The article determines and systematizes the existing obstacles to the development of competitiveness of enterprises in the machine-building industry of Ukraine. One of the most important problems facing the domestic economy is to ensure stable economic growth not only in the raw materials industries, but above all, in the leading industries of the industrial complex, whose center of gravity is the machine-building industry. Machine-building complex – one of the leading in the industry of Ukraine, which integrates a system of research, design and technological organizations; It is engineering determines the socio-economic and technological and technological level of state development, the competitiveness of its productions. Effective functioning and maintenance of a high level of competitiveness, is important for modern Ukrainian machine-building enterprises. The article investigates the main constraints of competitiveness of enterprises of the machine-building industry of Ukraine, which related to change, connections and competition.The development of mechanical engineering under the influence of various factors is not predictable, not by plans and programs, which are formed by governments taking into, account the needs of industrial products and the requirements of globalization of the world economy. It is accompanied by accumulation of problems that adversely affect the development and general condition of machine-building corporations. The situation is worsening with a decrease in the time span between global crises, which adversely affect the state of the national economy of Ukraine and the types of economic activity. Despite the negative trends that are observed in industry and in machine building, there is a possible directions of solving the existing obstacles and restrictions.

The types of strategies by type of strategic planning are considered. Efficiency criteria and initial parameters of a diversification strategy are defined: market potential, number of competitors, volumes of civilian products, marketing costs, investments, number of types of raw materials and production resources. Methodological recommendations on the implementation of the mechanism are proposed organizational and economic management of the strategic and tactical planning of the defense industry enterprise in the context of diversification. The practical use of the mechanism of organizational and economic management of the strategic and tactical planning system of the enterprise in the conditions of diversification is considered at the enterprises of JSC "Electric Machine Building Plant" LEPSE "and PJSC" Kirov Plant "Mayak".

The article describes the modern functional and territorial structure of the economic complex of one of the most industrial regions of the Asian Russia – the Kemerovo region. The basic link in the economic complex of the Kemerovo Region is industry. A quarter of the economically active population in the region is employed in industry. Industry provides half of the gross regional product. The role of industry in the economic complex of the Kemerovo region has not changed for many years. In general, the region’s industry has a pronounced raw material orientation. Raw materials industries are the leading ones in the industry structure of the region: the total share of the coal industry, metallurgy, electrical energy and the chemical industry in the total production of industrial products is 85 %. Kuzbass is Russia’s leader in coal mining. The share of high-tech industries is negligible. Machine building accounts for no more than 5 % of industrial production. The industry of the Kemerovo region is characterized by a poly-branch structure, formed primarily on the basis of the coal resources of the Kuznetsk Basin. The leading role belongs to the coal-metallurgical system of production, which forms a number of highly developed energy production cycles (coal-energy, chemicals, pyrometallurgical and others), some of which (raw materials extraction) are located outside the region.

Neither the development of the world economy nor the availability of raw materials can guarantee the stability of economic development and a high level of social welfare. Now Kazakhstan faces the task of accelerated development of national economy sectors that give a multiplicative effect (the share of agricultural products in the country's GDP should grow 5 times by 2050), including the agro-industrial complex of Kazakhstan has a great potential to become a new driver of economic development. Therefore, the agro-industrial complex of Kazakhstan needs sustainable development of export-oriented agricultural production that is competitive on the world market. Despite the solution of many theoretical and applied problems reflected in the works of these authors, a General approach to the classification of organizational reserves for improving the efficiency of production of scientific-intensive products is not currently formed, and the issues of forming a mezzanine for identifying and using, and evaluating the level of production efficiency require further improvement. The purpose of the research is to develop theoretical, scientific, methodological and practical provisions for the formation of a production management system of innovative potential based on improving the competitiveness of the agricultural industry, aimed at ensuring food security in Kazakhstan. The article shows that the innovative type of economic development requires the development of a competitive innovative potential product, the implementation of the principles of continuous improvement, the search and use of the organization of production for its effective production. The necessity of forming mechanisms for identifying and using organizational reserves to increase the efficiency of production of innovative potential products is also determined. This opened up the possibility of creating and developing conditions conducive to the mobilization of domestic reserves.

The article considers the stage process of a machine-building enterprise modernization management, the enterprise being a part of an integrated corporate structure, in response to the demand for an economic and technological breakthrough. The topicality of the study is determined by the problems of technical and process design renewal of the Russian industry, the lack of investment support of modernization programs in the production sector, and the development of new forms of public demand typical for the innovative economy. The authors have substantiated the role of economic integration processes in the development and modernization of machine-building enterprises based on the synergetic paradigm. The paper identifies and characterizes the stages of modernization management processes taking into account the mission and strategic goals of the enterprise development. The research has covered theoretical and methodological works of domestic and foreign scientists on the problems of economic integration and best practices of creating big integrated corporate structures. Modernization is considered as a set of measures aimed at improving the production and economic activities of enterprises participating in integrated corporate structures in order to ensure sustainable economic efficiency. Moreover, the paper identifies the factors preventing the sustainable development of domestic machine-building industry. A number of problems facing machine-building enterprises during the crisis period can be successfully overcome by them within the frame of integrated corporate structures which are entrusted with a leading role in the development and modernization of the machine-building complex. Among other things, the formation of such structures is aimed at the innovative development and creation of various types of knowledge-intensive industries with greater value added. The paper presents the mechanism for managing the modernization of enterprises within the frame of integrated corporate structures. Priority areas of investments in the implementation of modernization projects are proposed to be determined not only on the basis of the expected economic effect, but also taking into account the potential of the entities under modernization. The approach proposed by the author for managing the modernization of the enterprise within the frame of integrated corporate structures can be used both at the enterprises of the machine-building industry and the industrial complex as a whole in the context of improving the efficiency of the management system. The practical implementation of modernization measures will enhance the competitiveness of enterprises, increase their investment attractiveness and switch them to a higher level of economic sustainability with a focus on achieving the maximum impact in all spheres of activity.

In the context of the active entry of Kazakhstan into the world economy, the growing shortage and decline in the quality of raw materials and the related rise in prices for grain and bakery products, the grain-product subcomplex of the domestic agro-industrial complex is of particular importance. The article notes that the development of production in various sectors and spheres of the economy of Kazakhstan requires the search and use of new, more efficient forms of implementation of production and economic activities. One of the key methods of solving this problem is the integration of commodity producers, which makes it possible to unite in a single complex all the links of the reproduction cycle in the technological chain “production of raw materials - output of finished products”. It is emphasized that domestic and foreign experience has proved that integrated education, formed on the basis of the principles of public-private partnership, achieves a high level of efficiency and competitiveness. For the successful implementation of public-private partnership projects in the grain product sub-complex, an in-depth study, generalization and systematization of the experience of using this mechanism by both national and foreign companies that have achieved high results in this area is required. Currently, public-private partnership continues to remain at the initial stage of development, which is largely due to the specific high-risk features of the functioning of the branches of the grain product sub-complex. These circumstances emphasize the importance of a detailed analysis of methods and tools for increasing the competitiveness of enterprises and organizations of the domestic grain products subcomplex, first of all, targeted investment in the development of production.

Animal husbandry is one of the main sectors of the country's economy, which can demonstrate significant results of import substitution shortly. In article dynamics of such relative indicators characterizing scales of industrial activity in the sphere of animal industries, as a share of the branch in the Kazakhstan economy and volumes of production of animal industries per capita of Kazakhstan is considered. For example, the average annual growth rate of this indicator is compared with countries with a high level of development of this industry. It was found out that the use of secondary raw materials of animal husbandry will promote the development of new industries and import substitution of both raw materials and finished products, which will attract innovative technologies in the agro-industrial complex. The article presents a step-by-step algorithm of research of the import-substituting potential of the industry, as well as its practical testing (by the example of the Republic of Kazakhstan). Volumes of production on branch "animal industries" are defined, connections of import dependence and the agrarian production made abroad are established.

The article defines the main factors of increasing the competitiveness of the machine-building complex in the integration economic area. The relationship between the factors of comparative competitive advantages of export-oriented engineering production and the structure of commodity exports is presented in the article. A methodology for assessing the competitiveness of the machine-building complex is proposed, which is focused on determining its comparative advantages in prospective segments of export commodity groups. The results of testing the methodology on the basis of statistical data of export segments of the commodity groups of machine-building industry in the CIS countries are presented.

Topicality. In the conditions of ambiguity of the situation that has developed over the past years in the economy, each enterprise needs to focus on developing measures to minimize the impact of adverse factors of the external and internal environment, which can be achieved through system monitoring of changes in the situation, as well as the effective management of economic activity Actual increase of the economic potential of the machine-building industry, which will provide good management, will create conditions for timely response to threats and hazards, strengthen the system of economic security of enterprises in accordance with changing environmental conditions. Aim and tasks. The goal of the paper is to investigate and identify the problems of building up economic potential, their impact on the economic safety of the machine-building enterprise, in particular, and on the industry as a whole. In this regard, the task of carrying out a comprehensive analysis of the main indicators of economic capacity building at the enterprises of the machine-building industry, which will be able to identify the main problems and threats to the industry, identify the strengths and opportunities to understand the main problems of building capacity of the machine-building complex to ensure economic security. Research results. The share of industrial innovation and active enterprises according to the types of implemented innovations has been analyzed. The development of economic potential of machine-building enterprises has been researched. The main problems and threats have been outlined for ensuring economic security and development of the industry. It has been established that the investigated branch has a number of strengths and opportunities, which, taking into account the condition of limiting the impact of weaknesses and threats, gives grounds for specific strategies for the development of machine-building enterprises. In the circumstances in the industry there is practically no development potential. Leading companies are working out the development programs that include expansion of production facilities, updating of production equipment, development of scientific base, increasing of consumer properties of released products and also of the one being produced. It must be admitted that this is the only possible way out of the crisis and the transition to the development of the industry. However, the implementation of these programs is complicated by the lack of adequate funding, as most enterprises carry out technological innovations mainly at their own expense. Conclusions. The main problems of increasing the economic potential of machine-building enterprises are as follows: relative non-competitiveness of products in comparison with products of developed countries; unpopularity of products of the domestic machine-building complex in world markets and the absence of world brands; imperfection of investment activity in most enterprises: insignificant level of implementation of development of scientific and technological progress in comparison with potential opportunities in the production of innovative products; significant level of depreciation of fixed assets, a significant lag of the state of fixed assets from the technological level of developed countries; use of outdated technological developments.

The article discusses the priority directions of innovative development of the machine-building complex in Azerbaijan. Mechanical engineering as the most important branch of industry is an industry capable of ensuring sustainable and sustainable innovative development of the country's economy. However, in the era of globalization, this area has faced numerous problems. This can be explained by: a shortage of investments; outdated means of basic production; high competition in domestic and global markets; a shortage of qualified personnel, etc. All this makes it urgent to modernize and recreate the machine-building industry of Azerbaijan in accordance with the requirements of the time. Based on this necessity, the article examines the aspects of sustainable economic development of the machine-building industrial complex. In the light of globalization processes at the present stage of development of the Ukrainian economy, domestic enterprises of the machine-building industry faced the problem of increasing their competitiveness in the world market, which in turn contributed to the Activation of their innovative activities. The need of implement measures to increase the level of investment attractiveness of Ukrainian enterprises, determines the feasibility of the analysis of the current state of the machine-building industry. The aim of study is to investigate the role of machine-building industry production in total industrial complex, the research status, the challenges and to identify priorities for further development of engineering in Ukraine that are taking into account the requirements of the Modern market.  Research object. The object of the research is the machine-building industry of Ukraine and its condition in the conditions of world globalization. Methods. Research methods that were used in the process of writing the article - providing for the application of General scientific and empirical approaches to economic science – were based on a systematic approach. The appliance of the dialectical method allows us to highlight the features of modern innovation processes, furthermore, to explore the problems of creating an investment-attractive environment in the machine-building industry of Ukraine.  The traditional method is applied in the study of previous experience chronology of events and facts in the development of the economy of Ukraine.  General scientific systematical and logical methods were also used to obtain research conclusions.  The basis of the information in this paper is on the researches consisted of monographs, scientific articles of domestic, foreign articles, legal activities of the enterprises and data of the State Statistics Service of Ukraine. The hypothesis of the study. Continuous monitoring of the current state of machine building in Ukraine and implementation of the results of its practical analysis will improve the investment attractiveness of the industry.  Presentation of the main material. In this scientific article the role of mechanical Engineering as the leading industry of economy of Ukraine is investigated.  Based on statistical data, the dynamics of the main indicators of development of the machine-building industry of Ukraine for 2010-2018 was analyzed. Significant problems of the studied area are Identified, priorities for further development are determined.  The originality and practical significance of this study is to investigate deeply the main problems of investment attractiveness of the engineering industry.  also this study’s main provisions can serve as a scientific basis for the development of machine-building enterprises, in the context of the study of the problems of increasing the investment attractiveness of the industry.  Conclusions of the study. Since Mechanical Engineering is one of the leading industries, it is an indicator of the technical level of the country.  Lack of financial resources at the enterprises through problems such as low speed potential restoration of production in industry were solved. This leaded to braking of the General development of mechanical engineering of Ukraine.  In challenging situations of financial and economic activity, the enterprises of the machine-building industry need support from the State, in particular that needs a part of tax incentives for large-scale projects to modernize production facilities and Provide domestic producers with state orders.  According to the results of the conducted research it can be argued that the main stimulus for the realization of the industry’s potential is the lack of material resources.  Therefore, the solution for problems of increasing the investment attractiveness of industry will insure the further development of machine-building complex of Ukraine.
