in 2014-16, Brazilian subnational governments had to adjust to much weaker revenue growth, while dealing with the consequences of past large increases in spending—especially on wages and pensions. Several states are now having to manage high debt levels, liquidity pressures, and accumulation of large payment arrears.

Despite the globalisation of European soccer, each professional league exhibits specificities. French Ligue 1 sometimes contends with the trading-off of financial performance against sporting performance of its teams in European soccer competitions, and its inner auditing body, the Direction Nationale du Contrôle de Gestion (DNCG), is in charge of controlling clubs’ financial accounts. Moreover, Ligue 1 operates with one of the best competitive balances in the Big Five, which is detrimental to its clubs’ success at the European level. However, the league and a number of clubs have not been able to curb payroll inflation and have not avoided being recurrently run in a deficit and accumulating debts, in particular payment arrears and player transfer overdue. Lax management occurs, since very few clubs have been sanctioned by a payment failure, even fewer by liquidation, and there has been no bankruptcy. The concept of a soft budget constraint theoretically encapsulates such empirical evidence. The novelty of the paper is to establish a link between the soft budget constraint and the players’ labour market where it crucially triggers market disequilibria: an excess of demand for superstars’ talents and an excess of supply for journeymen players are modelled. Data paucity about player individual wages hinders econometric testing of the aforementioned link and the model. However, a look at transfer fees that concentrates on a few of the top European soccer clubs provides a first insight into the arms race for talent that fuels an excess of demand for superstars and dips a number of clubs’ finance into the red.

Mohan Grosir Solo is a store engaged in the field of Sales and Sales Cooperation Sales with Credit Sales System. Sales of credit that runs from direct submission to the cashier by submitting identity cards only. Customers do the taking of goods in accordance with the value of the approved filing then the customer will pay in accordance with the applicable provisions. With the credit sales information system is expected small errors up to the large can be resolved, especially the problem of payment arrears and repayment payment. System design that includes: Diagram Context, HIPO, Data Flow Diagrams, Document Flow Diagrams, Database Design, Input Design, Output Design, Implementation of the program by using appropriate data stimulation. The purpose of this research is to create and design multi-level loan sales information system at Mohan Grosir Solo. Then the results obtained from this system are Input of Goods Data, Input of Customer Data, Input of Supplier Data, Input of Data of Department of Goods, Input of Cashier Data, Purchase Transaction, Purchase Return Transaction, Credit Sale Transaction, Sales Return Transaction, Cash Transaction, Customer Data Report, Supplier Data Report, Department of Goods Data Report, Cashier Data Report, Purchase Transaction Report, Purchase Return Report, Credit Sales Transaction Report, Sales Returns Report, and Cash Advance Report. System information created using Microsoft Visual Basic 6 and SQL Server database has been done blackbox testing with a design that is appropriate. Keywords: Information System, Multiuser, Credit Sales.

House numbering is the system of giving a unique number to each building in a street or area, with the intention of making it easier to locate a particular building. The house number is often part of a postal address. The term describes the number of any building (residential or not) or vacant lot with a mailbox. House numbering schemes vary by place, and in many cases even within cities. In some areas, especially in rural area of Indonesia, the house or building are not numbered yet. This is caused by the demography and the geography. This study was done on cable TV industries in Sorong Papua, Indonesia. Where the main problem in this research is how to reduce the number of customer payment arrears and minimize duration of customer dues. There are several aspects of why customers in arrears, on the one hand because of the difficulty of the collector to find the location of the customer and on the other hand due to poor customer habits, so that they do not want to pay. The research model was constructed with a Geographical Information System to determine the mapping customers. The mapping process is done with the customer to establish a classification of association rule between customers. The results of this study could assist companies in finding the location of customers quickly and make the mapping according to customer payment behavior. The approach of the results obtained can be further used to determine the best strategy in dealing with customers.
