In our manuscript we have made an attempt to study specific sides of Russian Federation’s innovative development, analyze its impact in economy growth and provide main ways of innovative policy realization in different types of regions. The method is based on partial abstraction from the unique properties of each region, thereby uniting them into homogeneous groups using k-means method. Further analysis of the determination of the main factor at the level of country was carried out using decision trees functions with the subsequent collection of OOB errors. Group analysis was carried out using regression analysis. As a result, the authors obtained five types of regions (with a high, above average, average, below average, low level of innovative development), provided an individual characteristic for each group regarding the innovation development and identified prerogative innovative factors that can be considered by the state as a criterion for differentiating state policy and regulation of the development of innovation policy.

The article analyzes the concept of innovation and innovation development. Separately the importance of innovative development for the formation of the strategy of a modern enterprise has been shown.The analysis of world innovative processes and their influence on the economy of the country has been carried out. The article carries out a comparative analysis of innovative models of development of some countries of South and North America on the example of Brazil, Chile and Mexico, taking into account three components ? science, business communities and the State whose experience can be used by other countries, including Ukraine, in the formation of national innovation policy. It is proved that Brazil’s economy demonstrates the highest rates of modernization and economic development in South America through the introduction of foreign innovations first into large companies, and later – into small innovative enterprises. It is substantiated that the peculiarity of the innovative development of Chile’s economy is the expansion of training of specialists through the system of foreign internships and training of a growing number of students abroad with the further formation of startup commands from domestic specialists who have gained theoretical knowledge and practical experience abroad. It is identified that the innovative model of development of Mexico’s economy is implemented through to the increased interest of the State, aimed at stimulating large companies to implement innovative technologies based on significant amounts of budget expenditures on R&D. It is concluded that macro-economic and foreign economic indicators of the economies of Brazil, Chile and Mexico show the growth of the pace of innovation development of these countries, which characterizes them as potentially strong players on the international stage.

The article is devoted to the study of the Japanese experience of strengthening innovation development by promoting the activities of technopolises. An interpretation of the concept of "technopolis" is presented. Features of formation and development of the Tsukuba technopolis are shown. The features of Japanese innovation policy are investigated. The effectiveness of innovative development in Japan is evaluated. The importance of technopolises in the country's innovative development is shown. The possibilities of developing an economy that suffered from the inflated financial bubbles of 1991 based on the financing of technopolises are investigated. The experience of Japan, where individual regional entities were able to develop completely independently by engaging in innovative activities, without requiring centralized funding is demonstrated.

The aim of the work was to evaluate the dynamics of regional innovation development and compare the Russian regions according to their innovation efficiency, used resources, and achieved results. To estimate direct and indirect innovation effects, this study used the data on Russian regions according to variables of the innovative product volume, the share of high-tech products in the gross regional product (GRP) structure, the number of used patents, and investment in innovation activity for 2006–2017. To obtain a representative sample, a cluster analysis was applied as a preliminary step, which made it possible to select a group of regions that were most advanced in terms of their innovative development. Output-oriented data envelopment analysis models were applied for Malmquist Productivity Index calculation. The obtained results indicate the average growth of total factor productivity of regional innovation development over time. The main source of innovative development is largely derived from the economy of scale, while the effectiveness of regional innovation systems is basically increasing through broader resource bases, rather than through its effective utilization. The research findings can be applied to diagnose regional innovation effectiveness, justify public investment in research and development (R & D), and identify the priorities of regional innovation policy for specific regions.

In modern conditions of dynamically changing environment, questions about new regional ways of innovative development are being updated. Researches confirm that the innovative development of regions is becoming a significant factor in increasing the competitiveness of the region and the formation of high innovative activity. The purpose of the article is to identify the essence of modern approaches to the management of regional innovative development, that are appropriate in the context of transformational changes and to analyze them. To achieve this goal next following tasks have to be done: to study main methods of managing the regional innovative development; to analyze legal and legislative framework; to analyze statistical indicators of innovative development of the region; to identify regions-leaders and regions-outsiders in Ukraine; to study the concept and essence of Smart Specialization Strategies and the entrepreneurial discovery process in the conditions of the Ukrainian regions’ development. The article discusses the competitiveness and efficiency of innovations in a regional context. These are two interrelated economic categories, reflected in their synergistic effect in various areas of the economic and social life of the regions. Their assessment can be carried out at different levels – regional, national and international levels. Regional competitiveness and efficiency of innovation is the result of comprehensive stakeholder actions at these levels. The article also identifies the main obstacles to the management of regional innovation development and analyzes the regulatory and legal framework for the development of innovations at the regional level. The article also carried out a multifactorial comparative analysis based on statistical data of development indicators to assess the development of regions. Regions-leaders and region-outsiders are defined. The article considers the main effective instruments of innovation policy and the most effective ways of its implementation at the regional level. One of the tool is the Smart Specialization Strategy, which aims to grow economically through a strategy based on localization and stakeholder mobilization at the regional level. The paper also studied the entrepreneurial discovery process, that is a «conceptual pillar» of smart specialization.

Recognizing the special role of innovations in ensuring the economic development of Russia, the state authorities have been intensively looking for ways and means to strengthen innovation activity in Russia over the past decade. The main document proclaiming the goals and main directions of innovation policy is the Strategy of innovative development of the Russian Federation for the period up to 2020. Due to the fact that the implementation period has expired, the author analyzes the achievement of the goals and indicators defined in the strategy, and also draws some conclusions about the outcomes obtained by the analysis of the development of innovation activity in Russia.
