Lessons learned from the north: balancing economic development, cultural preservation, and environmental protection

Abstract: Spatial planning for economic development with the rational using resources, and environmental protection in the area of Dung Quat - Quang Ngai City - Ly Son Island District is a specified form of the master planning towards sustainable development, cohesive onshore spatial planning and marine spatial onshore, near-shore islands. The planning is done in a way that links the approach of territorial organizations and spatial planning, linking the geographical approach and ecosystem approach. The result is established economic development triangle in the north of Quang Ngai with two mainland poles - Dung Quat and Quang Ngai city and a pole on coastal islands - Ly Son Island, two the development routes and 14 economic development areas with the rational use of resources, environmental protection and ensuring the defense and security.

Recent events in Ukraine have shown that, along with the advancement of information technology, methods of conducting modern warfare are being enhanced. Cyberspace is deliberately used by the Russian Federation to commit cyber warfare against Ukraine. Therefore, in order to address their influence effectively, it is important not only successfully deal with its consequences but also to foresee the potential adversaryʼs actions by analyzing their previous operations and incorporating the lessons learned by other countries. Across the globe, including Ukraine, the issue of information security and cyberattacks has become exceedingly urgent. Everybody is aware of the ongoing attacks on information networks of various government agencies and energy firms, cyberattacks on e-mail networks of political parties and organizations around the world. Likewise, despite the steadily growing numbers, cyberattack cases against the individuals and private businesses are not reported as widely as they occur. As a result, The North Atlantic Alliance countries began tackling the issue of cyberthreats much earlier than Ukraine. Consequently, NATO and its allies rely on powerful and robust cyber defenses to ensure the Alliance's core tasks of collective defense. The article discusses methods and strategies for providing cyber defense in NATO member states and recommends ways to increase the level of protection in the state's cyber space, as part of Ukraineʼs national security and defense domain.

The Central Highlands is an area with a large community of ethnic minorities to be living. In the process of integration into the world economy, community tourism are one of the economic sectors that are interested in developing in our country in general and the Central Highlands area in particular.Although the activity has not been long, but it can be said that tourism and community tourism are the basis and premise to contribute to the socio-economic development of the Central Highlands; contribute to restoring many traditional cultural values of ethnic groups. For a variety of subjective and objective reasons, tourism activity and community tourism have affected ethnic lifestyles, customs and culture in both positive and limited ways. This is an issue that needs to be considered for research, with practical implications for sustainable tourism activities to create momentum for economic development and cultural preservation of ethnic groups in the Central Highlands area in the period of accelerating industrialization, nationalization and international economic integration.

The most progressive and promising model of spatial organization of food markets of the North Caucasus Russian Theatre is a cluster model. In the proposed methodology of the process approach to develop a structural model of agro-food cluster in the NORTH is cluster analysis. The regional food market as a single system, which combines production, marketing and consumption of foods with a specific hierarchy, is characterized by different relationships and proportions between its components and is an important an indicator of a country's economic development, achieving food security. Disclosure of potential in a market system, its effective use, taking into account regional particularities and specificities of the economy, improvement of the spatial organization and improving the efficiency of such a complex system as the regional food market is impossible without knowledge of its essence, principles of formation and operation. In this connection there was a need to develop modern methods of research, evaluation, analysis, improvement of structure and functional organisation of the regional food markets as an important factor for the socio-economic development the country. The novelty of the research lies in the fact that the clustering of agribusiness implemented taking into account the peculiarities of regional AIC on the basis of strategic management zones: industrial, conventional and organic. To determine the effectiveness of the cluster algorithm of its evaluation, which is based on the criteria of usefulness and survival in the conditions of the cluster in the region, which are defined using evaluation scales and weights the main factors utility and survival in the cluster.

The article deals with the problem of achieving sustainable development. The purpose of this study is to reveal the relationship between the components of sustainable development, taking into account the involvement of indigenous peoples in nature conservation. Climate change makes achieving sustainable development more difficult. Indigenous peoples are the first to feel the effects of climate change and play an important role in the environmental monitoring of their places of residence. The natural environment is the basis of life for indigenous peoples, and biological resources are the main source of food security. In the future, the importance of bioresources will increase, which is why economic development cannot be considered independently. It is assumed that the components of resilience are interrelated and influence each other. To identify this relationship, a model for the correlation of sustainable development components was developed. The model is based on the methods of correlation analysis and allows to determine the tightness of the relationship between economic development and its ecological footprint in the face of climate change. The correlation model was tested on the statistical materials of state reports on the environmental situation in the Khanty-Mansiysk Autonomous Okrug – Yugra. The approbation revealed a strong positive relationship between two components of sustainable development of the region: economy and ecology.
